社会管理创新与社区青年工作发展路径探析——以广州市兴华街兴青年项目为例

青年是社会管理创新的参与者和受益者,创新社会管理格局应重视青年工作,调动一切有利于青年发展、社会和谐的积极因素。基层社区经过一年多的实践,探索以下三条路径引导青年参与和服务社会:有效配置资源、实现资源整合、聚焦青年发展;党建创新、多方合力、青年服务项目成果初现;青年微组织带动、多元主体共建共享、创新社会服务模式。借此努力形成社区关爱青年,青年服务社会格局。     

Young people with cognitive disabilities and overrepresentation in the criminal justice system: service provider perspectives on policing

Young people with cognitive disabilities (YPWCD) are overrepresented as offenders in the criminal justice system. However, most existing research on this topic examines overrepresentation in courts and corrections rather than at the police gatekeeping stage of the criminal justice process. Furthermore, while the views of other groups have been documented, the perspectives of service providers – who often bear witness to YPWCD’s interactions with police – have yet to be examined. This research addresses this gap by analysing qualitative interviews with service providers from Queensland, Australia, using the three most common theoretical explanations for the overrepresentation of PWCD (the susceptibility, differential treatment and psychosocial disadvantage theses) as an analytic framework. A number of implications emerged from the study. There is a need to take a critical and intersectional lens to YPWCD’s experiences, as well as to equip police to work with YPWCD to de-escalate interactions with this group.     

An Analysis on the Path of Floating Population Service and Management from the Perspective of Social Integration——A Case Study of Yuyao

The rapid increase of migrant population provides sufficient labor resources to the economic and social development. At the same time, it brings the social management with a new topic. Zhejiang Yuyao city conducted an analysis on the path of service management of the floating population from the perspective of social integration, and formed some basic experience. These experiences can be summarized as: the construction of system security system, improve public services, strengthen the positive publicity, and establish the multiple social organizations. The experience of Yuyao and some institutional innovation not only has the enlightenment significance to the service management of the floating population, also produces beneficial enlightenment on the building of a harmonious society: take the specific work, adhere to the principle of "justice" concept, promote the construction management system, and strengthen the multiple governance subjects cooperation. It is the way to construct active governments.

PAKISTAN’S CRISIS OF GOVERNANCE AND THE RESURGENCE OF TERRORIST VIOLENCE SINCE AUGUST 2016

Fifteen years since joining the US-led anti-terrorism coalition, Pakistan’s response to the challenges of terroristic violence and extremist indoctrination and propaganda remain military-centric and kinetic. Since August 2016, after a brief lull, Pakistan has experienced a resurgence of terrorist activity and violence that has struck all of its provinces and placed its capital on high alert. The re-escalation in the level of terrorist violence began with the August 8, 2016, attacks in Quetta, which left over 70 dead and more than 100 injured. The lack of response from the provincial and federal governments to this carnage, led the Supreme Court of Pakistan to exercise its authority under Article 184(3) of the Constitution and establish an Inquiry Commission to examine the state of the investigation and report on the challenges faced in the struggle against terrorism and extremism. This inquiry assumed the form and substance of an audit of the performance of Pakistan’s institutions and exposed the link between the country’s crisis of governance and its incoherent response to terrorism and extremism at all levels of government. The implications of the inquiry report are both broad and deep, and reveal that Pakistan’s trajectory remains that of civilian administrative breakdown and institutional exhaustion. This indicates that Pakistan’s civilian-military balance continues to shift in structural terms in favour of the latter and that beneath a veneer of constitutional democracy, the arbitrary, unwise, and inefficient, exercise of power by the political class continues to hollow out the country’s administrative institutions.     

公共服务供给机制转型中的公益性岗位研究

我国自2002年起开始施行公益性岗位的政策,这一政策对拓宽就业渠道、缓解失业压力起到了一定的作用。但目前依靠政府进一步开发和购买公益性岗位的难度很大。本文对国内外公共服务供给机制转型进行了比较分析,在此基础上提出以下建议:我国应进一步完善公共服务的供给机制,以社区为平台,通过推动购买服务的方式,调动社会组织服务社区和吸收就业的功能,以推动公益性岗位的增加。

近年来,中国服务外包产业持续快速发展的良好势头非常抢眼,从而极大地弥补了该产业在中国起步时间较晚的相对不足.目前,服务外包产业不仅成为中国各类企业更多地参与和更好地角逐全球市场的新舞台与新高地,更成为进一步促动和实现中国经济发展方式新的转变以及产业结构升级转型的一条重要途径.由此,对中国服务外包产业发展进行现状评估、问题分析和对策探讨就成为国内学术界和实务界关注的重点.     

论公共安全管理专业服务社会能力的提升简

专业建设是高等学校各项建设的核心,是提高人才培养质量的保证.加强公共安全管理专业建设,提升服务社会能力是国家“十二五”规划“关于加强公共安全体系”的需求,也是专业持续健康发展的需要.公共安全管理专业应通过推进“校、局、企”对接,创新人才培养模式,推进实践教学改革,提升教师实践教学水平,推进评价模式改革等手段,提升服务社会能力.     

从船员雇用方式的变化谈《中华人民共和国海商法》有关船员规定的修改

中国在涉及船员的立法方面比较原则，有关配套规章多涉及管理性的规定，此种立法局面不利于对船员权利的保护。完善相关的立法可考虑从两个层面入手，在民商法层面，应当修改《中华人民共和国海商法》船员一章，增设船员劳务合同的内容；在单行法层面，应加快制定专门的船员法，将《中国船员集体协议》的内容上升为法律，以便适应新的海运开放形势，在当前船员外派日益增多的环境下保障船员的权利。
