便衣警察战术训练内容设计研究

便衣警察行动具有隐蔽性与快速性相结合的打击优势,许多城市开展的便衣警察行动收效甚好,而且有许多警务工作必须由便衣警察来完成。因此,探索便衣警察的战术训练内容具有重要的现实意义,通过对便衣警察的跟踪战术、抓捕战术、沟通战术、伪装战术等进行探索,从中总结出行之有效的训练方法和原则,从而能够使便衣警察的训练有的放矢,以提高便衣警察的执法能力。     

辽宁沿海经济带中心城镇的辐射带动作用

城镇化是指农村人口向城镇人口转化的过程,同时具有人口持续集聚的特性,是中国在工业化过程中必然经历的历史阶段。在发展辽宁沿海经济带城镇化进程中,出现顶层设计的缺失、中心城镇的示范作用不明显、有城无业导致人口集聚难等不和谐音符,该文从中心城镇的设计与建设角度,多角度论述了中心城镇打造成要素集聚区,实现对周边卫星城镇的辐射带动作用。     

All Tögethé® now: the recontextualization of branding and the stylization of diversity in EU public communication

This article examines the EU Birthday Logo Competition, which was launched jointly by the major European Union (EU) institutions to celebrate the 50th anniversary of the Treaty of Rome in 2007. As the first public communication initiative by the European Commission's newly restructured Directorate General for Communication, the logo competition is a particularly rich micro-textual “site” for a critical investigation of the recontextualization of corporate communication discourses and practices into institutional approaches to the communication of EU identity. Through an analysis of policy documents, on-site observations, textual artifacts, and in-depth interviews with policy-makers and design professionals I argue that the tensions and challenges that characterized the EU Birthday Logo Competition and related EU communication policy as a site of recontextualization may have led to the communication of a much more stylized, rather than complex and nuanced, version of European identity. In particular, I argue that the dialectic between the “professional/corporate” and “institutional/political” cultures that interacted in the selection, production and implementation of the anniversary logo may have contributed to obscuring key principles of corporate branding at work in the design, and may have in fact worked to produce a highly generic, decontextualized and ultimately also bland, although certainly problematic, “vision” of EU diversity.     

《监狱法》修改应注重解决的若干问题

2012年10月26日,全国人大常委会对《监狱法》的7个条款进行了修改,以保持和《刑事诉讼法》相关规定的一致性。因应性修改存在诸多方面的问题。《监狱法》在中国特色法律体系中的定位是行政法,《监狱法》修改应回应18年来累积的制度要求,合理配置法律主体的权利义务关系,为权利设计救济途径是当务之急。当前已具备《监狱法》修改的政治法律条件。     

Know Me,Love Me,Fear Me: The Anatomy of Candidate Poster Designs in the 2007 French Legislative Elections

Candidates in many elections spend a significant amount of their budget on posters, yet we know virtually nothing about their communication roles. Based on party strategy and visual communication research, this article argues that poster content is the result of strategic choices by candidates, with major and niche candidates using significantly different poster designs in an effort to influence voters' evaluations. Using an original database of 256 candidate posters from the 2007 French legislative elections and content analysis computer software, I show that niche party candidates consistently emphasize partisan and factual information cues (through size and placement on posters), while major party candidates rely heavily on candidate-oriented visuals and on nonverbal cues (e.g., eye contact) to persuade voters. Preliminary analyses indicate that poster visual design strategies are significantly associated with both major and niche party candidates' electoral performance.     

Veto power and power-sharing: insights from Burundi (2000–2018)

Veto power is a key institutional pillar of consociational power-sharing. However, the literature is divided on its impact for institutional functionality. While the founding father of consociational theory, Arend Lijphart, expects veto rights to be exercised sparingly by segmental elites, more recent scholarship emphasizes the need for restrictions (in terms of veto players, veto issues, veto points and procedure) in order to avoid abusive and disruptive veto practice. Burundi’s transition from ethnic conflict to ethnic pacification was strongly based on the use of military and political power-sharing, including consociationalism. This article examines the design of veto rights and their practice in Burundi over the past two decades. The analysis confirms that the institutional design of veto power matters, but it counters the hypothesis that a too enabling veto design induces the abuse of veto rights and disrupts consociational functionality. The Burundi case-study shows that the impact and “shelf-life” of veto rights are best understood by taking into consideration the intersection of veto power with other power-sharing institutions and practices, both formal and informal.     

Individuals’ experiences of sexual offending therapy in a forensic psychiatric setting

There is a paucity of research exploring individuals’ experiences of sexual offending therapy, particularly in forensic psychiatric settings. This study qualitatively explored the perspectives of six male medium-secure patients regarding the treatment programme they completed to address their sexual offending behaviour. Thematic analysis of interviews generated two themes: the experience of transition through the programme and the experience of engagement. The importance of gaining service-user feedback and the implications for programme design and delivery are discussed.     

血液中乙醇保存稳定性研究

目的确定血液中乙醇最佳保存条件,探讨影响血液中乙醇含量稳定性的主要因素。方法对血液保存的温度(-20、4、20℃)、防腐剂(NaF、无防腐剂、Na2O2)、储存容器中空气所占比例(0%、25%、50%)和血醇质量浓度(0.2、0.8、2.0mg/mL)四个因素采用正交试验L9(34)方法分组,样本采用顶空气相色谱法进行测定,测定结果采用方差分析进行讨论。结果在20℃保存且不加入防腐剂的两组样本中血醇浓度变化明显,其余变化不明显。结论血液样本在4℃、储存容器中空气比例为50%和加防腐剂(NaF)的条件下保存,稳定性最佳;四个影响因素中温度为影响血液中乙醇含量稳定性的主要因素。     

婚约制度的构建研究

法律对婚约之效力、诉讼主体的确认、彩礼归属、损害赔偿、责任承担等诸多具体问题的规定几乎空白,成为司法机关无力解决的一系列难题,往往出现同案不同判的严重现象,且当事人的合法权益也得不到保障。借鉴大陆法系国家和地区的立法经验,构建符合我国实际的婚约制度将对填补我国婚约立法,指导司法实践具有重要的理论价值和现实意义。
