论加强青少年的科普教育

当代世界科学技术迅猛发展的态势和我国青少年科技普及的现状,要求我们必须积极加强青少年科普教育,培养青少年的科技素质。改革现行的教育体制,是做好这项工作的关键因素之一。     

人工智能技术发展对城乡收入差距的影响

人工智能技术在提高全要素生产率方面发挥积极效果，为经济良性发展打下基础。但人工智能技术在为经济发展提供新动能的同时，也可能对就业结构、收入分配等方面产生负面影响。受户籍制度与优先发展工业等政策因素影响，国内城市劳动力技能水平优于农村，且国内收入差距主要在城乡收入差距上展现。使用人工智能专利申请信息构造衡量地区人工智能技术发展指标，实证研究发现，人工智能技术的快速发展扩大了省级层面的城乡收入差距。因此，在积极推动人工智能技术快速发展的同时也应重视人工智能技术发展带给中低技能劳动者的就业压力，着力解决再就业问题，共享人工智能技术红利，实现人、技术与经济的和谐发展。     

Public Digital Libraries: Observations and Prospects from the Chinese Experience

In recent years, the digital revolution has created both challenges and opportunities for cultural industries. The ever-increasing production and diffusion of culture through new media via the Internet have profoundly challenged the basic infrastructure and modes of operation in many sectors of the cultural industries. This has been most evident in the case of heritage organizations—including public libraries—where the digital revolution has brought with it a number of significant challenges with respect to courting visitors/users and remaining relevant in the context of evolving digital technologies. This article discusses the rise and evolution of public digital libraries in the 1990s as a response to these new challenges. After formulating some observations about this global trend, which is now more than two decades old, this article discusses the case of public digital libraries in China. In particular, this article points to the importance of cultural policy for the development of this new form of cultural institution. Finally, after reviewing some of the challenges faced by most of these new digital libraries, this article discusses the importance of professional culture in addressing the changing needs of users.     

我国公共场所图像监视法律治理路径分析

在过去的近十年中，我国的公共图像监视在政策、项目及资金等支持下得到迅猛发展。在我国特定的政治与社会背景下，公共场所图像监视是社会治安综合治理与公共安全技术防范系统的一个组成部分．呈现出政策创议、项目推动的发展历程。在法律治理和回应性法制视角下，公共图像监视法律治理是对公共图像监视实践的法律回应。目前，我国已初步构建起涵盖宪法、社会治安综合治理法律文件、公共安全技术防范法律文件、具体领域法律文件以及公共场所图像监视法律文件等公共场所图像监视法律治理的体系，但该体系仍然存在急需健全和完善的层面。     

新动能视角下中国省域科技创新能力评价

当前我国经济发展总体上呈现出科技创新引领作用凸显、新旧动能加速转换的显著特征。提升科技创新能力,培育和形成更多的发展新动能是新时代我国经济实现高质量发展的根本支撑。围绕新动能视角下科技创新所呈现出的重要特征,尝试构建科技创新能力评价指标体系,并运用因子分析法和聚类分析法,对我国31个省区市科技创新能力进行实证评估。研究发现,目前我国省域科技创新能力发展水平呈现明显的区域特征,科技创新实力、潜力、影响力和活跃度存在较强的不平衡性。需要进一步加大创新供给,探索产学研用合作新模式,优化产业发展布局,强化企业创新主体地位,加强落后地区政策支持力度,从根本上促进我国科技创新协调发展。

企业是技术创新的主体。充分认识企业主体地位、企业家精神、企业文化在企业技术创新系统自组织过程中发挥的重要作用,对于提高企业技术创新水平具有重要现实意义。

从儒家的“发乎情,止乎礼”与道家的“发乎情,止乎游”,历经了禅宗的“发乎情,止乎觉”,明清之际启蒙美学主旋律变为“发乎情,止乎情”。它代表着中国美学在与“西天”佛教文化对话后的成熟,距离最终的突破,距离“五四”之际王国维、鲁迅的探索,乃至距离后来的从20世纪80年代崛起的奠基于“万物一体仁爱”新哲学观基础上的情本境界论生命美学的探索,都只有一步之遥。     

接受美学立体思维与思想政治教育

姚斯接受美学是以读者为中心的文学理论,"期待视野"是其核心概念。借鉴姚斯接受美学的立体思维方法对思想政治教育接受进行分析,思想政治教育接受呈现整体性、有机性、动态性的特征。优化思想政治教育接受应尊重接受主体的"期待视野",提高传导者的思想政治教育水平,重视接受介体的良性合力共建,强化对接受客体的把关。     

技术创新的外部效应与生态化转向研究

技术创新的外部效应是导致环境污染与生态恶化的诱因之一。在市场条件下,通过征收庇古税等方法,虽然可以纠正这种外部效应,但没有从根本上解除环境污染与生态恶化等问题。实现技术创新生态化,使技术创新朝有利于可持续发展的方向发展是解决技术创新外部效应的必然选择,也是根本出路。     

Listening to color: a set of propositions on pain as feminist aesthetic

This performative text asks whether it is possible to imagine an antisocial feminist aesthetic that does not invoke the wounded body. Its form – numbered propositions that engage with critical theory, literature, and memoir – riffs on that of Maggie Nelson’s Bluets, a key interlocutor for this question of aestheticizing embodied pain. How does Nelson’s genealogy of blue model a methodology for a “queer genealogy of femininity,” to borrow Jack Halberstam’s term? How does looking at color in this way offer an approach to narrating trauma, one that displaces the primacy of the visual? Turning to the work of Christina Crosby, Toni Morrison, Fred Moten, and José Esteban Muñoz, as well as drawing upon the author’s experience as a volunteer for a peer listening hotline, this essay considers the implications of “listening to color” for minoritarian knowledge formations and feminist praxis.
