环境保护法的基本原则之一———协调发展原则 ,一向是学者们争议的问题。从可持续发展的概念、核心思想、基本内容和要求及可持续发展与协调发展的关系 ,可见可持续发展原则与协调发展原则之间的相互联系以及“环境保护同经济社会持续发展相协调的原则”不能成立

中国是政府主控金融体系的国家,表现为金融的事情实际上相当多的并不是金融部门的事,涉及金融安全或发生在金融部门的风险,原因也可能在金融部门之外;这样,将生态的概念系统地引申到金融领域,恰当定义金融生态、分析金融生态环境,能更好化解金融风险。     

International Law-Making in the Field of Sustainable Development:The Unequal Competition Between Development and the Environment

Since 1992, the tension between environmental and developmental concerns has been a central element in the international law-making process which has resulted in the adoption of various treaties and international instruments in the field of sustainable development. These instruments show that reconciliation between environment and development has not been easy to achieve. The balance seems to tip in favour of the protection of the environment. This paper explores how some of the "well-established" principles and concepts of international environmental law, as well as some new developments in this field, may have contributed to the tendency of excluding conditionality and equitable considerations from the elaboration and application of an increasing number of obligations taken by States in the field of environmental protection. It is contended here that environmental protection has developed to a certain extent at the expense of international economic law relating to development. This has been an incidental consequence of, at least, three elements: the movement toward more participation of transnational civil society in the international environmental law-making process; the use of a rights and duties language which helps to mask the developmental aspects sometimes involved in the prevention of environmental damage; and, the attractiveness of the establishment of a right to a healthy environmental.     

产业转移承接对落后地区旅游产业发展的影响分析——以广西贺州为例

现阶段的广西在承接我国东部地区产业转移的过程中，首先可利用广西的特有区位和特有资源，将区域发展战略上升为国家战略，从而为广西经济发展和产业演进提供有效的融发器。其次，由于广西的旅游资源十分丰富，因此积极发展旅游业不仅有助于强化对东部发达地区产业转移的承接，而且东部发达地区的产业转移在相当程度上也会促进产西旅游业自身的发展，实践中这一点在广西贺州旅游产业的发展过程中就表现得十分明显。

Considerations on Compiling the Part on Nature and Ecology Protection of China's Environmental Code

The legal protection of nature has progressed from a separated to integrated protection of resources and environment. Looking at nature from a dialectical and unified perspective, sustainable development requires such integrated protection of the ecosystem for public sharing of natural wealth, convergence of governance of environment and resources, and promotion of ecosystem-based integrated management of environment and resources. China's Nature and Ecology Protection Law is gradually moving towards comprehensive governance for protection of the overall ecosystem. We must work harder to make such a comprehensive governance possible. Thus, China's environmental code (Code) must be moderately developed, including choosing the right title, the scope of work, the objectives and the compiling mode, and establishing a multi-level and diverse integrated system, and addressing five major relationships.
