党的十七届三中全会确立的以人为本、权利在民理念下,农地制度更应向着保护农民土地权益的方向演进。扩大农民地权则成为这一目标的必然要求。由于地权是多元权利的集合,扩大农民地权不应直接置于所有权层面,而应依据现行制度安排,以形成地权体系中的具体权利内容为对象,将农民现实的土地权利予以强化,进而由下至上取得逐步改造。  相似文献

Victims of domestic violence are legally entitled to police protection, but multiple barriers exist in contacting law enforcement. In this study, we used Federal Bureau of Investigation data, key informant interviews, and focus groups to examine barriers to reporting domestic violence among older African American women in the rural Deep South. Three primary barriers were identified: gender roles, age dependency, and mistrust of law enforcement. The main finding was that reports of domestic violence were deterred by fears of being stigmatized by church, family, and community. The one compelling and feasible resolution is for law enforcement to take a leadership role in educating clergy and other community leaders about domestic violence as a crime against older women.  相似文献

城乡间的巨大流动瓦解了中国乡村的传统秩序,冲破了差序格局的边界,个体得以迅速崛起。流动所带来的个体化广泛渗透入社会领域、家庭结构和私人空间之中,它直接决定了村民生存的逻辑,同样也决定着面对纠纷时的立场、观点、方式与解决办法。这种国家与农民之间关系的巨大变化也消解了乡村基层解纷组织的功能,导致乡村纠纷解决上的乱象局面。调解因此失去了其固着的组织结构,也随之丧失了其神奇的效力。在离土情境下,原有的"结构性调解"蜕变成为"尝试性调解"。  相似文献

湛江市位于我国大陆的最南端,农村面积大,农业人口多,农村的社会秩序和治安状况对全市治安稳定至关重要。湛江农村最为突出的问题是黑恶势力犯罪、涉枪案件、涉毒涉赌、征地拆迁补偿、土地权属纠纷和修路以及民风民俗活动引发的群体性事件、精神病人作案和交通事故引发的事件等7方面。影响湛江市农村地区社会稳定和治安秩序问题的成因主要有:经济社会发展失衡;基层政权组织软弱涣散;一些历史遗留问题积重难返;黑恶势力坐大成势,打击难度大;农村派出所力量薄弱和精神文明建设滞后,群众素质低等。解决湛江农村地区的社会稳定和治安问题,根本出路在于不断深化经济社会改革,推进农村精神文明建设和物质文明建设。而当务之急,必须明确维护稳定和治安秩序的责任制,加强基层政府和群众自治性组织建设,大力开展整治活动,不断提高农村社会管理能力和水平,这样才能使湛江农村地区逐步走向有序。  相似文献

Because industrialization and modernization have been stressed as characteristics of an advanced society, pre-industrial and early industrial societies have often been depicted as sedentary and stable in the literature on migration; however, findings have begun to appear that question such depictions. In this paper, we examine the migration patterns of the rural Korean population during Japanese colonial rule (1910–1945), the period immediately preceding full-scale industrialization. In order to determine whether the population can be characterized as mobile or sedentary, we examine patterns of geographic mobility in association with migration distances and in association with migrants' ages. Our results suggest that during this era, as Korea headed down the road to modernity, individual movements followed mixed migration patterns. Specifically, migration in Korea prior to modernization exhibited both a stable-oriented pattern and a life-at-stake-oriented pattern. These findings confirm the context-specific diversity of migration processes across different societies and historical periods.  相似文献

Abstract

Through a review of some of the tangible and intangible results of Federal reduction in force (RIF), this article demonstrates that while the use of RIF procedures has resulted in a smaller Federal civilian workforce, it is a cumbersome and expensive process which negatively impacts the reputation of the Federal government as an employer. At one time, the Federal government was a model, progressive employer. Repeated RIFs have made the government a less desirable employer. This is an important loss, not only to Federal employees, but to the entire American workplace. If government cannot attract and retain a quality workforce in a stable environment, then critical programs cannot help but be negatively impacted.  相似文献

This article concerns how the municipal organisation and its leaders respond to challenges posed by the post-industrial era, in the form of shrinking employment opportunities and population decline. By developing distinct policies of supporting cultural and new economic initiatives, they depart from traditional steering modes and engage in ‘networked governance’ to safeguard community viability. This extends the scope of what we normally expect of local government, as it implies practices and de facto decision making outside the public realm. With these strategies, municipal leaders show that they are eager to do something for the people in the municipality. Their relative success in the use of governance methods might be regarded as new ways of legitimising the politicians' and the municipalities' role. In this respect, creating policies that relate to the formation of community identity may be an important asset.  相似文献

Abstract

Rural theater reform was a component of the Republican Rural Reconstruction Movement from its mid-1920s beginnings in mass literacy efforts. Amid the economic and political upheaval of the 1920s and 1930s, reformers argued that national salvation depended on the unity and continued relevance of village communities, and they believed that rural theater could contribute to bringing village communities together. One important example, the Mass Education Movement project in Dingxian, illustrates how reformers used the theater to reinforce the village as the unit of reform and national reconstruction. Reformers hoped rural theater would transmit to villagers ideas about citizenship and the new responsibilities this political role entailed. However, it was equally important that the reform theater — a group activity performed for a village audience — enable and sustain a reconstitution of the village community. In this way, the Rural Reconstruction Movement demonstrates an alternative to the top-down rule that characterized most Guomindang state-making efforts.  相似文献

Abstract

In recent years, diaspora has become one of the key terms of social analysis in various fields. Emphasizing the multiple trajectories out of which present identities – inasmuch as political or economic realities – are forged, the concept forces us to reconsider the scope of classical area studies (and associated disciplinary boundaries) in radical terms. The article looks at the colonial foundations of African Studies as area studies and examines some ways by which to overcome enduring colonial epistemologies. The author suggests a theoretical framework in which Africa herself is considered as diasporic. Moreover, she calls for a critical perspective that will facilitate the comparative analysis of different diasporic discourses and practices.  相似文献

近年来,黑龙江省对俄远东地区经贸合作继续发展,但仍面临着投资总额少投资主体弱、缺少大项目支撑、沿边省区优势未得到很好发挥等问题。同时,2012年中俄高层都发生了重大变动,俄远东地区也有很大变化,面临着新政府对远东开发高度重视、俄加入世界贸易组织、亚太经合组织峰会召开、中俄互办"旅游年"等重大机遇。我们应抓住这有利时机,进一步扩大黑龙江省对俄远东地区经贸合作,提升合作水平。  相似文献
