Three decades ago, it was widely believed by criminologists and policymakers that “nothing works” to reform offenders and that “rehabilitation is dead” as a guiding correctional philosophy. By contrast, today there is a vibrant movement to reaffirm rehabilitation and to implement programs based on the principles of effective intervention. How did this happen? I contend that the saving of rehabilitation was a contingent reality that emerged due to the efforts of a small group of loosely coupled research criminologists. These scholars rejected the “nothing works” professional ideology and instead used rigorous science to show that popular punitive interventions were ineffective, that offenders were not beyond redemption, and that treatment programs rooted in criminological knowledge were capable of meaningfully reducing recidivism. Their story is a reminder that, under certain conditions, the science of criminology is capable of making an important difference in the correctional enterprise, if not far beyond.  相似文献

In this introduction to the special issue on ‘Women's work in changing labour markets’, we argue that a combination of digital advances, notably the digitization of individual- and contextual-level data, the creation of internationally comparable occupation-based classifications, and the development of statistical models allowing for contextually informed analysis, has brought us to the brink of new developments in the field of women's work. Census and vital registration data contain more information on occupations of women than previously thought, and when used in combination with other digitized sources they allow one to assess the possible under-registration of women's work, as illustrated by some of the contributions to this special issue. Other contributions show how standardizing occupation-based classifications allows for temporal and regional comparisons of women's work and makes it feasible to study how community or regional characteristics influence that work. None of these developments – large-scale digitization of individual-level data, standardization of occupational titles and measures of stratification, and contextually informed analyses – is completely new; in some cases they are actually rooted in a venerable research tradition. However, in combination they might well constitute a cascade in the history of working women.  相似文献

未经法律授权即可对公民实施包括限制人身自由在内的强制措施,这是劳教制度最大的制度软肋,也是致其最终被废止的根本原因。劳教制度废止后的制度设计应当引以为戒,尽量避免"劳教制度已死,劳教式管理模式还在"的尴尬局面。遵循理念先导、制度跟进的规律,未来的制度设计必先契合法治理念。而于刑事法治理念而言,不遵循刑法宽容理念的制度设计必定依然难逃窠臼。故而在改革中除了要关注基本制度的构建和刑事政策的贯彻之外,更为重要的还在于刑法宽容理念的培养和倡导。  相似文献

Abstract

This paper examines China’s engagement with Africa through economic zones (EZs). It moves beyond the conceptualisation of EZs as undifferentiated enclaves of foreign investment to a dynamic perspective on the locally negotiated process of zone development. Such a perspective entails critical unpacking of the specific zone regime to understand the diverse and evolving relationships among different state and non-state actors. Drawing upon empirical research on the Eastern Industrial Zone (EIZ) in Ethiopia, we explore the complex process of learning and adaptation by government, developers, investors, and workers throughout the development of a zone regime, with specific attention to capital–labour and expatriate–local relations. We find that despite the EIZ being a state-level cooperation project, private Chinese developers work diligently with the Ethiopian government to improve the institutional support for EZs. Chinese investors also collectively generate a management regime to enhance their overseas operational capacity and experiment with various tactics to transform local recruits into an industrial workforce. Local workers, with limited protection by official labour unions, turn to individual- and group-based agency to improve their working conditions. Despite the momentum created by multiple stakeholders, there are concerns regarding the long-term contributions of EZs to engender sustained industrial transformation and skills development.  相似文献

A new migration pessimism argues that the economic benefits of international labour migration for migrant households may not justify the social costs. This article provides a test of this argument based on the author's survey of 304 households in Jerez municipio (municipality), Zacatecas, Mexico, in 2009. The results indicate that active households (those with at least one migrant abroad) perceived their economic situation to have improved more, but both their social cohesion and their happiness to be less than those of non‐active households. Social cohesion (family unity and maintenance of values) is shown to be pivotal in the happiness differential enjoyed by the non‐active households.  相似文献

This study examines the strategies – defensive or aggressive, individual or collective – undertaken by sheep farms in a Greek rural area in order to face the repercussions of the economic crisis and their effects on the productivity and economic performance of these farms. The article presents the results of a farm management survey conducted in 2010 and repeated in 2014 in northern Evros, Greece. The mix of strategies – mainly passive – adopted by farmers shows their confusion in the face of crisis conditions, which has resulted in reduced productivity, more use of family labour and a rise in collective actions.  相似文献

A central tenet of medical ethics holds that it is permissible to perform a medical intervention on a competent individual only if that individual has given informed consent to the intervention. Yet it occasionally seems morally permissible to carry out non-consensual medical interventions on competent individuals for the purpose of infectious disease control (IDC). We describe two different moral frameworks that have been invoked in support of non-consensual IDC interventions and identify five desiderata that might be used to guide assessments of the moral permissibility of such interventions on either kind of fundamental justification. We then consider what these desiderata imply for the justifiability of carrying out non-consensual medical interventions that are designed to facilitate rehabilitation amongst serious criminal offenders. We argue that these desiderata suggest that a plausible case can be made in favor of such interventions.  相似文献
