This paper examines the case of a Complex Product System (CoPS)—a new satellite—and the combination of international firms and agencies that contributed to its development. Despite many political, organisational and interpersonal tensions, divergent objectives and strategic misjudgements, the satellite was successfully launched in 2002. It was found that a number of factors contributed to the successful conclusion of the project, including the evolution of organisational structures between different actors as the project progressed, the use of a range of innovation management tools accompanied by personnel with significant discretion and judgement, and a unifying methodology for satellite production called the Small Satellite Philosophy (SSP), which helped provide an approach for its effective integration. The paper describes the satellite project and the problems of technology transfer it confronted, then examines whether the solutions adopted could be appropriate for other complex innovative projects, particularly those involving joint public–private investments. It also describes the interaction between development time, mission cost, risk and return in reduced resource CoPS. Although the satellite itself was a technical success, government policy objectives for the project were not realised and the paper considers mismatches between policy objectives and mechanisms in complex projects.  相似文献

2009年末朝鲜突然实施的货币更换和禁止外币流通措施以失败告终,虽然没有达到抑制通货膨胀、扭转汇率双重结构、整顿经济管理秩序混乱的目的,却加快了朝鲜扩大对外经济合作的步伐,明确显示出朝鲜利用外部力量促进经济发展的战略调整轨迹。朝鲜将经济重心由重工业向农业和轻工业转变,把提高人民生活水平作为经济政策的核心目标。但是,朝鲜要正确处理计划经济与市场经济、自力更生与有限的对外开放、重工业与农业和轻工业之间的关系,才能从根本上解决其经济难题,实现经济稳定增长。  相似文献

在我国经济体制转轨过程中,社会保障一直承担着国有企业改革的成本转嫁。近年来,某些重大公共工程和公共政策,诸如三峡工程、南水北调工程等,也向社会保障进行成本转嫁,加重了社会保障的负担。本文认为,为了防止把社会保障变成转嫁成本的公地,应建立社会保障评估制度,对重大工程和公共政策实行事先的社会保障评估。  相似文献

Multiple DNA transfer has increasingly been brought up in court as potential means for the presence of the defendants DNA at the crime scene or on a piece of evidence. This has prompted several investigations into DNA transfer under very controlled and semi-controlled conditions, however little is published about DNA transfer in “uncontrolled” or real life situations.Here we examined the effects of multiple direct and indirect transfer of DNA within a small group of people and objects: three individuals participating in a social interaction of having a drink (jug of juice) together for 20 min. At the end of the tests all the surfaces of interest were sampled and analyzed.In many instances the last person or the only person to come in contact with the object was the main or the only depositor of the DNA detected on it. The jug was a clear vector for secondary DNA transfer. Interestingly, in many instances the participants acted as vectors for foreign DNA transfer.  相似文献

Bangladesh has made remarkable progress in increasing education access in the last 20 years. However, substantial inequalities in educational attainment remain even though equity in education is a central government objective. The article argues that weaknesses in education sector governance are crucial to understanding these persistent inequalities. At the level of the budget, anti‐poor biases in allocation decisions are shown to be the result of the budget's role in political management and the lack of effective accountability mechanisms. The spearhead of government attempts to address education inequality at the primary level has been the conditional cash transfer programme for poor children. The article shows that the programme has failed to target the poor and suggests that this has been due to the weaknesses and contradictions in the governance of the programme. Strengthening the links between policy and implementation through improvements in the governance of the sector are crucial if inequality is to be addressed and national education goals achieved.
