What does Brexit Mean for the UK's Climate Change Act?

This article examines the potential implications of the United Kingdom's exit from the European Union (so‐called ‘Brexit’) for the success and survival of the country's flagship climate policy, the Climate Change Act 2008. The impact of a ‘soft’ and a ‘hard’ Brexit for the main features of the Climate Change Act are assessed, building on documentary evidence and elite interviews with key policy‐makers and policy‐shapers. The article argues that the long‐term viability of the Climate Change Act was being threatened even before the EU referendum, and that Brexit will do little to improve this situation. Even though the existence of the Climate Change Act is not under immediate threat, a range of issues presented by Brexit risk undermining its successful implementation.     

价格听证中消费者参加人遴选机制的困境与出路--基于北京市价格听证实践的考察

价格听证在经过各方最初的热情追捧后，正面临前所未有的困境，社会公信力每况愈下。其原因是多方面的，而消费者无法有效参与价格听证无疑是其社会公信力下降的重要原因。这其中，消费者参加人遴选机制的不合理又扮演着重要作用。因而，需要在理解消费者参加人在价格听证中重要作用的基础上，厘清当前消费者参加人遴选机制所面临的诸多问题，提出应对之策。进而在对各种遴选方案进行利弊分析的基础上，选择一条适合各地实际的消费者参加人遴选机制。     

Ripple effects: the groundnut scheme failure and railway planning for colonial development in Tanganyika, 1947–1952

While the reasons for the failure of the groundnut scheme are well understood, its effects on colonial development in Tanganyika are not. Drawing from the voluminous paper trail that development planning leaves in its wake, this paper traces the effects of the groundnut scheme demise on a contemporaneous plan to build a railway across Tanganyika to the Northern Rhodesian copperbelt. Tensions arose among the railway planners – civil servants, politicians, and consultants from Britain, Africa, and the United States – when, midway through the planning process, the scale of the groundnut scheme collapse became public. I demonstrate how this revealing crisis prompted planners to eschew the project's production-oriented impetus and embrace a welfare-oriented conclusion. By demonstrating the interlinked nature of development projects, this paper proposes a new angle for studying the history of development in an era characterised by the rapid proliferation of projects.

随着云南经济建设的飞速发展,高等级公路在承担大量客货运输的同时,也成为了毒品非法贩运的便捷通道。由于高等级公路的特殊性,致使禁毒部门不便上路设卡查缉,成为毒贩利用高等级公路当作贩毒渠道的主要选择。为此,如何在高等级公路上开展行之有效的查缉毒品工作,通过调查研究,我们设计了一个查缉方案以求补充完善。

Inequalities of Redress: Australia’s National Redress Scheme for Institutional Abuse of Children

ABSTRACT

The national redress scheme proposed by the Royal Commission into Institutional Responses to Child Sexual Abuse is unique and unusual in the world of government redress. It is unique with its inclusion of both care leavers and non-care leavers (it is the only government scheme to do so), and it is unusual in focusing on sexual abuse alone (18% of government schemes do). These unique and unusual qualities come at a price for justice. Care leavers and non-care leavers are different groups with respect to their experiences of abuse and social status as child victims. Unless these group differences are explicitly recognised in guidelines for the monetary payment, care leavers will be disadvantaged. Two corrective measures are proposed: adopting an inclusive understanding of sexual abuse in closed and open settings, and addressing the negative bias that may result from care leavers’ lower social status as children compared to that of non-care leavers. Their lower status is likely to affect (that is, devalue) judgements of the severity and impact of abuse.     

以集体土地产权为视角分析我国土地征收制度

土地征收,是指国家根据公共利益的需要,以补偿为条件而强制取得他人所有的土地制度。我国不存在私人土地所有权,土地征收唯一的对象是集体所有的土地。当前,随着我国工业化和城镇化进程的加快,土地征收规模不断扩大,存在的问题集中表现在侵害集体土地所有权和农民的土地承包经营权上。解决问题的方案有：通过立法明确集体土地所有权代表、将土地承包经营权纳入征收客体和补偿范围,以公益诉讼保护集体土地合法权益等,     

传销行为罪与非罪的界限

与国外营销理论中的"传销"不同,我国现在所界定的"传销"是区别于"直销"的一种违法犯罪活动。笔者认为,应当对二者进行正确的区分,在未来的经济活动中,对于符合经济学理论的、对市场经济活动有益的模式应当保留并加以适当的保护。鉴于传销行为罪与非罪的不同特质,目前我国应当更加完善地从立法的高度对涉嫌犯罪的传销行为进行约束和打击,从而确保社会主义市场经济的健康发展。     

HALT: early prevention and repression; recent developments and research

In this article an account is given of the Halt working method in the Netherlands, which is used by 63 Halt Bureaus and is directed at combating and preventing juvenile delinquency. This working method has been successful. Recent developments and experiments directed at further extending the effects of the Halt approach and executing an even earlier reaction to criminal behaviour are considered, and the results of recent research are discussed. Finally, the pros and cons of this method of early reaction are revealed, the conclusion being that the advantages and positive effects are great, and any possible disadvantages can be further offset.
