广西的农机综合产业发展已经有了一定的集群发展基础。根据广西的实际情况,广西农机综合产业园的规划建设要立足于广西的农业产业基础、农机产品特色和面向东盟的机遇进行综合分析和规划。产业园区的规划建设宜重点选择广西柳州市,并按照生产、销售、服务、研发"四位一体"的思路进行布局,从而形成具有现代产业特色的广西农机综合产业园区。     

我国未成年人案件审查批捕制度的改革构想

我国未成年人案件审查批捕制度存在诸多问题，导致未成年犯罪嫌疑人的批捕率非常高，这与当前加强对未成年人的司法保护趋势不相适应，改革现行的未成年人案件审查批捕制度势在必行。从我国未成年人案件审查批捕工作的现状出发，分析未成年人案件审查批捕制度存在的问题，借鉴域外相关制度的立法规定及司法实践，提出具体的改革构想。     

Reduce optimisation time and effort: Taguchi experimental design methods

Development and validation of new methods and technologies frequently require long periods of time and high costs to determine the optimal system. A commonly used approach to optimisation is the factorial method, where each variable is tested at every level of the other variables. An alternative approach is to modify the experimental design using a multifactorial approach. The Taguchi design method utilises orthogonal arrays, which distribute the variables in a balanced manner, thus greatly reducing the number of experiments required. We applied the Taguchi experimental design method to PCR optimisation, and significantly reduced the number of reactions required to create highly successful reactions. We found the Taguchi design method a valuable tool for the optimisation of multifactor experiments.

关于集体协商指导员培训课程设计的几点思考

对集体协商指导员的要求,可归纳为政治素质、业务技术、协商能力、指导服务能力四个方面。与此相对应,集体协商指导员的培训课程,应设计为政治理论、技术要素、协商谈判和指导服务四个模块。其课程应实行分类化设置;教学形式则应突出实战性;考核评价亦应强调多元化。     

The single transferable vote and ethnic conflict: The evidence from Northern Ireland

There has been a long-running debate amongst constitutional engineers between those who favour the proportional representation of parties (usually via PR-Closed List systems) and post-election power-sharing (Lijphart) and those who favour attempting to induce pre-election inter-ethnic ‘vote-pooling’ (Horowitz) as a more effective and stable method of governing divided societies. Less attention has been paid to the fact that other options are available. A leading candidate amongst these is the Single Transferable Vote (STV), a non-categorical ordinal ballot system that may be capable of combining the essential ‘fairness’ of proportionality with the centripetal benefits of some inter-ethnic vote-pooling. Northern Ireland is the only divided society with extensive experience of STV elections. This paper examines the empirical evidence before and after the 1998 Belfast Agreement by examining the operation of the electoral system at the Northern Ireland Assembly elections of 1982, 1998, 2003, 2007 and 2011. The main findings are that prior to the 1998 Agreement inter-ethnic vote-pooling in Northern Ireland was very close to zero. Afterwards (1998–2007) terminal transfers from the moderate unionist UUP to the moderate nationalist SDLP averaged 32 per cent (and 13 per cent in the opposite direction). Although most transfers clearly remain within ethnic blocs, these inter-ethnic terminal transfers are a change with the past and suggest that STV may be an appropriate electoral system choice for some divided societies.     

禁止儿童乞讨的法经济学分析

分析和解决社会问题有多种进路。法经济学仰仗其强大的解释力和不断自我升级的活力,为分析社会问题提供了一种新颖实用的视角。我们可以运用法经济学的分析范式研究禁止儿童乞讨的问题。儿童乞讨问题受到社会各界广泛关注。有人建议立法干预,甚至全面禁止儿童乞讨。通过法经济学的视角可以剖析儿童乞讨问题的社会根源,并就制度设计过程中需要界清的有关概念以及各种社会成本与收益进行分析,进而按照法经济学的评价体系对各种主张进行考察,从技术层面与国际比较的层面上对禁止儿童乞讨作出制度设计或改进方面的具体分析与建议。     

Privacy and the regulation of 2012

This paper explores the European Commission’s proposal for a new Regulation to update and reform data protection law in Europe. As regards the Regulation itself, without presenting an exhaustive analysis of all the provisions, this paper aims to highlight some significant changes proposed to the data protection regime by comparison between Directive 95/46 and the proposed Regulation. It takes particularly into account legislative innovation concerning data protection principles, data subjects’ rights, data controllers and data processors obligations, and the regulation of technologies. Before analyzing these innovations, it introduces some considerations about the Commission’s choice to use a Regulation instead of a Directive to harmonize national data protection regime.     

厅局级领导干部的培训需求与教学设计

《中文速录》课程的教学设计研究——以辽宁公安司法管理干部学院为例

通过对辽宁公安司法管理干部学院书记官专业《中文速录》课程的分析,阐述了目前书记官专业《中文速录》课程教学设计方面存在的问题并提出解决办法,以期为《中文速录》课程教学改革起到一定的推动作用。
