Glasnost and the emotional climate in eastern Europe

The year 1989 was as historic for Europe as 1848. The countries of Poland, Hungary, East Germany, Czechoslovakia, Bulgaria, and Romania had disappeared from the emotional calendar of Western nations. But the people in what was erroneously called Eastern Europe were hurting because of their ostracism from Europe. Under glasnost, they showed, expressed, and acted upon their hurt. The actors were the youth and the artists. Glasnost has revealed what is best and worst in the traditions of these countries.     

Do Drone Strikes Degrade Al Qaeda? Evidence From Propaganda Output

The United States has used unmanned, aerial vehicles—drones—to launch attacks on militants associated with Al Qaeda and other violent groups based in Pakistan. The goal is to degrade the target's capacity to undertake political and violent action. We assess the effectiveness of drone strikes in achieving this goal, measuring degradation as the capacity of Al Qaeda to generate and disseminate propaganda. Propaganda is a key output of many terrorist organizations and a long-standing priority for Al Qaeda. Unlike other potential measures of terrorist group activity and capacity, propaganda output can be observed and measured. If drone strikes have degraded Al Qaeda, their occurrence should be correlated with a reduction in the organization's propaganda output. The analysis presented here finds little evidence that this is the case. Drone strikes have not impaired Al Qaeda's ability to generate propaganda.     

反侦查理论几个基本问题探究

反侦查是为了达到延缓、阻碍侦查的目的,犯罪人在犯罪各个阶段采用各种手段、方法与侦查方进行对抗的一种状态。反侦查是当前刑事犯罪中最具时代性的现象,伪造身份、异地作案、高科技犯罪、网上销赃等成为当前犯罪的一种"时尚"。一直以来,侦查面对反侦查的挑战颇感困惑,侦查技术的发展总跟不上犯罪发展的步伐,如何认清反侦查的本来面目是侦查无法回避的问题。本文首先对反侦查行为之特征进行了分析,然后又分析了反侦查行为的传播,最后阐述了反侦查研究的理论和实践意义。     

旅游精准扶贫对民族村落农户生计影响的比较——基于云贵民族村落的调查数据

发展旅游产业是我国新时期民族村落精准扶贫的重要抓手。在旅游精准扶贫背景下,有必要关注民族村落农户的可持续生计问题。文章选取云贵两种不同旅游扶贫模式的民族村落,对村民进行入户访谈和问卷调查,在DFID可持续生计框架下构建农户生计资本评价指标体系,对比分析其旅游精准扶贫对农户生计的影响。结果表明:不同旅游扶贫模式的村落精准施策不同;不同旅游扶贫模式农户的生计策略选择不同;不同旅游扶贫模式对贫困户的吸纳能力不同。总体上,民族村落农户的生计资本仍然有限,旅游参与型农户的生计资本相对较好,在精准帮扶影响下,除社会资本外,传统务农型农户多种生计资本欠缺。据此提出了其生计资本的提升对策。

Risk-Taking,Recklessness and HIV Transmission: Accommodating the Reality of Sexual Transmission of HIV Within a Justifiable Approach to Criminal Liability

This paper examines the issue of justifiability of risk-taking with regard to the transmission of HIV. It considers a number of factors, such as seriousness of risk, likelihood of risk occurring, social utility of conduct involved, ability to use precautions and victim awareness of the risk and willingness to accept it, which combined help to determine whether the taking of a risk is reasonable or not. It argues that by considering the issue of justifiability in this way, it is possible to accommodate the wider social, psychological and public health realities of HIV. It further argues that a criminal law which fails to take account of such considerations is not only overly broad in its application but ultimately risks punishing those who are not in fact deserving of punishment. 论现代信息网络传播中的法律关系——以BT传输方式为视角

信息传输法律关系已经从传统环境延伸到网络环境，这对传统民法理论造成一定冲击。尤其对于最新型和最富革命性的BT传输方式下的法律规范问题，实务界莫哀一是，而学界更是关注甚少。在我国经济发展和知识产权意识逐渐增强的背景下，对BT传输方式下的信息网络传播法律关系进行梳理和分析，并对其发展趋势和立法模式等提出建议，具有重大的现实意义。     

试论电视媒介与民间文化的相融与共生

民间文化在急剧变化的传媒时代里显得举步维艰，受到新媒介带来的大众文化冲击。但新媒介也可以促进民间文化发展。电视传播可以开拓民间文化影响、扩大受众、改变认知方式使民间文化长存。福建电视台《走南闯北》栏目，通过对民间文化的表演性转变、角色转变、时空转变等多种艺术充分利用电视传播特性，创造性宣传民间文化；同时，注意到利用电视传播优势，突破地域限制与传统限制，以更多元更丰富的形式表现民间文化，探索出一条传播民间文化的道路。     

集中式警用移动数据中心的实现

利用基于AT指令的DTU，通过GPRS无线通信网络开发了集中式警用移动数据通信系统。在VB6．0下利用Mscomm控件设计了智能通信中心管理软件，可实现智能拨号、对来电号码的追踪、对来电历史记录的查询、对备案数据库以外的来电屏蔽、智能联网、对特密专线拨号以及对特密专线的限权修改等功能。
