This article takes stock of recent advances in the field of comparative authoritarianism. The four books reviewed shed light on the effects of social activism, claim-making and social protests on authoritarian resilience. Taken as a whole, they intervene in the scholarly debates that examine the rise of collective, often contentious action under authoritarian rule. In so doing they account both for how states tolerate or even encourage collective action and the extent to which, in turn, protests by distinct social groups re-shape the political system. As authoritarian institutions, democratic-looking or otherwise, have received considerable attention of late, this article calls for greater attention to the economic and ideational dimensions of authoritarianism and, more generally, a broader research agenda.  相似文献

如果以谁有权宣布紧急状态作为分类标准 ,那么 ,波兰、罗马尼亚和斯洛伐克三国的紧急权力制度属于总统模式 ;而斯洛文尼亚、保加利亚和匈牙利三国的紧急权力制度属于议会模式 ;实施议会模式的国家的宪法也规定了议会闭会时紧急权力的宣布情形。与“事实时空”模式和“独任”模式的紧急权力制度的经典理论相反 ,东欧六国的紧急权力制度属于“制度时空”模式和“合议”模式 ,强调法律程序、合作、牵制和妥协。新东欧六国的紧急权力制度的经验可以为我国紧急权力法制化的目标模式提供借鉴意义  相似文献

International studies majors have become increasingly popular at liberal arts colleges and universities in the Midwest. What are the features of various international studies programs, particularly regarding the degree of "structure" in the major? What factors appear to be related to whether a liberal arts college or university offers an international studies major in the first place? What explains the variations that exist that characterize international studies majors? This paper empirically investigates these questions by surveying sixty-six liberal arts and sciences colleges and universities in Illinois, Iowa, and Missouri. We find that although international studies majors are somewhat prevalent in the "heartland," there is considerable variation in how they are structured. Further, the results suggest that whether or not an institution has an international studies program is largely a function of whether an institution has a graduate program in a field that allows for a concentration in international affairs. We conclude with some observations that might promote future discussion on development of international studies majors.  相似文献

Environmental financing is one of the crucial issues of international environmental law and its implementation. From an environmental perspective a prerequisite for success is that financial resources are used in an environmentally effective way. Whether the World Bank, the Global Environment Facility (GEF) and the Prototype Carbon Fund (PCF) can be perceived as effective environmental actors has to be measured by their objectives, their potential to promote accepted environmental standards and their relevant funding practices. After significant improvements of their environmental policies, the World Bank must be considered the most important institution for environmental financing due to its involvement in environmental trust funds but also in regard to its regular lending practices. The GEF remains exceptional due to its institutional structure and scope, whereas the PCF is an example of public–private partnerships that might be a model for future financing via trust funds. Since acceptance of institutions can only be created if they are considered to be legitimate, legitimacy is closely tied to effectiveness. The main criteria for legitimacy are state consent and the equality of states as well as supplementary considerations such as transparency and public participation. From this perspective the World Bank, GEF and PCF structures of voting and participation have come a long way, and despite their particularities and deficiencies they reflect to a varying degree elements of legitimate decision making.  相似文献

The limits on presidential authority in premier-presidential regimes permit legislatures to wield preeminent influence over government formation and termination. This article shows that even without formal powers to dismiss the prime minister, the president may play a decisive role in government replacement. The article compares three successful and one failed attempt by the president to unseat the prime minister in Ukraine under a premier-presidential system. Based on a review of the significance of 10 variables accounting for presidential activism, it finds that the president’s informal control over institutional veto players as well as the unity of his party faction and cooperation of opposition groups were necessary for the success of attempted cabinet turnover.  相似文献

This paper examines the rational choice reasoning that is used to explain the correlation between low voter turnout and the disruptions caused by weather related phenomena in the United States. Using in-person as well as phone survey data collected in New York City where the damage and disruption caused by Hurricane Sandy varied by district and even by city blocks, we explore, more directly than one can with aggregate data, whether individuals who were more affected by the disruptions caused by Hurricane Sandy were more or less likely to vote in the 2012 Presidential Election that took place while voters still struggled with the devastation of the hurricane and unusually low temperatures. Contrary to the findings of other scholars who use aggregate data to examine similar questions, we find that there is no difference in the likelihood to vote between citizens who experienced greater discomfort and those who experienced no discomfort even in non-competitive districts. We theorize that this is in part due to the resilience to costs and higher levels of political engagement that vulnerable groups develop under certain institutional conditions.  相似文献

There has been considerable recognition of the regional embeddedness of the knowledge-based economy and its uneven geographical incidence, with mainly urban or metropolitan areas being the crucibles of knowledge-intensive activities. Drawing from recent research conducted analysing cultural industries, the paper explores how the knowledge-based economy can be built upon, focussing on the value afforded by regional cultural diversity which offers a means of economic development and growth to peripheral regions.  相似文献
