Abstract

As the largest source of carbon-free energy in the United States, nuclear energy must play a vital role in reducing emissions. This article suggests the Green New Deal, an ambitious federal proposal to address climate change, should aim to preserve the existing nuclear fleet by authorizing states to establish zero emission credit (“ZEC”) programs. The ZEC programs will provide credits, in the form of revenue, for the carbon-free attribute of nuclear energy. This article posits the ZEC programs should be based on a model ZEC program developed by the Federal Energy Regulatory Commission and explicitly authorized by amendment of the Federal Power Act to avoid issues of preemption.  相似文献

ABSTRACT

The article examines the interplay between external pressure and domestic learning through a case-study of Greek budgetary and fiscal management reform. Pre-crisis, budgetary management inadequacies were not efficiently addressed, mainly due to lack of awareness of problems, a low uncertainty environment and a strong political propensity to maintain discretionary use of financial resources. In contrast, crisis-era bailout conditionality represented a drastic change in the environment, increasing uncertainty and encouraging domestic openness to reform. The fiscal governance framework was significantly transformed, to a point of paradigm change. While there is no doubt regarding the impact of external pressure, the analysis highlights certain aspects that point to a domestic learning process, though variable in different parts of the political-administrative system.  相似文献

The Child and Adult Protection Authorities (KESB) have been the subject of controversial discussion since their establishment in 2013. The reform of the Guardianship Law provided for an institutional shift away from local guardianship authorities to regional specialist authorities. This article uses the Narrative Policy Framework (NPF) to examine the history of today’s controversy, simultaneously proposing an analytic strengthening of said framework. Previous NPF studies summarize policy actors into opponents and proponents. As a result, we do not know whether different actors use different narratives. We therefore separate the expert from the MP discourse. The analysis shows that the experts' arguments for a new institutional arrangement and a person‐oriented narrative dominated, which put the fundamental rights of the persons affected by guardianship measures up front. The study contributes to the understanding of the current controversy, in which a person‐oriented narrative seems to be dominant again, directed against the new authorities.  相似文献

This article explores the newspaper discourse surrounding a paradigm shift in social policy. The case at hand, Germany, is a prime example of a welfare state that was particularly resistant to reform. Hence, the rapid paradigm shift in German family policy since the late 1990s is puzzling. This study seeks to resolve this puzzle by drawing on the insight that public discourse is crucial for policy change. Politicians have to promote reforms prior to their implementation. The main channel for communication with the wider public is the mass media. I use newspaper coverage from 1990 to 2016 to analyze whether the media is responsive to reform initiatives. I use topic modeling, an innovative method from the computational social sciences (CSS), to identify dominant themes and shifts over time in a large corpus of newspaper articles (N = 1,459). The analysis shows that public discourse was responsive to the parliamentary debate. The article also clarifies the role of critical events and identifies discursive strategies.  相似文献

Do presidential climate change narratives increase related congressional attention in the United States? Narrative theory says since narratives leverage cognitive heuristics, they should focus policy-making attention in institutions more efficiently than non-narrative statements. This study identifies and tests climate change statements and narratives, including those focused on solutions, or “stories of hope,” and those focused on problems and victims, “stories of fear,” for relationships with congressional attention using time series analysis. Findings suggest a relationship between narrative and hearings, but not for non-narrative statements and hearings. Furthermore, while narratives are related to hearings generally, stories of fear have larger effects, but only in conditions of single party control of the US Presidency and Congress. This analysis supports theory about narratives and institutional influence and offers the additional concept of stories of fear and hope as impactful on political institutions.  相似文献

本文从布坎南关于"租"的论述出发,运用新制度主义方法重新审视"租"的公共政策意蕴,认为公共政策是一种正式制度安排,本质上是关于规定个体和集体选择集的制度安排结构;在制度变迁中,由于不同体制、权利和组织设置而获得的额外收益就是"租",这是公共政策存在的理由;寻租是有成本的,表现为政治交易费用,政府创租和利益集团寻租是不同的两种政治交易过程,表现为公共政策议程;有效率的公共政策选择依赖于制度结构,是制度结构赋予成本和收益以意义。  相似文献

This paper compares and clarifies differences revealed in proposals from different regions on a future multilateral climate regime, after the year 2012. More than 100 articles in English were collected, categorized according to the lead authors region, and then reviewed to identify the general tendencies of each region. Proposals on emission allocation rules were the most popular in Europe, while rules related to international emissions trading dominated proposals from the United States. Few articles came from other Annex I countries, but these generally provided only the most basic aspects of a future regime. Meanwhile, concerns for equity and the relevance of any new regime in terms of sustainable development were clear in proposals from non-Annex I countries. Differences among regions were considered to be a reflection of current circumstances in each authors region. The capacity and culture of authors in some regions were considered to be other possible factors in differences. The paper concludes that recognition of regional background that formulate respective preferences and concerns regarding a future climate regime will be important to help reach a multilateral agreement in future official negotiations.  相似文献

以德宗建中元年租庸调制的废弃和两税法的实行为分界,唐代税收体系和税收结构呈现出前后两个时期的鲜明特点。唐前期的租庸调制继承并总结了北魏隋朝以来的租调制,唐后期两税法和多种工商业税的推行则全面开启了征收资产税的法制化新里程。唐代国家税收体系和税收结构总体呈现出的由租庸调农业税为主向多元资产税并存的转化变动特点,对宋代以后的国家税收形态产生了重大的影响,也体现了唐代社会乃至中古封建社会的经济变动和社会发展。  相似文献
