云南烟草产业竞争力的实证分析

把产业竞争力作为一项指标体系来分析,云南烟草产业在名优品牌、规模经济、经济效益等方面有很强的竞争力,但在科技创新、产业开放度、营销网络等方面竞争力不强。在国际市场上,云烟很难同外烟竞争,传统计划体制、地方封锁和僵化的行业管理体制是云烟提高竞争力的主要障碍,只有深化经济体制改革,才能在加入WTO的情况下不断提高云烟的竞争力。

技术保护措施弥补了法律手段保护版权的不足 ,但技术保护措施又催生了更先进的破解技术及其装置 ,版权及其邻接权权利人的利益受到严重威胁 ,世界知识产权组织和主要国家均加强了反规避技术措施的立法。本文从技术保护措施的主体、相关性、有效性及目的正当性方面考察了各国对技术措施的界定 ,并对规避侵权行为的表现形式、侵权抗辩进行了比较研究 ,分析了我国著作权法中有关反规避技术措施的立法缺陷 ,提出了相应的改进思路。

传统技术创新是工业经济时代的产物 ,它以功利主义价值观为指导 ,以服务于市场竞争和利润极大化为目的 ,因而不可避免地造成了生态缺陷。时代的发展对传统技术创新提出了严重的挑战 ,本文试着从传统技术创新观的理论反思、新学科新理论的诞生来论述技术创新生态化转向的历史必然性。     

As Good as Policy Gets

In June 2014, the think tank IPPR published a report, The Condition of Britain, widely seen as important source material for Labour as the party geared up for the 2015 General Election. This is an echo of another report—that of the Commission on Social Justice, published in 1994—which also made an important contribution to the thinking of Labour in opposition. A comparison between the two documents provides insights into the evolution of mainstream progressive thought over the past twenty years.     

On resistance in the post-political city: conduct and counter-conduct in Vancouver

The paper contributes to understandings of contestation and resistance in urban politics, using a land use struggle against a “big-box” development in Vancouver, Canada as an example. It surveys Foucault's work on “governmentality,” highlighting the centrality of the notion of resistance in this work before focusing in particular on Foucault's yet underexplored conceptions of “conduct” and “counter-conduct”. These concepts offer an analysis of urban politics beyond the binary of successful implementation of city policies or their failure, and of cooption or revolt; therefore, proving especially useful in the analysis of urban governance which is increasingly characterised as “post-political”.

L'évolution de la justice traditionnelle dans l'Afrique francophone

L'histoire du football Rwanda commence avec la colonisation du pays. En une cinquantaine d'années, ce jeu sport d'origine anglaise, en intégrant une société agro-pastorale et guerrière, est devenu une pratique culturelle locale. Comprendre ce phénomène nécessite d'articuler l'ancrage colonial d'une activité cosmopolite aux [ré]inventions culturelles locales suscitées par son implantation. Ce texte vise à montrer comment un jeu de balle, en traversant une société en cours d'occidentalisation, a marqué l'édification d'une modernité guerrière reçue et façonnée par les joueurs de l'époque. En traversant les transpositions ludiques d'enjeux sociaux et politiques plus larges, on observe que cette pratique, tout en participant du procès de "civilisation" que s'administra l'institution coloniale, constitua l'un des fers de lance de la lutte pour l'émancipation.     

Feeding finance: a critical account of the shifting relationships between finance,food and farming

Abstract

Whether in the form of commodity index funds, farmland investment funds or commodities trading by agri-food companies, there is evidence of an increasingly close relationship between finance, food and agriculture. While these developments have received some critical attention of late, existing accounts of the ‘financialization of food’ are limited to the extent that they view finance as an external force with emphasis placed on the unnaturalness of its relationship with agriculture and its distortive effects on agricultural markets. Recognizing that finance and agriculture have a long history, this paper offers a more nuanced account of the place of financialization in the agricultural sector. Specifically, it examines how agriculture's emergence as an investment opportunity has reconfigured the terrain of agricultural interests and logics while creating new knowledge demands and agricultural visibilities. These dynamics are explored through a case study of the role of finance and processes of financialization in the recent demise of the Canadian Wheat Board as a state marketing agency. Through this discussion, the paper offers valuable insights into not only the reworking of agriculture as a particular type of financial space, but also the nature and limits of financialization itself as a way of engaging with the world beyond urban financial centres.
