劳务派遣中雇主责任分配制度构建

在企业利润最大化目标的驱使下,劳务派遣以其低风险、低成本的特性得到用工单位的广泛青睐。其规模和比例不断扩大,并趋向主流化。但对劳务派遣中雇主角色定位以及雇主责任的分配存在较大争议。立法亦未给出明确的规定。劳务派遣规模的扩大与有关雇主责任法律规定的不足矛盾突出,派遣劳动者的权益得不到保障。应当立法明确派遣方与要派方的＂共同雇主＂身份,规定各自应承担的雇主责任,以按份责任为主,连带责任为补充,并对对方履行雇主责任互负担保义务。     

人格特质、社会支持与警察幸福感的关系研究

采用总体幸福感量表、艾森克人格问卷以及社会支持评定量表对随机选取的241名警察进行问卷调查等方法,探讨人格特质、社会支持与警察主观幸福感的关系。结果显示：女性警察获得的社会支持、主观幸福感总分以及在情绪稳定性上均显著高于男性警察。警察幸福感总分与精神质、神经质有显著负相关,与内外倾及社会支持的各维度有显著的正相关。内外倾、神经质既直接影响主观幸福感,又通过主观支持以及对支持的利用度对其产生间接影响。

习近平关于风险防范的重要论述是习近平新时代中国特色社会主义思想的重要组成部分,是对当前国际国内风险动荡源和风险点日益增多的敏锐观察和理论创新。这一重要论述具有丰富的基本内涵,主要包括“居安思危”的风险意识观、“具有先手”的风险准备观、“守土尽责”的风险责任观、“驾驭风险”的风险本领观、“敢于斗争”的风险意志观、“健全机制”的风险实践观。这些基本内涵具有实事求是的理论品格、强烈的问题导向、辩证的底线思维、高瞻远瞩和统揽全局的战略思维等鲜明时代特征。新时代背景下,我们党要主动践行习近平关于风险防范重要论述的相关内容,把马克思主义作为看家本领,全面提升防范风险能力,汇聚广大民众磅礴之力,补齐风险防范“短板”,建立健全体制机制,发挥制度威力,为打赢重大风险防范攻坚战、全面建成小康社会,推进国家治理体系和治理能力现代化保驾护航。     

Love Thy Neighbour: A Social Capital Approach to Local Government Partnerships

While controversy surrounds compulsory consolidation as a means of improving the operational efficiency of local government, the literature suggests that gains can accrue to groups of local councils which form voluntary alliances as platforms for shared service delivery. However, real‐world experience has demonstrated that voluntary alliances in local government are difficult to establish and do not always endure in the longer term. After reviewing the limited extant scholarly literature on shared services and local council voluntary alliances, as well as applications of the social capital approach to inter‐organisational endeavour, such as the Weber and Weber (2010) venture capital model, this article argues that the social capital approach can offer insights into local council cooperative alliance and shared service models.

加强海峡两岸交流合作,实现两岸人民共同富裕,是我国长期以来为之探索和努力追求的目标。共同愿景领导不仅适用于企业管理当中,也对探索政府管理创新有着重要的借鉴意义。共同愿景领导有着巨大的感召力,激发人们对美好愿景的不懈追求,凝聚合力,提供动力,激发创造力。通过不断厘清愿景与现状的差距,创造两岸交流合作的良好内外部环境;通过不断分享愿景,畅通两岸信息沟通与交流渠道;通过共启愿景,建立共同的价值观和共同的利益框架,从而实现最大限度的调动两岸人民投身于两岸交流合作事业的积极性,促进两岸形成长久性的双赢格局。     

幸福测量探析与经济发展方式的转向——斯蒂格利茨委员会报告“经济与社会”共建理念的解读

经济增长的目标是发展,而幸福则是经济发展的终极目标。"民生、尊严与幸福"议题在2011年两会得以彰显,在对幸福测量研究综述之上,笔者提出了自己的幸福测量观,并经由对呼吁幸福社会建设"斯蒂格利茨-森-菲图西委员会报告"的解读去体察个中所内含的经济发展方式的转向,即在新转型时代,除了"生产性产出"的经济绩效之外,更要注重立足于为民众谋幸福的社会进步。     

‘It’s an invisible wound’: the disenfranchised grief of post-separation mothers who lose care time

This paper enriches understandings of the implications of contemporary custody law for mothers and their children. It does so through a discussion of mothers’ grief and emotional pain over involuntarily losing care time with children. Mothers involuntarily lose care time by becoming non-resident parents against their will or by having a shared care parenting order imposed on them. Both experiences of losing maternal care time are becoming more commonplace as a result of the gender neutrality of custody laws across the Anglo-West and the increased emphasis given to shared care parenting as a viable post-separation parenting arrangement. Yet investigations into the emotions engendered by mothers’ loss of care time are sparse. Exploratory qualitative research with twelve mothers who involuntarily lost care time reveals the intensity and durability of their grief, its entanglement with emotions like fear, and its significance, as a relational welfare approach emphasises, to children’s best interests.     

Shared History Project: A PRIME Example of Peace-Building Under Fire

Minimal peace building during a violent conflict is suggested as a strategy for future post-conflict peace processes. This paper describes a process of five workshops in which Palestinian and Jewish-Israeli teachers developed a joint school textbook of two narratives (an Israeli and a Palestinian) in regard to three dates in their mutual conflict: the Balfour Declaration, the 1948 war and the 1987 Intifada. The teachers developed these two narratives to be taught in their classrooms. All these activities took place under severe conditions of asymmetry of power relations of occupation (of the Palestinians) and of suicide bombers (against Israelis) throughout the project. The Two-State solution requires in our view textbooks of two narratives, so students learn to respect the narrative of the Other.     

"数字资本主义"依然是资本主义

当代资本主义因建立健全了国家创新体系而获得生产力的超速发展,但是它的生产关系依然停留在资本主义制度的基本结构上,从而使当代资本主义的基本矛盾转化为知识的公有性与知识创新的私人占有之间的对立统一,因此数字资本主义依然是资本主义。     

Child Well-Being: Where Is It in Our Data Systems?

Child well-being is a required goal for public child welfare. Despite this requirement, there continues to be no systematic inclusion of child well-being indicators in administrative data, particularly for children remaining in the home. This brief commentary provides a rationale and suggested steps for moving toward inclusion of well-being indicators as a part of standard electronic record-keeping. Suggested operationalized elements for inclusion in electronic records are offered as well as suggestions for linkage across systems to begin to capture elements of the outcome of well-being automatically. Limitations and barriers are discussed as well as present policy changes that may provide support for this endeavor.
