对我国国家助学贷款制度的理性分析

国家助学贷款制度是我国高等教育发展的必然选择,然而近年来该制度在实施过程中却出现了个人信用制度缺乏、风险补偿机制缺陷以及回收机制不健全等诸多问题,为此,我们要从建立和完善信用的法律保障体系、建立和完善大学生信用体系、改进和完善贷款偿还规则以及健全政府担保机制等途径不断完善我国国家助学贷款制度。

Iran's Tortuous Path Toward “Islamic Liberalism”

This article provides an overview of the intellectual and sociopolitical roots of Iran's tortuous path toward Islamic liberalism and reform. It analyzes the shift in the ideological orientation of a major faction within the political elite from a radical to a relatively moderate and liberal interpretation of Islam. The authors trace the roots of this ideological shift to a series of political developments since the triumph of the Islamic revolution in 1979, including various failures of the revolutionary regime to fulfill its populist and egalitarian promises; a considerable erosion in the legitimacy of the ruling clerics; the successful (though largely silent) resistance of the youth and women against the culturally restrictive policies of the Islamic Republic; the rise of a distinctly anti-fundamentalist, liberal-reformist interpretation of Islam by a number of Iranian theologians and religious intellectuals; and the precipitous decline in the popularity of revolutionary ideas in the 1990s. In spite of the increasing appeal of liberal-democratic ideas of individual freedom, pluralism, and political tolerance in the new reform movement and the overwhelming endorsement of these ideas in four recent national elections, including two presidential polls, the authors argue that the movement has had but a limited and, for the most part symbolic, influence on Iran's objective, and still repressive, political conditions.

Timespacing competence: multilingual children's linguistic worlds

Drawing on Kramsch's conceptualization of the multilingual subject and the symbolic self, in this paper, we explore how multilingual children re-signify three intertwined myths about the bilingual student, linguistic diversity and language competence, when, in the researcher-generated activity My linguistic world 2014, they are invited to map and talk about their lived experiences as multiple language users seen in the light of place and movement. By demythifying themselves and their linguistic worlds, the children also raise important questions about the notion of linguistic competence. By perceiving competences from a subjective child perspective, we learn how children do what we call timespacing competence. On that basis, we suggest paying attention to how children themselves timespace competence by focusing (more consistently) on the subjective, social, spatial and temporal dimensions of (knowing) language.     

加强公安院校学生信息应用能力的思考

在当前公安工作信息、情报主导警务的新形势下,公安民警的警务工作中越来越依赖信息技术和情报的应用。公安教育也应与时俱进,加强对学生的信息应用能力的教育。信息应用能力就是运用信息系统获取信息、鉴别信息、利用信息解决问题的能力素质,公安院校应通过建立情报实践训练基地、开设信息系统应用科目、加强实践型师资力量、加强情报理论研究等措施,培养学生的信息应用能力。     

Measuring youth and college student voter turnout

Young adulthood is a critical period in civic development. However, measuring electoral participation among this group generally—and the many young people who go to college in particular—is fraught with potential pitfalls stemming from a reliance on survey-based measures of voting. In this note, we compare patterns of youth turnout in two large-scale, survey-based datasets commonly used to measure voting, the Current Population Survey and the Cooperative Congressional Election Study, to two voter-file based datasets: the National Study of Learning, Voting, and Engagement (NSLVE) and a comprehensive nationwide voterfile provided by the Data Trust. We find high levels of concordance between measures in the NSLVE, Data Trust, and the CPS. However, despite linking their sample to validated voter records, the CCES does not mirror these benchmarks. We conclude by discussing the challenges and opportunities that shape the study of youth turnout.     

对我国学生权利保护四个法律问题研究

学生和学校之间的关系虽然有不平等的一面,但依然属于民事关系,属于民事合同关系,而非属于国家行政管理关系。学生的权利包括四个层次,即首要权利、作为学生而应当享有的其他权利、作为自然人而应当享有的其他民事权利和作为公民而应当享有的公权利。有必要对学校的权力进行控制,这种控制包括目的性控制和程序性控制。学生权利保护法的体系结构应当以此为基础而确定。
