实现体面劳动,工会组织承担着重要责任,也有着广阔的工作领域。发挥工会组织在实现体面劳动中的作用,必须紧密联系工会自身特点和工作实际,积极开展工作。     

Change and continuity in Japanese corporate reform

Abstract

Confronted with critical business situations in the late 1990s, Japanese firms began to tackle reforms in both corporate governance and human-resource management. These reforms advocated that Japanese firms shift from being organization-based to market-based corporations, similar to their US counterparts. However, the actual reform did not produce such an overall change but occurred with incremental and cumulative changes within the existing institutional framework. This article examines continuing changes in Japanese firms, and demonstrates that they are diversified into different directions as a result of gradual institutional change.     

An empirical research on the leadership and effectiveness in public healthcare organizations： Lesson from transition economy

The aim of the paper is to examine leadership at the level of CEOs and effectiveness in healthcare setting. Previous studies suggest that there is relationship between leadership style, situation and circumstances. The relationship between leadership and performance is probably not straightforward and may be influenced by both environmental and contextual factors, yet no irrefutable support on this assumption can be found. In our paper we examine relationships between leadership, environment, organizational context and effectiveness in Polish healthcare organizations. Multifactor leadership questionnaire which has been used in a great number of researches relating to the public sector on leadership was employed in this research. Implications for practitioners and policy makers are given.     

行政主体理论之我见

我国的行政主体概念于80年代末产生后沿用至今,但随着社会的变迁与公共行政的进一步发展,其外延与内涵均受到了挑战,其在行政诉讼中被告资格的确认问题、实体行政权和行政责任的归属问题等方面均存在着难以解决的缺陷,本文结合行政体制改革,对完善我国行政主体理论提出若干建议。     

Public–Private Partnership (PPP) as an Interdependent Form (I-Form) Organization

As “public–private partnership” (PPP) is becoming a popular model among states, the debate concerning how to make it more successful is accelerating. Based on insights from contemporary organization theory (OT), the present article suggests that instead of taking PPP as “partnership” between private and public sector partners, it is rather more beneficial to construe it as inter-dependent form (I-Form) organization. Subsequently, it identifies three types of interdependencies, faced by PPP-based I-Form organizations, and furnishes a model—comprising of initial and external conditions, and interplay of internal factors—that could enable smooth functioning and performance of I-Form organization.

黑社会性质组织是一种特殊的共同犯罪形式,具有共同犯罪形式的一般构成特征。根据相应的综合划分标准,可以将共同犯罪形式分为五种基本形式,即黑社会、黑社会组织、黑社会性质组织、犯罪集团、犯罪团伙。通过比照梳理黑社会性质组织和这四种共同犯罪形式,揭示了黑社会性质组织构成特征,同时特别剖析了黑社会性质组织行为特征。     

关于加强高校基层团组织建设的若干思考

当前高校基层团建在组织建设、队伍建设、制度建设和阵地建设中普通存在着一些薄弱环节,必须通过加强团组织体系建设、强化团员意识教育、重视团干部队伍建设、完善制度建设和开展好团日活动等方面进行解决,同时应当积极探索加强高校基层团组织建设的新途径和新方法。

社区组织与社区发展是社区社会工作的两种基本工作方式,在西方国家的社会发展中证明了其在解决现代社会各种社会矛盾和冲突的有效性,对于处于起步阶段、方兴未艾的甘肃社区建设,如何使它成为促进我省社区发展的力量,成为本土的工作方法,是我们要面对而且是必须要解决的现实课题。本文通过对全省社区组织、社区发展现状的考察,对这两种基本方法的实际应用、发挥的作用及存在的问题进行了探讨。     

论社区矫正机制的模式选择

社区矫正机制是一个系统工程,体现着一种新的矫正理念,是对现有司法资源的科学整合。社区矫正机制可构建为管理机制和具体的社区矫正机构,各部门应按照自己的职责,履行自己的义务,行使自己的权力,使社区矫正机制成为一个完整的系统体系,各个方面的工作协调运行,以较小的矫正成本投入获得较大的矫正绩效,实现社区矫正工作目标。
