ABSTRACTHow does precarious work entail social vulnerabilities and moral complicities? Theorists of precarity pose two challenges for analysing labour conditions in Asia. Their first challenge is to distinguish the new kinds of social vulnerability which constitute precarious work. The second is to assign moral responsibility in the social network that produces vulnerability in depoliticised and morally detached ways. In this article, the social and normative dimensions of precarious work are connected through a conceptual investigation into how Singapore allocates responsibility for managing temporary migrant labour. First, it analyses how various management strategies, driven by globalisation and government deregulation, increase worker vulnerabilities. These strategies intensify relations of dependence, disempowerment and discrimination, which the workers may accommodate or resist in limited ways. Second, it assesses why the strategies leave the state, employers, agents and others complicit in producing the vulnerabilities. These actors enable, collaborate with, or condone the production of precarity. Their complicity is complicated by varying support or resistance to reforms. The result is a novel conceptual scheme for analysing the complicit network behind precarious work, which can be used in other sites of precarity where some are complicit in the vulnerability of others. 相似文献

ABSTRACTIn the last two decades, mobile phones and new technologies have transformed migration. Some scholars argue that they help empower migrants, who are otherwise often marginalized in their host country. We discuss the extent to which this is true for Kyrgyz labour migrants in Russia, a relatively large diaspora that suffers from multiple levels of disempowerment, ranging from precarious living and working conditions to a lack of legal support and representation from their home government. Relying on fieldwork conducted in Kyrgyzstan in 2017 and 2018, we explore the extent to which smartphones are enabling Kyrgyz labour migrants in Russia to be informed about migration rules, help each other abroad, connect as a diaspora, and discuss important diaspora topics. Our findings are relevant beyond academia, as many international and governmental agencies are trying to assist migrants through technology; they also point to several missed opportunities for these organizations. 相似文献

A recent child-work study by the International Labour Organization reports that 27% of children in Tajikistan ages 5–17 worked in 2013. Although children worked in agriculture or performed household chores in Soviet Tajikistan, child work for pay is a relatively new phenomenon in modern Tajikistan. This study examines the pathways to child work and the families’ perceptions of child work experiences. Some of the main findings of this study are the themes connected to normalization and acceptance of child work in Tajikistan. These are explained by expectations placed on children at the social, family and personal levels that are in turn affected by macroeconomic forces that are by-products of the transitional economy. The study also explores differences in expectations by gender, age and area of residence. 相似文献

This paper examines how policies and plans are translated into informal settlements' practice. It builds on literature on policy implementation practice and organization studies, and more particularly, it applies the concepts of reframing, anchoring and muddling through. The paper is informed by the case of Kisumu City in Kenya and its Kisumu Integrated Solid Waste Management Plan and its implementation on Kisumu's informal settlements. The plan was funded by the Swedish International Development Agency through the United Nations Human Settlement Programme and implemented from 2007 to 2009. The study is based on action research carried out by a multidisciplinary and transdisciplinary group of researchers, through focus groups, participatory workshops, collaborative action, in‐depth interviews, document analysis and observations. The paper examines what original aspects of Kisumu Integrated Solid Waste Management Plan were translated, that is, which ones faded out and which ones became stabilized into and travel as ‘best practices’ to other locations. The paper shows how the generation of ‘best practices’ can be loosely coupled with the practices that policy seeks to change. It concludes, in line with previous research in the field, how successful policy implementation is based on cultural and political interpretations rather on evidence of improved practices. This article reviews three recent books on labour politics in Vietnam and China: Angie Tran’s Ties That Bind: Cultural Identity, Class and Law in Vietnam’s Labor Resistance; Jeffrey Becker’s Social Ties, Resources and Migrant Labor Contention in Contemporary China: From Peasants to Protesters, and Eli Friedman’s Insurgency Trap: Labor Politics in Post-Socialist China. These three books capture the changing patterns of labour unrest and labour institutions in Vietnam and China, which are accounted for by the social foundation of resistance as well as the political economy of capitalist development. Their main contribution to the existing literature is that they draw out the new dynamics and new venues within the state that can both enable and constrain labour resistance and struggle in these countries. However, this article also argues that these works have not adequately theorised the nature of change within the state and the role of the law in labour resistance. It therefore suggests that bringing in the law to socio-political institutions is essential to a research agenda that explores continuity and change in labour politics in Vietnam and China as transitional economies. 相似文献

AbstractIn the context where terrorism is viewed as an act of crime based on ideology, healing bombing victims using various components of society along with the support of police is critical. The approach is distinct from treatment of other crime victims. This paper describes the strategic role of the police in transforming bombing victims into ‘champions’ to build community resilience, based on the author’s best practice. The transformation process includes five key stages namely physical rehabilitation, psychosocial rehabilitation, harmonization through group therapies and dialogues, empowerment programs, and generating change agents to deliver anti-violence messages. In the process, a collaborative work among police, professionals, experts, civil society, and other proponents is necessary in order to prevent future reciprocal acts of violence in the community. 相似文献

After briefly retracing the origins of the present day unbalanced division of family work, this paper article summarizes results
from three studies conducted with married adults and unmarried young adults from northern Portugal. The data support the idea
that (a) unequal family practices do not change because traditional practices are social norms that orientate individuals’
behavior; (b) individuals do not comply passively to these social norms but consider that the normative practices are fair;
(c) normative family practices are considered to be fair because women, as well as men, seem to gain benefits from traditional
family organization. The social consequences for women of the maintenance of normative family practices are discussed.

Criminologists bemoan their lack of influence on U.S. crime policy, believing that the justice system would be improved if
their research findings were more central in decision making. I had an opportunity to test that notion as I participated in
California’s historic attempt to reform its prisons over the past 4 years. I became an embedded criminologist, where I was able to observe and contribute to the inner workings of state government. This article reports on my accomplishments
with respect to fostering research activities and shifting the department’s focus towards prisoner reintegration. It discusses
some of the lessons I learned, including the personal toll that such work entails, the importance of the timing of policy
initiatives, and the power of rigorous methodology and clear communication. I conclude by recommending that other policy-oriented
criminologists seek out similar experiences, as I believe our academic skills are uniquely suited and ultimately necessary
to create a justice system that does less harm.

Obtaining effective rehabilitation and gaining access to full development services are fundamental for children with disabilities to fully participate in society and achieve social inclusion. A disabled child’s right to rehabilitation is specially protected by law in China and internationally. Chinese law specifically provides that the State shall ensure the enjoyment of the right of children with disabilities to rehabilitation services. This study shows that in the last five years, the rehabilitation services for children with disabilities are generally improved. But due to the incomplete protection mechanism, the right of children with disabilities to rehabilitation still could not be fully realized. This article concludes that the rehabilitation situation of children with disabilities in China presents the general feature of lacking of opportunities and structural imbalance. The Chinese government should take more responsibility to improve the rehabilitation system for children with disabilities. Specifically, the Chinese government should undertake the obligations as stated in the Convention on the Rights of the Child and Convention on the Rights of Persons with Disabilities to provide rehabilitation services for all children with disabilities. To ensure the effective implementation of the right of children with different disabilities in different areas, China shall improve the rehabilitation legal system, establish an urban-rural integral rehabilitation system, enlarge financial invest and increase professional level of rehabilitation staff. 相似文献
