The persistence of self-identified conservative Democrats in the electorate is puzzling. Both the ongoing Southern realignment and the recent ideological polarization should have resulted in conservative Democrats changing their party identification to accord with their discrepant ideology. Instead, the number of conservative Democrats, as a percentage of the total electorate, has held steady over the last 20 years. I propose an explanation for this phenomenon that draws upon theories of mass belief systems, as well as an element of recent political reality: the popular stigmatization of the word liberal. I argue that Democrats who are susceptible to elite cues garner positive affect toward the conservative label and negative affect toward the liberal label. They then identify themselves accordingly, regardless of their issue positions.  相似文献

Two of the three large countries on the North American continent—the United States and Canada—share a number of similarities that often make it difficult for the untrained observer to differentiate between the two nations. On the surface, the two are structured similarly as federal systems that, by definition, exhibit shared power between the national government and provincial or state political entities.Although there are other important social and economic characteristics of the two countries that help explain differences in policy processes and outcomes, it is the contention of this article that one gets the clearest sense of what Elazar has called thinking federal by utilizing an analytical approach that joins questions related to federalism with some conceptual frameworks of the public policy field. Two frameworks undergird the argument in this article—the Lowi typology of different types of policies and Deil Wright's typology of different models that describe the American inter-governmental system.In both countries, policies must be sensitive to the greater interdependencies between units of government as well as to linkages between policy areas. The mechanisms or instrumentalities for dealing with policy issues are intrinsically complex. It is also clear that the intergovernmental networks that exist in both the U.S. and Canada are composed of an array of actors. The differing political structures of the systems do impact the types of intergovernmental policies that have emerged in the two countries. The executive dominance so imbedded in Canadian governments has contributed to their ability to adopt and implement certain controversial redistributive policies, such as a national health insurance program. By contrast, the fragmentation of the U.S. system makes redistributive policies more difficult.  相似文献

劳动教育是中国特色社会主义教育制度的重要内容,新时代加强劳动教育具有重大的时代价值和战略意义。本研究运用修正的“渐进—多源流理论”分析了新时代劳动教育政策的制定过程。研究发现:劳动教育的不良指标、负面的政策反馈、焦点问题和事件构成问题源流;执政理念和价值选择、民意表达构成了政治源流;领导核心的推动作用、专家学者的政策建议、地方探索和经验、网络媒体的助推形成政策源流;习近平总书记在2018年全国教育大会上关于加强劳动教育的讲话打开了政策之窗。研究认为,在有限理性视野中,新时代劳动教育政策的制定是一个渐进调适的过程,中国语境下本土化因素对各源流产生重要影响,各源流渐进性明显,要关注网络对各源流带来的变化和影响,强化政策执行、协同推进。  相似文献

ABSTRACT

The issue of poor performance of the Russian federal bureaucracy is addressed by linking performance to type of official, through analysis of biographical data on deputy ministers and division (departament) heads in five federal ministries since 2012, supplemented by internet searches on behavior, particularly of a corrupt nature. Education, previous career experience, and recruitment, including its timing relative to superiors and subordinates, are analyzed, in order to determine whether officials behave primarily as members of patrimonial teams, as members of problem-solving organizations, as self-serving individuals, as the instruments of capture by commercial organizations, or as servants of bureaucratic agency interests. The data do not strongly support any one conclusion, but problem-solving officials have the strongest presence.  相似文献

ABSTRACT

The article examines the interplay between external pressure and domestic learning through a case-study of Greek budgetary and fiscal management reform. Pre-crisis, budgetary management inadequacies were not efficiently addressed, mainly due to lack of awareness of problems, a low uncertainty environment and a strong political propensity to maintain discretionary use of financial resources. In contrast, crisis-era bailout conditionality represented a drastic change in the environment, increasing uncertainty and encouraging domestic openness to reform. The fiscal governance framework was significantly transformed, to a point of paradigm change. While there is no doubt regarding the impact of external pressure, the analysis highlights certain aspects that point to a domestic learning process, though variable in different parts of the political-administrative system.  相似文献

ABSTRACT

This investigation explores the long-run relationship between the wage share in the non-construction private sector and government efforts to create jobs in public services and construction of infrastructure and houses, in Sweden in 1900 to 2016. In the present article, it is argued that the creation of employment with generous wages by the Swedish government has increased the bargaining power of workers outside of these sectors, thus raising the wage share, up to about 1980. Correspondingly, retrenchment from such policy has been detrimental for the wage share in recent decades. This argument is supported by the results of cointegration tests, estimation of long-run and short-run, speed of adjustment, coefficients, as well as by Impulse-response functions. While government consumption is often found to be an important determinant for the wage share, earlier research has neglected the full labor market effect of government job creation associated with an expansion of the welfare state. Sweden is an ideal case for studying the impact of welfare policy on the wage share, since it has been one of the most extensive welfare states and simultaneously has been one of the most egalitarian countries in the world.  相似文献

照料孩子往往使职业女性遭受"生育工资惩罚",全面二孩政策是否会加重这种"惩罚"?研究基于广东省的问卷数据,得出如下结论:在孩子0—3岁时母亲的照料时间付出会对其工资产生负向影响;相比于一孩母亲,照料孩子的时间付出对二孩母亲工资的负向影响更强;对婴幼儿照料的支持有助于提高母亲的工资;综合考量规模优势、幼儿早教、健康卫生等因素,托幼机构照料是几种照料方式中最优的。为降低母亲照料孩子的代价并提高全面二孩政策的实施效果,研究建议:政府应大力发展低龄幼儿托育机构,建立托育服务基本保障体系,并出台政策支持不同社会主体提供多层次的托育服务,以满足家庭不断增长的托育需求。  相似文献

ABSTRACT

Since Weber’s articulate conceptualisation of the nexus between religion and economics, these phenomena have been examined through various academic viewpoints. While some take religion as a determining factor of economic performance, others argue that it is the economy that influences religiosity. This paper focuses on the manifestation of religion and economics in the political sphere regarding the case of Turkey’s Justice and Development Party (AKP). After discussing the literature on the relations between religion and economics, it scrutinises the AKP period, considering three specific pillars: (a) the early years of the AKP in which Western economic policies were implemented as a continuation of the Kemal Dervi? period; (b) between 2008 and 2015, when the idea ‘we can do as well’ maintained the centre stage; and (c) 2015 and onwards, when the Islamist influence on economic policy became highly apparent, particularly regarding interest rates. This study argues that the AKP changed politically in terms of Islamic influence upon the economic sphere, however this remains at the discursive level for the time being.  相似文献
