Constructing the EU’s high-tech borders: FRONTEX and dual-use drones for border management

FRONTEX has highlighted Remotely Piloted Aircraft Systems (RPAS) as affordable and efficient capabilities for securing the EU’s vast frontiers in order to further upgrade them into smart technological borders. In this regard, this article examines the EU’s strategy and rationalisations to develop dual-use technologies such as aerial surveillance drones for border management. By drawing on critical security and technology studies and by focusing on their functional technological efficiency, the article argues that drones are being normalised in a technological regime of exclusion at the border-zone. It further contends that high-end technologies such as drones introduce a military bias as security enablers in border surveillance and as a panacea for the consequences of failed policies to manage irregular migration. A closer examination of several EU-endorsed drone projects reveals a pragmatic and industry-driven approach to border security, underlining the evolving homogenisation between internal and external security and the imminent “dronisation” of European borders.     

Policing Academics: The Arkhè of Transformation in Academic Ranking

This article attempts a properly critical and political analysis of the “police power” immanent to the form and logic of academic rankings, and which is reproduced in the extant academic literature generated around them. In contrast to the democratising claims made of rankings, this police power short-circuits the moment of democratic politics and establishes the basis for the oligarchic power of the State and its status quo. Central in this founding political moment is the notion of the Arkhè, a necessarily asymmetric “distribution of the sensible” that establishes the basis of the political order, in this case an oligarchic political order. Drawing on Foucault and Rancière, the article argues for a necessary “dissensus” with both the ranking practice and its attendant academic literature, as the first step towards a politics of ranking that is properly critical, and therefore genuinely political.     

Always-Available Communication and Technological Distractions: Technology Use,Texting and Driving

Digital mobile communication tools have become cultural artefacts for everyday sociability. As technology use becomes pervasive in society, it brings many advantages for everyday social relations, but these benefits come in tandem with some disadvantages and unintended consequences. One such consequence is the tendency for people to be distracted due to technology use while driving. The focus of this study was to explore the prevalence of texting, making phone calls, and other technology use, such as adjusting or tuning dashboard music players or radios, while driving. Through a survey of drivers, roadside ethnographic observations of drivers, and interviews with traffic officers in Polokwane, Limpopo, South Africa,, the study broadly examined the social and cultural impact of technology and mobility with specific focus on technology use and distracted driving. The findings revealed a prevalence for texting and driving: 60 per cent of the participants reported that they have sent a text while driving; and 88 per cent acknowledged that they have seen drivers texting while driving. The study is significant considering the limited research on this social issue in South Africa, and it is also relevant considering that technology use and distraction portends the potential for causing road accidents.     

From ‘unofficial militants’ to de facto joint workplace control: the development of the shop steward system at the port of Liverpool, 1967–1972

Prior to 1967, labour relations in the British dock industry had been characterised by casual employment, inter and intra-union conflict, frequent unofficial action and high strike occurrence. The Devlin Report and subsequent legislation decasualised employment in the industry and introduced official local shop steward systems. This article charts the evolution of local, post-Devlin, Registered Dock Worker (RDW) labour organisation at the port of Liverpool. A chronological approach to the major strikes and flash points will be accompanied by reflection on the historiography and theoretical perspectives relating to the form and nature of workplace mobilisation, ‘shop stewardism’ and labour organisation. The existing literature in this area focuses almost entirely on shop steward organisation in the manufacturing sector and emphasises the key role of leadership in the creation and maintenance of effective workplace organisation. However, the development of the shop steward movement at Liverpool docks was heavily contingent on historical traditions and conditions and was therefore not necessarily reliant on an elite stratum of politically conscious leader stewards to frame and direct grievance. The article concludes by comparing the existing literature with the evidence presented and questions whether those theoretical suppositions synonymous with shop floor and shop steward organisation in other industries are appropriate to the docks.     

四川科技创新的现状、问题及其对策研究

科技创新是四川省经济社会又好又快发展的前提和保证。目前,四川科技资源较为充足,但科技创新能力较弱、科技资源配置机制欠佳、金融支持体制不完善等问题还很突出,必须通过加快科技体制改革、构建科技创新网络、落实激励优惠政策等措施,才能进一步提高四川省的科技创新能力。     

The improper event: on Jacques Rancière's mannerism

In this essay I examine certain conceptual resources available in the work of Jacques Rancière for those interested in attending to the aesthetic and political complexities of democratic citizenship. I argue that the best way to broach these resources is to consider Rancière's manner of impropriety regarding the forces of unity and disunity that comprise democracy's insurgence, as well as his account of the phenomenality of democratic life and the conditions that make political subjects visible, audible and perceptual. This involves a sustained critique of the proper and the sensible as criteria for political inclusion. Democracy is thus not an institutional form of government but an event of appearance that arises out of the dissonant blur of the everyday. Rancière's insights into the insensibility of democracy's emergence, I conclude, complicate the constitutionalist solution to citizenship by raising the question of equality and emancipation as a question of how to relate to the impropriety of democratic citizenship.
