Secrets,strangers, and order-making in rural Sierra Leone

This paper explores the Poro, a male secret society in rural Sierra Leone, and how it conditions access to security and justice. It critiques dichotomies between state and non-state and substantiates the networked quality of order-making as dispersed among a multitude of actors who intertwine disparate rationalities and registers of authority. The secret nature of the Poro, the ‘sons of the soil’, and the ‘stranger’ are explored as central figures. Poro membership is essential to the production of social and physical boundaries between insiders and outsiders of a community. By conditioning access to local positions of power and decision-making about how resources are to be distributed, the Poro also conditions access to security and justice. The networked quality of order-making becomes particularly noticeable when the police engages in Poro affairs, which accentuates the multitude of registers of authorities that are combined and assembled as the Poro and the police interact.

‘Off with their heads’: public executions with Klossowski,Caillois and Foucault

In this article there is both theoretical argument and historical analysis. The main substantive focus is the ancien régime and the French Revolution. Foucault’s work has contributed greatly to the understanding of the nature of these, but the concepts, categories and historical accounts of Caillois and Klossowski are here deployed to enrich, and to some significant extent, displace his analyses. A primary concern is with contributing a further sociological dimension to the debates concerning the execution of Louis XVI/Louis Capet.     

Diffusion,transmutation, and regulatory regime in socialist market economies: telecoms reform in China and Vietnam

Abstract

Marketization and state restructuring are proceeding apace in China and Vietnam. China and Vietnam are not, however, converging upon the global regulatory model, even allowing for customary national variations. Rather, they are building up distinctive forms of regulatory regimes aiming to maintain the party-state's control over key state sectors, while at the same time integrating with the global economy and conforming to international norms and standards. This study argues that the regulatory model being adopted in Vietnam and China is the product of a specific kind of transition from a command to a market economy within an authoritarian political regime. While diffusion theories are of use in identifying external driving forces for the reform effort, these theories are of limited value for unveiling the dynamics of local contexts. Indigenous incentives, opportunity structures, and the experimental nature of public policy explain why, despite their exposure to global reform movements and commitment to multilateral institutions, China and Vietnam are likely to end up not with just a variety of the same regulatory regime, but a different one. The case of telecommunications regulation is used to illustrate this.

依法执政的宪政含义是:执政党依照宪法和法律执掌国家政权,执政党在国家体制内而不是在体制外执政,通过其组织和成员进入国家政权的各级机关、各个部门的具体方式来运作国家制度,领导国家生活。必须理顺执政党与人大机关的宪政关系,准确把握执政党与行政机关的宪政关系,完善执政党与司法机关的宪政关系。

19世纪马来半岛是一个典型的移民社会,人口增长飞快,男女比例严重失调,社会关系极不稳定,政治统治力量薄弱,社会冲突频繁不已。移民社会关系的重组和脆弱,以及社会的暴力化倾向,为超自然关系的、并带有武装暴力色彩的华人秘密结社提供了广阔的成长环境。
