2000年,吉林省遭受了有气象记录以来的罕见旱灾,致使城乡经济蒙受巨大损失。从根本上改变这一状况,政府责无旁贷。在市场经济条件下,政府应在管水用水治水方面加大改革力度,实现水资源的合理配置。国内外实践表明,对城乡防洪、排涝、蓄水、用水、节水、污水处理及回用等涉水事宜进行统一管理,是符合经济社会发展要求的,也有益于经济社会的可持续发展。  相似文献

The legal protection of nature has progressed from a separated to integrated protection of resources and environment. Looking at nature from a dialectical and unified perspective, sustainable development requires such integrated protection of the ecosystem for public sharing of natural wealth, convergence of governance of environment and resources, and promotion of ecosystem-based integrated management of environment and resources. China's Nature and Ecology Protection Law is gradually moving towards comprehensive governance for protection of the overall ecosystem. We must work harder to make such a comprehensive governance possible. Thus, China's environmental code (Code) must be moderately developed, including choosing the right title, the scope of work, the objectives and the compiling mode, and establishing a multi-level and diverse integrated system, and addressing five major relationships.  相似文献

The social licence is an instrument that establishes the conditions for community acceptance of an extractive industry project in a locality. It emerges at the interface of debates on corporate social responsibility and indigenous rights in Bolivia. In this article, relations between mining companies and local communities are explored, with a particular focus on the role of participation and firm‐based commitments to local development. The conclusions point to the limits of voluntary firm initiatives in strengthening local sustainable development. A more demanding regulatory instrument is required that may facilitate mutual agreement on the terms by which resources are extracted.  相似文献

ABSTRACT

Good governance is a value-laden concept that is characteristically nebulous; it can mean different things to different people, depending on the context in which it is used. The same applies to leadership. Concepts, as Pauw (1999a, 465) puts it, are ‘tools of thinking’ and contexts are ‘the environments or frameworks in which they [concepts] operate’. Lucidity in the meanings of concepts is fundamentally important for shaping debate and enriching discourses. To maintain their power, concepts must be used in their proper contexts. This necessitates an understanding of the art of contextual discourse. Good governance is used in NEPAD as a principle and emphasised as a sine qua non for sustainable development in Africa. On the other hand, NEPAD premises Africa's re-birth or Renaissance on good governance and leadership, with a vision and commitment to repositioning the continent in global power balances. In this article good governance and leadership are considered as concepts. NEPAD is a textual context within which the two key concepts are used and should, consequently, be engaged. The article attempts a critical review of African scholarship engagement with good governance and leadership within the NEPAD context to determine the extent to which contextual discourse is practised. It further grapples with the immediate historical background to scholarship on Africa's development between the 1960s and early 1990s. The exercise reveals that much of the accumulated body of African scholarship and scholarship on Africa's development reviewed does not suffciently contextualise discourse on good governance and leadership within NEPAD, and its key assessment and monitoring device, the African Peer Review Mechanism (APRM), and offers an alternative framework.  相似文献

Since the emergence of the sustainable development paradigm in the late 1980s, land-use planning has become a key arena for political debates over society-environment interactions and, in practice, an important means for territorialisation projects. The paper reviews the main planning approaches that have been employed over the past three decades in the Lao People's Democratic Republic, a country that has long been viewed as a valuable policy testing ground for the proponents of sustainable development. It highlights three concurrent territorialisation projects that have shaped the history of land-use planning and have fuelled tensions between central and subnational governments and local actors, national and foreign institutions, and land suitability and sustainability approaches. The paper argues that the latter tensions reflect an important dynamism and reactivity in the planning arena. It concludes that the capacity of land-use planners to adapt to specific contexts and evolving socio-environmental challenges should be harnessed in order to reconcile conflicting approaches to planning and, perhaps, to achieve sustainable development.  相似文献

Abstract

This article ascertains the underlying causes of the persistence of unsustainable settlement patterns and trends in post-apartheid South Africa. Despite positive development planning policy intentions in the post-apartheid South Africa, glaring deprivation and spatial inequality has persisted. The article is grounded in a chronological analysis of demographic, functional and regional economic dynamics at the different epochs of South Africa's history as well as the settlement policy and planning intentions. Its main finding is that the persistence of unsustainable settlement patterns and trends in post-apartheid South Africa is largely a result of misplaced settlement policies and strategies. They give knee-jerk responses to global, regional, national and local dynamics shaping settlement patterns and trends. The recommendation is that development planning initiatives should be informed by the dialectics of settlement facets at local, regional, national and global levels for them to deal decisively with the historical problem of unsustainable patterns and trends.  相似文献

The sustainable livelihoods perspective and cooperative movement are rooted in frameworks that value social justice in the form of participatory democracy, distributional equity, and solidarity. Unlike studies of cooperatives that focus mainly on economic efficiency and productivity, we argue that this socio‐political dimension of the cooperative projects is crucial for understanding their potential as sustainable livelihoods. This exploratory research examines the experiences of two rural Mexican communities in Guanajuato and Oaxaca, which formed cooperatives as alternative livelihood strategies. Our results show that each community used similar grassroots political culture to develop cooperatives designed to meet local needs.  相似文献

A US municipality environmental sustainability index, the OSSPI (Opp-Saunders Sustainability Practices Index), found an overwhelming percentage of top-ranked sustainable cities were home to higher education institutions. While this may be a coincidence, this research seeks to determine if and how local communities partner or collaborate with higher education institutions for environmental sustainability purposes. The results of two case studies, San Antonio, Texas and Dubuque, Iowa, suggest there is considerable variability in the town-gown relationships. However, it is found that larger, public universities are more likely to have stronger relationships and effects on local sustainability efforts.  相似文献

This paper submits that efforts to achieve sustainable development at global level call for, inter alia, institutional reform. It argues that there is no optimal institutional design, and that different schools of thought have different perspectives of the future. It briefly presents the history of institutional evolution in the area of sustainable development up to the latest developments in the context of the UN World Summit on Sustainable Development. This history sets the context for the rest of the discussions. It then presents a taxonomy of the various options suggested in the literature for improving the institutional structure of the United Nations in order to achieve sustainable development. This paper critically examines the feasibility of these options from the perspective of the different schools of thought in international relations theory. It argues that from the point of view of idealistic supranationalists, a hierarchic supranational environment and/or development organisation should be established to integrate and coordinate activities in the UN in order to promote sustainable development governance. It argues that from a realist/neo-realist and neo-liberal institutionalist approach, coordination, whether hierarchical or horizontal, is doomed to failure. From a historical materialist approach all efforts at institutional design are likely to lead to asymmetrical results reflecting global power relations. This paper concludes with a speculative argument that institutional design is not a question of the best architectural option, but calls for multiple pathways including strengthening of individual organisations, promoting the progressive development of the law of sustainable development, developing a high level advisory body to advise the Secretary General, promoting the concept of the decentralised network organisation and possibly finding ways to cluster regimes. The effectiveness of these multiple efforts are dependent on the support of civil society. In order for sustainable development to take the key concerns of developing countries into account, it is necessary that institutions are able to represent the variety of views of their members and that countries develop good policies domestically.  相似文献
