布雷顿森林模式的改革研究

布雷顿森林模式是一种基本投票权和加权投票权相结合的加权表决制度,它存在许多问题。解决方法有:赋予发展中国家更多的与其地位和作用一致的投票权,增加基本票在总投票权中的比重,采用集团投票制,各机构改革分开进行,并应有独立的份额分配公式,选择合理的参数和权重,改进GDP的计算方法,以上这些都要纳入法制化轨道。发展中国家对待改革要讲究策略,谨慎看待已取得的改革成果,对改革的渐进性和艰巨性要有充分认识,建立发展中国家之间的协调机制,发展本国经济,增加综合国力。     

How governing experience conditions winner-loser effects. An empirical analysis of the satisfaction with democracy in Spain after 2011 elections

Research has shown that those who win an election are more satisfied with democracy than those who lost. The current study explores this winner/loser gap using survey data from the 2011 Spanish general election. The study assumes that there are different losers. The results indicate that citizen satisfaction with democracy shows a negative relationship with parties that are consistently unable to obtain office. The implication is that the effects of the winner-loser effects are much smaller within the group of parties that have previous experience in government. Finally, I report and independent effect that citizengovernment policy proximity boosts satisfaction with democracy.

从文秘专业大学生择业驱动因素的调查数据统计分析中,显现出其在择业、求职的价值取向不甚正确,反映了目前对大学生择业观、就业观教育还存在的职业意识缺位的问题。因此,亟需构建以职业意识教育为核心的就业观、择业观教育体系,以培养大学生树立正确的职业意识,从而在择业、就业上形成其应有的优势。     

关于多媒体时代公安院校加强书法教育的思考

素质教育是德育、智育、体育、美育诸育的有机组合。书法教育身兼德育、美育两大重任,其目标与素质教育“面向全体、全面发展、培养个性”的特征具有一致性,在素质教育中占有特殊的重要地位。公安院校应加强书法教育,在其课程定位、教学内容、教学方法与手段、物质保障等方面进行科学研讨、决策与实施,从而切实发挥书法教育的功能,促进公安院校学员素质的提升。     

Chinese capital flows and offshore financial centers

Abstract

Why is the British Virgin Islands a bigger source of foreign direct investment into China than the USA, the European Union and Japan combined? Why is there 10 times more investment from China in the Caymans Islands than there is in the USA? This paper argues that these flows represent the efforts of Chinese and foreign investors to reduce governance and measurement transaction costs. Investors avail themselves of efficient institutions in offshore centers that are absent locally. These institutional attractions include the ease of raising capital on foreign stock markets, access to reliable courts, and more flexible and sophisticated financial products. Existing explanations of these capital movements, characterizing them as criminal money or tax arbitrage, are insufficient. Evidence is drawn from government statistics, private legal advice and interviews in offshore financial centers.     

修改《劳动法》若干问题研究--从基本理念和具体制度层面分析

《劳动法》颁布10年来取得了巨大的成绩,但由于立法背景、对劳动关系本质认识的不足以及社会关系在转型时期的复杂性等因素的影响,存在严重缺陷,全面修改《劳动法》已为识者所共见。在深入研究劳动法的基本理念和认真分析各项劳动制度的基础上,比较、借鉴其他国家劳动立法,结合国际劳工公约的具体规定,将前瞻性和可操作性贯穿修改的始终,并注意与相关部门法的配套与衔接,完善而科学的劳动法体系是值得期待的。

Social Justice Issues in the Management of Religious Diversity in Australia

New religions, both those arriving by way of the cultural baggage of migrants and those which are part of the panoply of recent New Religious Movements and the New Age, have challenged and changed Australia's religious demography, but have been incorporated into Australian society in a comparatively peaceable way due to Australia's very tolerant religious institution. The effective management of this new religious diversity has been made possible by previously existing norms and expectations (i.e., institutions). The attempt to enact federal legislation to protect freedom of religion and belief in response to ICCPR Article 18 spearheaded by Australia's Human Rights and Equal Opportunities Commission provides an opportunity to examine a particular case of the management of religious diversity. Groups that viewed the consequences of religious difference from a social justice perspective supported the legislation, and those that essentialize religious difference opposed it.
