增强学生自主学习能力 提高大学英语教学水平

培养学生学习自主性是现代学校教育的目标,也是学生个体差异的必然要求。在教学中应确立以学生为中心的大学英语教学模式,培养学生积极的学习态度、学习动机以及科学的学习策略,增强学生的自主学习能力。     

领导干部“主动辞职”现象研究

文章对领导干部“主动辞职”现象进行了探讨,认为这种现象引发社会注目有“主动辞职”行为的超前性、彻底性、趋利性和群体的特殊性四方面的原因;产生“主动辞职”行为有行为主体———“主动辞职”者自身、行为客体———党政部门、行为所处的社会环境三方面的原因。同时,文章指出应从正视现象、提升规范、反思党政机关自身三方面积极应对领导干部“主动辞职”现象。     

(Re)centering street harassment – an appraisal of safe cities global initiative in Delhi,India

Abstract

In 2012, New Delhi (India) was catapulted into the global limelight for the brutal gang rape of a 23-year old woman travelling in a bus. This wasn’t the first time that sexual violence had been perpetrated on the streets of Delhi and nor would it be the last. Yet this universal fact of everyday violence in public spaces particularly streets, though acknowledged by activists and feminists, has been examined minimally in academic scholarship. Further, even though the United Nations has been instrumental in foregrounding gender-based violence as a critical human rights issue, it has only recently turned its attention to street harassment through its ‘Safe Cities Global Initiative’. Therefore, in this paper, we trace how a routine but understudied form of violence becomes central to United Nations’ agenda to eliminate violence against women. By specifically, analysing the Delhi Safe Cities programme as a case study, our second contribution lies in examining the adequacy of the contemporary Safe Cities framework as a model for addressing sexual violence in public space. We conclude the paper by offering critical conceptual and methodological recommendations to further strengthen the framework.     

China’s ‘New Silk Roads’: sub-national regions and networks of global political economy

This paper argues that the Chinese government’s ‘belt and road’ initiative – the Silk Roads vision of land and maritime logistics and communications networks connecting Asia, Europe and Africa – has its roots in sub-national ideas and practices, and that it reflects their elevation to the national level more than the creation of substantially new policy content. Further, the spatial paradigms inherent in the Silk Roads vision reveal the reproduction of capitalist developmental ideas expressed particularly in the form of networks, which themselves have become a feature of contemporary global political economy. In other words, the Silk Roads vision is more of a ‘spatial fix’ than a geopolitical manoeuvre.     

对公安机关禁毒舆论引导工作的思考

舆论引导,是一种运用舆论操纵人们的意识,引导人们的意向,从而控制人们的行为,使他们按照社会管理者制定的路线、方针、规章从事社会活动的传播行为。随着时代的快速发展,公安机关必须积极深入研究各种交流手段,将禁毒相关知识以各种途径传递到不同类型公众身边,并及时回应各类舆情,以交流互动的形式解决各类公众存在的疑点,最终将公众的思想引领到健康的轨道上来,高度重视和加强禁毒舆论引导工作,增强引导舆论的本领,掌握舆论工作的主动权,第一时间抢占舆论阵地最高点,把公众的思想和行为引导到有利于社会平安和谐稳定的轨道上来。     

我国刑事自诉制度的历史演变

尽管我国各历史时期的自诉制度在不同的历史时期有不同的称谓和内容,呈现出不同的特点,却一直为我国的法律制度所沿袭。因此,在新的刑事诉讼法典中我们不应废除自诉制度,而应对其予以修改和完善。

论主动型侦查

为了对付新的犯罪情况而出现的主动型侦查──监控型侦查和诱导型侦查 ,在刑事侦查实践中有日益扩大应用的趋势。由于侦查权的特殊性和犯罪情况的新变化 ,主动型侦查有存在的必要。立法机关应当从适用的案件范围、适用的实质要件、适用的对象范围等方面对主动型侦查的合法性标准作出明确规制。
