This paper looks at EU banks' use of public cloud computing services. It is based primarily on anonymised interviews with banks, cloud providers, advisers, and financial services regulators. The findings are presented in three parts. Part 1 explored the extent to which banks operating in the EU, including global banks, use public cloud computing services.Part 2 of this paper covers the main legal and regulatory issues that may affect banks' use of cloud services. It sets out how EU banking regulators have approached banks' use of cloud services and considers regulators' lack of cloud computing knowledge. The paper further considers how the regulation of outsourcing applies to banks' use of cloud services, including whether cloud computing constitutes “outsourcing”. It analyses the contentious issue of contractual audit rights for regulators as well as legal and practical issues around risk assessments, security, business continuity, concentration risk, bank resolution, and banking secrecy laws.Part 3 looks at the key contractual issues that arise between banks and cloud service providers, including data protection requirements, termination, service changes, and liability.All three parts of the paper can be accessed via Computer Law and Security Review's page on ScienceDirect at: http://www.sciencedirect.com/science/journal/02673649?sdc=2. One of the central ideas of liberal democracy is to ensure broad-based citizen participation in the governance process that goes beyond simply voting. However, evidence shows that on many occasions it has been failing to do so both in the developed and developing countries. As such, this paper, based on an empirical study, analyzes the scopes, forms, and nature of citizen participation in the urban local governance process in Bangladesh. It is found that citizen participation has been nominal in the local governance process due to a number of social, political, and institutional factors, for example, electoral politics, limited citizen’s accesses to various decision-making bodies, the existence of clientelistic politics and the presence of a weak civil society.  相似文献

This study examines the role of formal institutions and rules of government in the formation of joint venture agreements for economic development. Research suggests local governing arrangements play an influential role in the policy area of local economic development. This study presents an argument that form of government provides incentives that influence the decision to establish a developmental, redistributive, or regional interjurisdictional agreement. The results of a multinomial logit model using survey data collected from 12 metropolitan areas provides evidence to support the hypotheses that unreformed governing institutions, compared to cities with an appointed professional manager, are more likely to form joint venture agreements that are developmental in nature.  相似文献

The aim of this article is to analyze comparatively how academics, physicians, and nurses positioned themselves in relation to the reconfiguration of power structures and decisional processes, under New Public Management influence, in the hospitals, and higher education institutions. The empirical data are gathered from a survey applied to the three professional groups. Quantitative results show that the three groups have similar positions concerning power concentration at institutions’ top governance. However, relevant differences emerge in their views concerning the organization and control of the social division of work and also of their professional practices.  相似文献

ABSTRACT

This article concerns structural funding for Polish cultural heritage for the years 2007–13, focusing on the largest operational program, “Infrastructure and Environment,” financed by the European Regional Development Fund. It presents the results of empirical research based on a questionnaire study of a specifically selected group of projects funded under this program. The objective of the study was to analyze the outcomes of this funding upon completion of the financial perspective, presenting tangible and intangible results as well as potential external effects. The empirical data allowed the development of conclusions and recommendations, stressing the importance of the continuing improvement and development of the funding scheme.  相似文献

Abstract

Connell and Farrington (1997) carried out the first study of the reliability and validity of reports of bullying and victimisation in correctional institutions, using individual interviews. The present research describes the second study on this topic using questionnaire measures of self, peer and staff reports of bullying and victimisation in one Children's Home (N=16 residents, 15 peers, 6 staff, making up to 1440 comparisons) and one Correctional Home (N=19 residents, 18 peers, 6 staff, making up to 2052 comparisons) in Croatia. The present study improved on the Connell and Farrington study by examining the test–retest stability of the questionnaire and using relative improvement over chance coefficients in assessing inter-rater reliability. Unlike in the Connell and Farrington study, self-reports of bullying and victimisation were collected in small groups rather than in individual interviews. Generally, there was significant agreement between residents, peers and staff in identifying bullies and victims, and the test–retest stability of the questionnaire was high. In line with the findings of Connell and Farrington, it is concluded that self-reports provide the most reliable and valid data about bullying amongst institutionalised youth.  相似文献

Abstract

The essay is a comparative analysis of APEC and the EU, which looks at the particular sorts of economic orders these institutions are helping to create. It is argued that the two regions display some noteworthy differences that result from different approaches to the problem of economic governance. These differences reflect much more than the relative degree and level of regional institutionalization; they flow from different ‘political rationalities’ that are themselves a function of the very different liberal and illiberal polities in Europe and East Asia. Our key theoretical innovation is to use the framework of political rationality to explain different regional approaches to economic governance; more specifically we argue that the EU and the East Asian members of APEC may be understood as respectively subscribing to broadly conceived liberal and cameralist approaches to economic governance which are in turn reflected in the design of regional institutions.  相似文献

Policy reforms have facilitated entry of quite a few transnational corporations (TNC) into Indian industries. This has important implications for the evolution of competitive industrial structure. This article focuses on the issue of the response mechanism of local firms to competition from new entrant TNCs and the possible strategies of TNCs in penetrating the Indian market. It develops a conceptual framework by incorporating elements of intangible assets theory and new institutional economics into a simple sequential entry oligopoly model. This yields interesting insights into qualitative behaviour of firms in the post-reforms period. A few hypotheses drawn from the conceptual framework are empirically tested on the basis of firm level panel data drawn from a set of Indian industries.  相似文献

Undergraduate community psychology courses can empower students to address challenging problems in their local communities. Creating a logic model is an experiential way to learn course concepts by “doing.” Throughout the semester, students work with peers to define a problem, develop an intervention, and plan an evaluation focused on an issue of concern to them. This report provides an overview of how to organize a community psychology course around the creation of a logic model in order for students to develop this applied skill. Two undergraduate student authors report on their experience with the logic model assignment, describing the community problem they chose to address, what they learned from the assignment, what they found challenging, and what they are doing now in their communities based on what they learned.  相似文献
