Home has always been significant in the lives of Bedouin women. At times it has been considered a ‘private kingdom’ – an intimate space, a jurisdiction, a sphere of influence and a space of creativity and well-being. In other periods it has been perceived as a ‘private jail’ – suffocating and limiting. The Bedouin communities in southern Israel, which are part of the country’s Arab-Palestinian population, are undergoing major changes – cultural and social, as well as in the form of settlement – imposed largely by the state. The external form of the Bedouin home has changed too, from a tent to a cement-block house, from an open structure to a closed one, from being part of the open space of the desert to being a limited space in a neighbourhood. To understand the changing meaning of home for Bedouin women during this transition, I conducted a narrative study with 30 women who live today in permanent settlements, but who represent three generations that correspond to three periods of settlement and three housing types. The rapid increase of migrant population provides sufficient labor resources to the economic and social development. At the same time, it brings the social management with a new topic. Zhejiang Yuyao city conducted an analysis on the path of service management of the floating population from the perspective of social integration, and formed some basic experience. These experiences can be summarized as: the construction of system security system, improve public services, strengthen the positive publicity, and establish the multiple social organizations. The experience of Yuyao and some institutional innovation not only has the enlightenment significance to the service management of the floating population, also produces beneficial enlightenment on the building of a harmonious society: take the specific work, adhere to the principle of "justice" concept, promote the construction management system, and strengthen the multiple governance subjects cooperation. 社会治理共同体是新时期我国社会治理的重要主体,也是国家治理和基层治理现代化建设的重要研究对象。基于对S省Z市“民生微实事”项目的案例分析,提出“能力建设-惯习积累-信任强化”的分析框架,揭示了多元主体成长为社会治理共同体的机理,丰富了“主体关系”和“行动方式”的研究视角。研究发现,多元主体基于资源优势互补与主体责任再塑加强了能力建设,能力的提升使其有意愿并且能够建立合作关系;政府通过规则调适以及持续的参与激励来培养多元主体的合作惯习,有助于促进合作行动;共同议题下的利益相容和由参与效能感形成的良性循环会强化信任,进一步增强多元主体间的合作关系和合作行动,进而形成稳定、可持续的合作治理常态,使社会治理共同体得以实现。 相似文献

Members of Congress frequently collaborate on policy initiatives, reaching out to colleagues in both parties to find common ground on solutions for the problems faced by their constituents. Using a novel dataset of over 30,000 “Dear Colleague” letters sent by members of the 111th Congress, I use the collaborative relationships that exist in the earliest stages of the policy process to measure the social influence of legislators. I demonstrate that districts represented by members of Congress who are better connected to their colleagues receive a greater share of federal grant money. I argue that this is because collaborative legislators are well‐positioned to be influential allies to strategic bureaucrats who want to maintain a broad base of support for their programs in Congress. Thus, devoting resources to building relationships with their colleagues is one way members of Congress can more effectively support the communities they represent. 相似文献

AbstractThis article examines how the decentralisation and fragmentation of the Indonesian state and resultant central–local dynamics affect cross-border regionalism in Indonesia’s periphery. It argues that cross-border regionalism projects are best understood as sites for scalar contestation over regulatory control between central and local government. Moreover, scalar contestation around cross-border regional projects is characterised by the struggles to control relationships with transnational capital between elites operating at different tiers of the state. When elites at different scales have conflicting interests and strategies, this can cause policy incoherence, inhibiting the development of cross-border regionalism. Conversely, when they align, and intersect with the interests of transnational business, cross-border regionalism can succeed. To illustrate the argument, this article utilises the comparative case studies of the Batam free trade zone and West Kalimantan–Sarawak cross-border cooperation. 相似文献

ABSTRACTThe 2014 Scottish Referendum gauged public opinion on the possibility of Scotland leaving the United Kingdom, raising significant questions about the legitimacy of claims to citizenship in the event of independence. Through a mixed methods survey, this study explored the ways in which citizenship emerged in popular discourse in the lead up to the Scottish referendum. Findings point to an emphasis in public discourse on a commitment to and participation in society, instead of the more traditional citizenship markers of ancestry, birthplace or residency. Data indicates a view of citizenship encompassing status and practice, while identity was framed in terms of more static notions of birthplace and ancestry. The salience of social participation was noticeably greater in respondents’ assessment of others’ potential Scottish citizenship than their own. Specifically, the study highlights the salience of relational aspects of citizenship in popular discourse, with an emphasis on social citizenship in preference to legal citizenship. The study constitutes a significant contribution to ongoing discussions about ‘participatory citizenship’ in the field of Citizenship studies, by providing much needed empirical data on social conceptualizations of citizenship. 相似文献

AbstractThe goal of this special issue is to highlight the importance of unconventional social policies, theorize their development in comparison with traditional welfare state accounts and outline a new research agenda. In this introduction to the special issue, the editors present the concept of social policy by other means as encompassing two kinds of unconventional social policy (from the point of view of mainstream comparative research): First, functional equivalents to formal systems of social protection and, second, non-state provision of benefits. The concept builds upon a sizeable, but fragmented literature in comparative welfare state research. While numerous examples demonstrate that social policy by other means is more pervasive in both OECD and non-OECD countries than often acknowledged, a brief survey of the top 20 articles in the field reveals that this fact is not sufficiently reflected in the academic literature. With reference to both existing studies and the contributions to this special issue, the editors go on to explore (1) the different forms of social policy by other means, (2) explanatory theories and (3) their effectiveness in terms of social outcomes.
