An increasing number of citizens change and adapt their party preferences during the electoral campaign. We analyze which short-term factors explain intra-campaign changes in voting preferences, focusing on the visibility and tone of news media reporting and party canvassing. Our analyses rely on an integrative data approach, linking data from media content analysis to public opinion data. This enables us to investigate the relative impact of news media reporting as well as party communication. Inherently, we overcome previously identified methodological problems in the study of communication effects on voting behavior. Our findings reveal that campaigns matter: Especially interpersonal party canvassing increases voters’ likelihood to change their voting preferences in favor of the respective party, whereas media effects are limited to quality news outlets and depend on individual voters’ party ambivalence. 相似文献

Policymakers have actively pursued urban renewal and dispersal programs to deconcentrate poverty in urban neighborhoods. Relocation strategies lead to new housing opportunities and may encourage employment opportunities for relocated residents if resourceful contacts and job information become more easily available after the move. This study provides an innovative evaluation of the early impacts of involuntary relocation programs in the Netherlands on the housing careers, earnings and employment rates of forced relocatees. It establishes a quasi-experimental design by employing unique longitudinal individual-level population registry data from Statistics Netherlands: forced relocatees are tracked and matched to a control group consisting of similar residents that were not forced to move. A difference-in-difference design shows that forced relocatees are living in less deprived neighborhoods after the move. However, we find no conclusive evidence that this upgrade in housing leads to more socioeconomic opportunities for the forced relocatees. 相似文献

Fair Market Rents (FMRs), calculated for an entire metropolitan region, are used to establish payment standards for the Housing Choice Voucher (HCV) program. In response to recent criticism that FMRs do not represent rent disparity and restrict households from moving to high-opportunity areas, a new rule introducing Small Area Fair Market Rents (SAFMRs) has been issued. SAFMRs are based on ZIP codes to reflect local market rents and increase the number of payment standards used to administer the HCV program. The purpose of this research is to determine whether the number of payment standards can be reduced by consolidating ZIP codes, while adhering to the primary objectives of the SAFMR rule. The ZIP code grouping process conducted offers one method for reducing the number of payment standards needed to implement the new rule; however, the rent analysis reveals the over- and underestimation of SAFMRs for some ZIP codes. 相似文献

Brazil is an example of a challenging governance context par excellence: continental size, multi-levelled governance structures and diverse administrative cultures meet with ambitious, large-scale policy needs and objectives. The multilevel governance approach is applied here to analyse implementation and governance coordination of the Bolsa Verde Programme (BVP). Through a close reading of the narratives told by three programme officials – and zooming in on jointly exercised governance functions known from the metagovernance approach – we analysed how BVP’s programmatic governance coordination was made sense of. The analysis showed that our interviewees were well aware of the shortcomings of the governance coordination in BVP, understood as rather hierarchical, centrally driven and often tackling challenges of vertical multi-actor coordination in a reactive ad-hoc manner. However, since the implementers have been able to creatively and skilfully solve governance coordination challenges, possibilities for developing more systematic and inclusive (meta)governance approaches seem feasible. 相似文献

The experience of a major crisis is often expected to lead to policy learning but the empirical evidence about this is limited. The goal of the paper is to explore comparatively whether the crisis of 2008–2010 has led to fiscal policy learning by civil servants in the three Baltic countries. Despite some differences in the crisis experience, the finance ministry officials in all three countries have identified the same lesson from the crisis: fiscal policy should be counter-cyclical and help to stabilize the economy. The paper also discusses how various factors have influenced policy learning, including the acknowledgment of failure, blame shifting, and analytical tractability. 相似文献

This commentary contends that ministry names offer a valuable construct for furthering the state of comparative policy analysis. Using energy governance as an example, this study shows that ministries’ names are stable in some countries but subject to changes in others. Furthermore, there is variation in the ministries’ names over time. Creating or maintaining a ministry that explicitly mentions “energy” is interpreted as signaling enhanced political attention to this issue, whereas removing the referral to “energy” signals the opposite. The names of ministries responsible for energy matters also affect energy policy outputs. Drawing on 43 OECD and BRICS countries, the empirical analysis shows that countries which have ministries in place that mention “energy” together with “economy” in their names are swifter in adopting renewable energy targets. Ministries that mention “economy” along with “climate” and/or “environment” also have an inclination to be faster in adopting such targets, but the coefficients fail to reach conventional levels of statistical significance. Given this finding, it appears worth pursuing this line of research further. 相似文献

ABSTRACTDo legislators and executives speak of data the same way when speaking about public sector data? Public management scholarship and public performance policies often emphasize data-driven decision making as the path to making government efficient and effective. Whether the public policy makers mean the same thing when they speak about data in discussions of data-driven performance and decision making is unknown. In this article, the authors present an analysis of the language of data in conversations about government performance. Two frameworks are identified for the role of data in public performance—the statesman’s and the scientist’s. A corpus-level analysis of over 30 years of government documents is used to demonstrate the differences between these two approaches. This research builds consciously on the work of previous scholars seeking to map the nuances of data-driven performance management policies in the U.S. federal government. 相似文献

While data analysis and the related skills of data management and data visualization are important skills for undergraduates in the field of political science, the process of learning these skills can also be used to develop critical thinking, encourage active and collaborative learning, and to apply knowledge gained in the classroom. Drawing on our experiences using data work in upper-level courses in International Relations and American Politics, we discuss how data work and quantitative analysis can be incorporated into subject-based (i.e., nonmethods specific) courses, and how it can also enhance critical reasoning skills. This article examines patterns of women’s cabinet representation across all presidential democracies in East and Southeast Asia since democratization. It demonstrates how the choice of female ministers differs across career backgrounds in presidential systems and further examines why young presidential systems in Asia are conducive to women’s access to ministerial power through professional career tracks. We argue that despite women’s successful performance in national legislative elections, women have been restricted to access the power resources necessary to target other political goals, such as cabinet positions, whereas democratic transition has provided broader avenues for women to emerge as professionals outside party politics. By analyzing original data on female ministers in East and Southeast Asia, the study finds that the share of women among professional ministers has increased over time, but women’s share among political ministers has not changed significantly. Additionally, the different qualifications of female politicians and professionals also make them eligible for appointment to different types of policy areas in terms of prestige and gender. Our analysis suggests that women’s cabinet representation has improved overall since democratic transition in Asia, but this improvement disguises contrasting outcomes in women’s cabinet status according to their career backgrounds. 相似文献

This qualitative study investigates the Western Australian (WA) local government authorities’ sustainability reporting practices, in the absence of mandatory reporting guidelines, through content analysis of their websites. Calculations from comparing the Global Reporting Initiative (GRI)’s disclosures with those of 140 local council websites were used to develop a sustainability reporting disclosure index. The findings indicate that sustainability reporting remains moderately practised by local government authorities, despite stakeholder demand for proactive disclosures. The discourse analysis shows that Western Australia’s strategic planning for sustainable development is the key force propelling councils towards sustainability reporting practices. The findings also suggest that WA local government authorities are increasing sustainability disclosures to legitimate their social and environmental initiatives. The findings have policy implications for regulators and/or government in Western Australia, with practical implications for local council authorities and/or managers in developing awareness of sustainable operations. The study also contributes to local government authorities’ growing awareness of sustainable service operations. 相似文献
