The United Nations (UN) system comprises several intergovernmental organizations (IGOs) that were established to contribute to the functioning of the overall transnational system of delivering global public goods. However, many IGOs under the UN system are criticized for their failure to accomplish their mandates. Research argues that IGO boards serve as a governance mechanism that should be designed in order to effectively perform the monitoring function to ensure fulfillment of IGO mandates. Thus, using an inductive fuzzy set qualitative comparative analysis, this study explores 13 IGO boards under the UN system to identify the board designs that are associated with highly effective monitoring. Our findings reveal a board design typology reflecting the interplay of the level of organizational complexity and the extent of the distribution problem in IGOs. This research contributes to our understanding of IGO governance by underscoring the relationship between board designs and highly effective monitoring to help researchers and practitioners improve IGO performance. 相似文献

The limits on presidential authority in premier-presidential regimes permit legislatures to wield preeminent influence over government formation and termination. This article shows that even without formal powers to dismiss the prime minister, the president may play a decisive role in government replacement. The article compares three successful and one failed attempt by the president to unseat the prime minister in Ukraine under a premier-presidential system. Based on a review of the significance of 10 variables accounting for presidential activism, it finds that the president’s informal control over institutional veto players as well as the unity of his party faction and cooperation of opposition groups were necessary for the success of attempted cabinet turnover. 相似文献

As the pandemic forces public and private institutions to move online, many court and business leaders are looking to the field of online dispute resolution (ODR) for best practices and lessons learned. Developed over the last twenty years, largely in response to the growth of e‐commerce, the ODR field has generated a deep well of theory and practice while also identifying potential ethical dilemmas and risks. The application of technology, the “fourth party,” plays an increasingly integral role in how we negotiate resolutions to our disputes, with or without a third party. A brief overview of the history of ODR’s development will set the context for the exploration of the range of tools and techniques encompassed by online dispute resolution. Consideration of the ethical challenges raised by ODR practice will illuminate key questions and choices that need to be made in designing ODR systems and in governing their use. 相似文献

The paper discusses key elements of optimal central bank design and applies its findings to the Eurosystem. A particular focus
is on the size of monetary policy committees, the degree of centralization, and the representation of relative economic size
in the voting rights of regional (or sectoral) interests. Broad benchmarks for the optimal design of monetary policy committees
are derived, combining relevant theoretical arguments with available empirical evidence. A new indicator compares the mismatch
of relative regional economic size and voting rights in the monetary policy committees of the US Fed, the pre-1999 German
Bundesbank, and the ECB over time. Based on these benchmarks, there seems to be room to improve the organization of the ECB
Governing Board and current plans for reform.
