关于我市部分企业劳动争议调解组织工作情况的调研报告

我市劳动争议调解组织网络,现已初步形成,劳调组织已成为化解劳动纠纷的"稳压器"。但其组织建设,尚有较大缺位;改制退出企业的劳调工作,也陷入了某种盲区;一些企业劳调水平不高,影响了调解的成效。今后应进一步贯彻落实相关法律法规政策,加大对劳调组织的组建力度,努力推进劳动争议调解与人民调解的有效衔接,以使我市劳调工作能够提升到一种新水平。     

黑社会性质组织的认定探析——以立法解释为视角

刑法典第294条对黑社会性质组织规定并不完整,于是全国人大常委会于2002年4月28日通过了相关的立法解释。立法解释对黑社会性质组织的界定可以概括为组织性特征、经济实力特征、行为手段特征和非法控制性特征,其中非法控制性特征是黑社会性质组织的本质特征,是区别于一般的犯罪集团最显著的特征。在认定黑社会性质组织时准确地把握立法解释,四个特征需要同时具备,既不可随意降低标准,也不可刻意拔高标准。     

非营利组织在社区治理中的作用

随着市场经济的建立,非营利组织作为社会的第三板块日益凸现出来,它对于推动政府职能转变、参与社区治理等都将起到难以替代的作用;要充分发挥它在社区治理中的作用,就必须改变政府的一贯态度,建立政府与非营利组织、营利组织与非营利组织的伙伴关系,为非营利组织的发展提供广阔的自主活动空间,建立健全非营利组织自身的运行机制。     

Nothing personal: explaining the rise and decline of political machines in Ukraine

This article is the first to explore and compare the dynamics of party-building between the three main political forces that competed for power during the last decade in Ukraine – Viktor Yushchenko's Nasha Ukrayina (Our Ukraine), Yulia Tymoshenko's Batkivshchyna (Fatherland), and Viktor Yanukovych's Partiya Rehioniv (Party of Regions). We show that their political trajectories can be explained by differences in their organizational structure and distribution of resources within the party's leadership. When a party depends on resources linked primarily to one individual, it will develop a personalized decision-making structure advantaging its leader, and the party's fortunes will be tied to the popularity (or lack of same) of the leader. By contrast, when a party relies equally on resources from several groups, a more consociational style of decision-making is likely to emerge. Using Ukraine as a case study, the article shows that personality-led parties will be more vulnerable to defections and less capable of absorbing potential competitors. On the other hand, coalition-led parties are better capable of surviving defeats, maintaining internal cohesion, and merging with like-minded parties.     

The Organization of Purchasing at German Universities: An Empirical Investigation

The objective of this article is two-fold: first, it studies how German universities organize their purchasing activities, and, second, it identifies patterns in the structure of the purchasing function and analyzes factors that influence the design of purchasing. For this purpose, the article develops an analytical framework based on ideas of contingency and organization theory and presents the results of an empirical study which analyzed the purchasing organization of 65 German universities. The results of the study indicate that German universities use a medium level of centralization and specialization to organize their purchasing activities, and that the purchasing process is highly formalized in most universities. As to influential factors of the structure of purchasing, the study indicates that the number of employees, the number of employees with purchasing-responsibility, the purchasing volume, and the number of students enrolled at the university influence the structural variables.     

Women’s Political Participation in Bangladesh: Role of Women’s Organizations

Reviewing the history of women’s movement, this article expects to find a large role of women’s organizations in the process of change that has helped to increase participation of women in local government political process of Bangladesh. While there is considerable support for the presence of the women’s movement, there is much ambivalence as to the specifics of such influence: its objects, means, and magnitude. The difficulty in assessing influence may stem from the reliance on informal channels, which makes tracing and tracking influence a great challenge, and calls for more grounded research to expose the intricate interactions between actors.     

新形势下基层党组织密切党群关系的路径探析

新形势下,基层党组织要发挥自己在教育群众、联系群众和服务群众的桥梁和纽带作用,需要做到：一是以提升自己“服务”能力为立足点,提高基层党组织资源整合能力;二是建立健全密切党群关系的机制,保证党的群众工作的常态化;三是创新群众工作的方式方法,提高党的群众工作的适应力;四是推进基层民主建设,建立健全权力运行的群众监督机制。     

Sport,civil society and social integration: The case of Norwegian voluntary sport organizations

Abstract

Voluntary sport organizations make up the largest part of voluntary sector in many countries. Yet, in light of the renewed social and political interest in civil society, we do not know very much about how sport organizations operate and function. Accordingly, this article addresses the question of how voluntary sport organizations contribute to social integration through differences in community structures. First a theoretical framework making it possible to distinguish between various forms of community structures—strong, weak, mediated and pragmatic communities—is developed. Then, the first empirical part describes how members in sport organizations belong to such various forms of communities. Next, the article explains differences in social integration through social background, variation in participation in sports and various recruitment channels. Finally, the article explores how differences in community structures matters for the experience of sport activity, for organizational democracy and social capital (trust and political interests).     

现代农业进程中农民专业合作社发展研究

自合作社法颁布实施以来,农民专业合作社逐步朝着规范化方向发展,在农业生产技术升级、新型农民培育等方面发挥了特殊功能,是实现农业现代化不可或缺的重要载体。在全面建成小康社会的发展新阶段,政府当从法律和政策层面加大合作社扶持力度,帮助合作组织拓展产业链条,在规范整合中提升市场主体地位。     

关于提高维权实效促进企业和谐稳定的研究与思考

劳动关系是工会维护社会稳定的基本载体.构建和谐劳动关系,是工会存在和发展的社会基础,是彰显其维权实力、智慧与艺术的舞台.在处置劳动冲突过程中,工会应遵循判明性质、准确定位、依法有序、合理适度的原则,施展好自己的作为,同时,还需要党和国家赋予工会以更多的资源与手段.
