加快推进科技成果转化及产业化

紧紧抓住促进科技与经济紧密结合这一核心,以科技成果转化为现实生产力为主线,是实现科学发展的必然要求。该文通过对北京市、上海市、陕西省、湖北省等地的调查研究,分析了中国科技成果转化及产业化的现状和面临的问题,并提出相关政策建议。     

地方科技进步立法与科技创新规律的协调研究

科技创新对社会的发展起着巨大的促进作用,地方科技立法要促进科技创新的发展必须遵循科技创新规律,符合科技进步的内在要求。但目前地方科技立法与科技创新规律不协调的状况依旧存在,地方科技进步立法须作进一步完善,须充分发挥科技人员的积极性,加大投入,促进科技成果的转化,鼓励可持续创新。     

科技创新领军型人才解析

随着国际与区域科技竞争加剧,科学、合理地界定“科技创新领军型人才”关系到国家与地区有关人才政策的有效性与可操作性。文章通过对现代科技创新特征的分析,认为科技创新领军型人才是高新技术领域中具有国际化视野的、熟悉国家或区域科技发展战略的、科研能力和产业化能力突出的创新团队领导者,分为前沿科技创新领军型人才、科技产业化领军人才和复合型科技创新领军型人才,并据此提出科技创新领军型人才的评价维度和培育机制。     

The legal geographies of transnational cyber-prosecutions: extradition,human rights and forum shifting

This article describes legal and human rights issues in three cases of transnational online offending involving extradition requests by the United States (US). These cases were selected as all suspects claimed the negative impacts of autism spectrum disorders (ASDs) were sufficient to deny extradition on human rights grounds. We demonstrate how recent developments in UK and Irish extradition law raise human rights and prosecutorial challenges specific to online offending that are not met by established protections under domestic and internationally sanctioned approaches to extradition or human rights law. In these cases, although the allegedly unlawful conduct occurred exclusively online and concurrent jurisdiction enables prosecution at both the source and location of harm, we demonstrate why national courts hearing extradition challenges are extremely reluctant to shift the trial forum. We conclude by discussing the implications of the new geographies of online offending for future criminological research and transnational criminal justice.

街面犯罪的持续暴涨引发了各界对潜在罪犯的犯罪防控模式的反思,犯罪地理学的发展、美国地点警务的日臻成熟与上述反思一道,促成了基于城市犯罪聚集热点的空间防控的兴起。犯罪的空间防控为警务应对的改进、平安中国建设的完善及防卫空间刑事政策的发展带来了全新的尝试与改良的契机。     

China's dualist model on technological catching up: a comparative perspective

Abstract

The central question of this paper is whether China can go beyond simple technological transfer and toward innovation in this age of globalization. By adopting an institutionalist perspective, this paper argues that China has developed a dualist model during its economic transitional period in which the foreign sector has been isolated from domestic firms, while the domestic industrial sectors have also failed to develop organic linkages among themselves to facilitate technological learning and generate innovation. This paper discusses four major institutional arrangements that deeply influence China's technological development – the institutional logic of economic reform, the state's industrial policy, the financial system and the industrial structure. It suggests that, owing to these institutional elements, China has neither developed economies of scale, as compared with the South Korean case, nor has it built up a network-type of economy similar to its Taiwanese counterpart in order to generate the mechanisms needed for technological innovation.     

Lawnscape: semiotics of space,spectacle, and ownership

While seemingly straightforward, the boundaries of ownership can be confusing. Take the front lawn, for instance. Some local ordinances prohibit such things as parking on one's front lawn or displaying celebratory storks, “For Sale” signs, or political displays out of concern for the neighbours. However, what happens when the front lawn is taken over by an unstoppable lava flow? On the Big Island of Hawai'i, countless front lawns are now vast expanses of hardened black lava. These lawns exist now under changed jurisdiction as legal spaces. No longer are these lava-ed lawns now simply purely private property as state authorities now control the area. On front lawns with or without lava, the notion of ownership is confused by two competing rights: the rights of those who inhabit the property versus the rights of those who view the property. Here, the context of rights expands traditional claims and lines of ownership according to the activity of spectaclizing. This paper will examine the tension of ownership and pursuant competing rights that challenge the construction of traditional boundaries and their enforcement within the framework of the semiotics of space. In this paper, the semiotics of space found in front lawns challenges the standard faculties of law to remedy conflicting rights.     

An interpretation of Argentine economic growth since 1930. Part II∗

This article focuses on the measurement of embodied technological change. It develops the core-machinery approach to capital measurement, which is based on an engineering perspective on technological change. Using technical characteristics of different types of machinery, technical progress in the capital stock can be decomposed into incremental innovation in existing machinery and radical shifts to new technologies. The usefulness of this approach is illustrated by an analysis of embodied technological change in the Indonesian spinning and weaving industries. The core-machinery measure is compared with more traditional measures of the capital stock which are based on price information. Strengths, weaknesses and relevance of the new measure are discussed.
