大国战略竞争与美国对华技术政策变迁

世界政治领导国的对外技术政策很大程度上源于应对大国战略竞争的需要。当美国面临直接、迫切的大国战略竞争压力时,更愿意通过放宽技术进口和出口限制来争取合作者、应对竞争者,即"利用强者打败更强者"。自20世纪70年代以来,美国对华技术政策经历了从逐步放松再到加强限制这一过程。苏联的安全竞争压力迫使美国在加强对苏技术出口限制的同时,放宽对华技术出口限制。日本的经济竞争压力促使美国在加强对日技术进口限制的同时,放宽对华技术进口限制。应对直接、迫切的大国战略竞争压力,会促使世界政治的领导国更重视当期利益,同时也为潜在竞争者的成长提供机会。而当苏联和日本对美国构成的大国战略竞争压力逐渐褪去时,美国对华技术政策再度面临调整压力,以致于今为甚,通过发起对华贸易战,打压中国高新技术产业,全面收紧了对华高技术进出口限制。美国的技术竞争将是今后很长时间中国技术进步难以绕过的阻碍。     

Countervisions of Modernity: David Roberts,The Total Work of Art in European Modernism

David Roberts's The Total Work of Art in European Modernism extends and deepens the analysis of the counter-paradigm of redemptively inspired art to modernism's own pre-occupation with secularization. It addresses the imbalance in social and critical theory whereby progressive secular rationalization has been elevated to the sole logic of modernity, and the romantic redemptive tradition has been reduced to a marginal counter-enlightenment. The total work of art paradigm allows Roberts to demonstrate how the programme of modernity has been constituted by internal tensions and antinomies from the very beginning.     

China’s Phantom Urbanisation and the Pathology of Ghost Cities

This article examines the production of China’s “ghost cities” and constant urban expansion to challenge the dominant conceptual narrative of rural-to-urban migration as the driver of urbanisation. It argues that behind China’s “miraculous” urbanisation story is a powerful ideological commitment to urban growth as the “royal road” to modernity and assessment of political performance. Local governments have a wide-ranging “tool-kit” for pursuing urbanisation, ranging from administrative border-drawing to expropriation of rural land and investment in expanding urban infrastructures. Urbanisation is the destination to which all paths seem to lead. Indeed, local states pursue the construction of new urban space, even when doing so harms them financially. But why? The concept of phantom urbanisation names the process whereby constructing the aesthetic form of the urban is even more important to local state actors than economic, demographic or environmental repercussions.

The Legality of the Image

Intimate links exist between political power, law and images. Theology, philosophy and law have always developed elaborate rules about visuality. The iconophilic and iconoclastic traditions complemented one another and combined to construct subjectivity and to reconcile humanity with finitude. In modernity, law replaced religion and philosophy conceptualised legality through the aesthetic category of the sublime. The law understands the importance of the governance of images for the maintenance of the social bond and helps organise a regime of permitted images and forbidden idols which amounts to a complex legal administration of aesthetics and a related aesthetic organisation of law.
