南方八省三年游击战争，在中国革命战争史上占有十分重要的地位。从1934年秋主力红军长征始至1937年10月改编为国民革命军新编第四军，南方八省红军游击队有力地掩护和配合了主力红军的战略行动，推动了中国革命战争由低潮进入高潮，由国内革命战争转入抗日民族解放战争，构建了中国革命的战略支点，为中国革命作出了重大贡献。     

当前甘南藏区社会稳定问题研究——以国内安全保卫工作为视角

"3.14"事件后,甘南藏区社会的不稳定因素日趋增多,反分裂斗争更加尖锐复杂。当前,影响甘南藏区社会稳定的主要因素既有达赖集团及其分裂势力的分裂活动、复杂的民族宗教关系、宗教渗透等已被国内安全保卫部门所关注的传统因素,又有经济问题、人口流动、生态环境恶化、自然灾害等非传统领域的因素,并且各个因素之间相互影响、相互转化。甘南藏区的国内安全保卫工作应与宗教管理等部门的工作有机结合起来,加强针对该地区的专项社情调查研究,建立有效的预防控制机制。

Seeking the Soul of Democracy: A Review of Recent Research into Citizens' Political Talk Culture

This article provides a review of extant empirical research on ordinary citizens' everyday political communication, its phenomenology, determinants, consequences, and relevance for democratic politics. It highlights the recent upsurge in interest in the study of political conversations against the background of both classic and more recent developments in democratic theory and empirical research that served as intellectual inspirations. The article discusses conceptual and methodological issues of research into interpersonal political communication and presents key findings with regard to the background and consequences of political talk, tapping into fundamental aspects of democratic citizenship such as political preferences, participation, cognitive involvement with politics as well as orientations towards fellow citizens and towards the democratic political system. It concludes with an assessment of the state of the art in this field of study, highlighting desirable avenues for future empirical research.     

Presidential Leadership on Foreign Policy,Opinion Polling,and the Possible Limits of “Crafted Talk”

The strategy of “crafted talk” (or framing) suggests that a politician uses public opinion to anticipate the most alluring, language to convince the public to follow a politician's own preferred policy (Jacobs & Shapiro, 2000 Jacobs, L. R. and Shaprio, R. Y. 2000. Politicians don't pander: Political manipulation and the loss of democratic responsiveness, Chicago: University of Chicago Press.  [Google Scholar]). This manipulatory behavior by presidents has important consequences in the realm of constructing foreign policy, especially if the policy involves military service personnel, international prestige, or foreign conflict. However, no scholar has investigated White House archival data to examine the theoretical nuances of presidential “crafting” talk when constructing arguments for foreign policy. This article examines three case studies using internal polling memoranda and focus group results concerning the Vietnam War under President Johnson, the signing of the INF Treaty with the Soviet Union under President Reagan, and the Gulf War under President Bush. In each of the three cases, public opinion places serious constraints on presidential framing of foreign policy. Implications for the effectiveness of political framing and the limits of presidential persuasion are discussed.     

“民族风格”与建筑表现——以闽南一个民族乡的形象塑造为例

本文以一个闽南回族社区近年来出现的一些以突出所谓民族风格的建筑为例,论证潜隐在这些表现之后的政治经济学动因.文章认为,这些与当地整体文化景观完全不同的建筑表现的出现,反映了当地政府寻求地方发展的意志,但也使人感受到了政府与社会之间存在着某种紧张.这种紧张可以给我们提供有益的启示,即政府在决策过程中与民众沟通的重要性.     

美国电视脱口秀主持人特征分析

作为美国日间和夜间电视节目的主要形态之一，美国电视脱口秀节目不仅在美国国内拥有众多的观众群，而且成为包括中国在内的许多国家电视业者借鉴和模仿的对象。其原因就在于美国电视脱口秀主持人的角色、形象、家庭背景、教育与职业背景、才能诸特征有着明显的不同主持人的“主人”角色与“主导”角色的统一；主持人与大多数观众有多方相似性。     

贝叶经的传播及其文化意义——贝叶文化与南方丝绸之路

贝叶经在中国的传写 ,具有文化传播的典型特征。作为佛教文化载体的贝叶经 ,南北朝时已受到文人学士的关注 ,贝叶成为名僧、名士谈论佛理的象征语汇。历史上著名的南方丝绸之路 ,是贝叶文化进入中原的通道 ,贝叶经沿南方丝绸之路的传播 ,是佛教影响西南少数民族的重要途径。信仰上座部佛教的云南西双版纳傣族 ,保存着丰富的贝叶文化遗存 ,并形成具有民族特色的贝叶经制作工艺。     

南疆深度贫困地区扶贫立法中免于贫困权利的保障

免于贫困权利的保障不足是贫困问题尚未得到有效解决的主要原因。南疆深度贫困地区是新疆全区脱贫攻坚的主战场,应集中力量推进脱贫攻坚工作。目前,新疆为打赢“南疆深度贫困地区”脱贫攻坚战制定并颁布了在保障免于贫困权利方面具有一定理论合理性和实际进步性的地方性扶贫法规,有效保障了相关权利。但是,为了更好地保障免于贫困的权利,仍需积极探索中央和地方相结合的扶贫立法,及时推动保障免于贫困权利的综合性扶贫立法及制定免于贫困权利保障的操作性程序。
