面对经济社会的持续发展,人类面临了前所未有的能源压力,这在中国表现得尤为突出,对此,除了"节流(降低能耗)",就是"开源",进行新能源的开发利用.然而,新能源开发利用过程中离不开相应的金融与政策支持.必须进一步深化金融体制、财税体制改革,充分"开拓"金融政策、产业政策、价格政策和财税政策的潜力,充分发挥其政策的调节和引导作用,在不断提高(单位)能效的基础上,改善现有能源结构,提高新能源开发利用的效率.  相似文献

The December 2003 Duma election was a landmark in Russian elections, marking a significant decline in electoral support for the Communist Party of the Russian Federation (KPRF). This article explains the decline of support for the KPRF in the December 2003 election. Our specific focus is on the decline in rural support for the KPRF. This particular aspect is important because rural voters constituted a large portion of the KPRF's support throughout the 1990s. Using data from two rounds of surveys in several Russian regions, the article demonstrates that by 2003 the KPRF failed to capitalize on the ‘misery of the market,’ that is, to capture support from the ‘losers and malcontents’ during market reform, suggesting that KPRF supporters dealigned themselves from the party.  相似文献

Existing research leaves a gap in explaining why African American adolescents do not exhibit more anxiety and depression than other youth, at the same time that they experience more contextual risk factors. The current study examined the roles of social support as well as possible mediators self-esteem and ethnic identity (sense of belonging to one’s ethnic group) in reducing internalizing symptoms in 227 African American adolescents (mean age = 12.55). Structural equation models indicated that self-esteem and ethnic identity partially mediated the relation between social support and depression. For depression, ethnic identity accounted for more of the social support effect for males, whereas self-esteem had more impact for females. The mediation model for anxiety was supported in females, with self-esteem more important than ethnic identity. The results suggest that ethnic identity and self-esteem function as important links in how social support reduces internalizing symptoms in African American youth. This paper reports on the relationship between early adolescents’ evaluation of the availability of instructional and social support from parents, teachers, and peers and their well-being. The main questions are whether indigenous and immigrant youngsters differ in their evaluation of the availability of support and whether the relationship varies by group. Participants in the study were 245 Dutch and 172 Turkish/Moroccan 10- to 13-year olds with a lower class background. Both Dutch and immigrant youngsters clearly distinguish between the various agents of support. Dutch youngsters report more instructional support from their parents than from their teacher, whereas immigrant youngsters report more instructional support from their teacher. Both for Dutch and immigrant students, parents were seen as the primary providers of emotional support. Reported well-being in the classroom was related to available teacher support and to the frequency of occurrence of learning-related problems.Paul Vedder is an associate professor trained in developmental psychology. A path model was tested in an ethnically diverse sample of 350 college students in which shyness, sociability, and parental support for the college transition were related to loneliness and friendship quality. Furthermore, friendship quality and loneliness were related to depression and anxiety. High levels of shyness, low levels of sociability, and low levels of parental support were related to high levels of loneliness. High levels of parental support for the college transition were related to more positive friendship quality. Multiple regression analyses suggested that loneliness, but not friendship quality, were related to adolescents’ anxiety and depression. In addition, the interaction between shyness and sociability was significantly related to anxiety for African-American adolescents such that adolescents who reported low levels of sociability in combination with high levels of shyness reported the highest levels of anxiety. There was also a significant interaction between sociability and parental support for African-American adolescents such that high levels of sociability in combination with low levels of parental support for the college transition were related to high levels of anxiety. For White adolescents, only loneliness was related to anxiety. Nina S. Mounts is an associate professor at Northern Illinois University. Abstract

How can support organisations build the capacity of volunteer-driven non-governmental organisations (NGOs)? Citizen aid for relief and development has expanded rapidly in the twenty-first century, and the number of American aid organisations operating in the Global South has grown to nearly 10,000. These grassroots international NGOs – GINGOs – are small-budget, volunteer-driven organisations typically launched by Americans without professional experience in international development or nonprofit management. These groups prize the expressive and voluntaristic dimensions of development work, yet face challenges of amateurism, material scarcity, fragmentation, paternalism and restricted focus. We investigate whether support organisations, whose primary goals are to build the capacity of organisations and strengthen the organisational field, offer solutions to GINGOs’ inherent weaknesses. We draw on 15 semi-structured interviews with a stratified selection of support organisations, including associations tailored towards international development and towards nonprofit work at large. We find that support organisations offer resources to help GINGOs in managerial and administrative domains. Fewer support organisations help GINGOs build technical development skills, and fewer still push GINGOs to critically reflect on their role in development. We find that peer learning and online platforms could help engage GINGOs volunteers in networking spaces, even as their geographic dispersal in the US encourages their fragmentation and isolation.  相似文献

Saudi Arabian foreign policy is often declared to be countering the possible democratic transitions of the Arab Spring. As such, Saudi Arabia has been cast as a “counter-revolutionary” force in the Middle East and North Africa. This article explores the extent to which this has been the case in Egypt and Bahrain, and the extent to which Saudi foreign policy has challenged United States and European Union democracy promotion efforts in those countries. The article highlights how the transatlantic democracy promotion strategy is complicated by a conflict of interests problem, which leads them to promote democracy on an ad hoc and incremental basis. As a result, their efforts and larger strategic thinking are undermined by Saudi Arabia in Egypt. However, in Bahrain, transatlantic democracy promotion is itself muted by the strategic interest in containing Iran. As a result, Saudi Arabia can be seen as a regional countervailing power but this is implicitly in line with transatlantic policy. Tensions with Saudi foreign policy in Bahrain are over how best to manage the uprisings and maintain the status quo, rather than a conflict over political transition.  相似文献

Life‐course criminological research has consistently suggested that employment can reduce criminal behavior. However, it is unclear whether the financial aspects of employment or the social control that inheres in employment best explains the relationship between employment and reduced offending. By using longitudinal information on a sample of men and women (N = 540) who were institutionalized in a Dutch juvenile justice institution in the 1990s, this study examines the effects of employment as well as the different types of income support on crime. Random‐ and fixed‐effects models show that for men, both work and income support are associated with a reduction in the rate of offending. For women, however, although employment is correlated with a lower offending rate, receiving income support, and in particular disability benefits, is correlated with a higher offending rate. The findings support both theories that stress the financial motivation for crime as well as theories that emphasize the importance of informal social control for reducing offending.  相似文献
