What was the origin of the commitment of international institutions to promote economic development in poorer countries? A popular view in “post-development” scholarship has been that this international development project was born with Truman’s Point Four program of 1949. This article suggests instead that it emerged for the first time in a significant way out of the Bretton Woods conference of 1944, with US-Latin American relations in the early 1940s acting as a key incubator for this innovation in international governance. This historical reinterpretation leads to a different view of the initial content of the international development project and the politics that generated it. It also challenges those who have downplayed the significance of the development content of the Bretton Woods negotiations.  相似文献

This paper asks whether citizens judge public administration to be trustworthy using different criteria from other political institutions. Using survey data, we estimate ordered logistic and multivariate regressions to compare the determinants of trust in six different political-administrative institutions. Findings show that social trust, political interest, as well as other individual characteristics, have very similar effects on trust regardless of the institution. The evidence shows that people who are older and more educated, interested in politics, and employed in the public sector, are only slightly more likely to make some sort of distinction. Implications for non-discriminant judgement mechanisms are discussed.  相似文献

Abstract

It has become convention in recent years to treat the building of institutions as the centerpiece of successful economic reform. The case of Estonia challenges this view. Although effective economic institutions eventually arose, Estonia began its transition bereft of the institutions that supposedly serve as the requisites of robust achievement. The institutions only emerged after an ideologically driven core of leaders implemented policies that laid the groundwork. In particular, the imposition of hard budget constraints sidelined political capitalists opposed to the rule of law by severing them from the state subsidies, soft loans, and other privileges on which they thrive. In the absence of a powerful class of political capitalists, Estonian governments were free to forge and continually improve a collection of institutions that sets the country apart among its postcommunist peers. Good institutions are desirable but not necessary for policy reform, and they are better seen as auspicious knock-on effects than as prime movers.  相似文献

ABSTRACT

This article is the result of qualitative research conducted on the corporate social responsibility (CSR) communication disseminated by two financial institutions, FNB and Capitec, on their social networking sites (SNSs). The research employed a phenomenological research paradigm to explore the interactions between the financial institutions and their stakeholders on Facebook and Twitter. Collected data were analysed by means of interpretative discourse analysis as well as two computer-aided qualitative data analysis software programmes, Leximancer and Centim. The authors categorised the financial institutions’ CSR communication in themes and coded it according to a newly formulated theoretical framework of Ubuntu-centred communication practices on SNSs. It was found that FNB's CSR communication was based on Ubuntu values whereas Capitec's CSR communication did not exhibit key characteristics, such as the inclusion of narratives and archetypes, sound conflict resolution strategies, and the presentation of mutually beneficial solutions to societal issues. Based on the findings, it is proposed that organisation-stakeholder interactions can be facilitated when organisations disseminate CSR messages and constructively engage with stakeholders on SNSs. Moreover, culturally-specific communication management strategies, such as Ubuntu-centred communication, should be infused in holistic communication models to foster participatory online communities which are characterised by dialogue, mutual trust and reciprocity.  相似文献

Abstract

The European Union (EU) has led international politics on antipersonnel landmines (APLs) for a decade now, and its foreign policy in this domain is perceived as a success story. Nevertheless, at the beginning of the negotiations that led to the Ottawa Convention, the EU looked unable to play any relevant part. This article addresses the emergence of the EU's foreign policy on APLs by arguing, in a second image-reversed way, that the corresponding international regime has deeply influenced the EU. It has changed Member States' and EU institutions' preferences, and it has empowered pro-Ottawa and pro-integration actors. This article explores the intra-EU conditions that have facilitated this influence and the way in which the regime itself has shaped them.  相似文献

Procedural processes like periodic elections based on universal adult franchise, political rights and civil liberties may not ensure the inclusion of minorities in governance of multiethnic democracies. The Nepali case shows that exclusion from governance may in fact increase in new democracies. However, as the open polity facilitates awareness and mobilization among the disadvantaged groups, the over all effect, despite the exclusion, is democratization. The exclusion, however, could lead to the derailment of democracy as sections of the excluded groups question the legitimacy of the process that excludes them while others support non-democratic forces. This study discusses the role of historical legacies, majoritarian political institutions, informal norms, and political elite attitudes and behaviour for the continuation or increase in political exclusion in Nepal.  相似文献

Despite their importance to democratic consolidation, relationships between civil society activists and political parties have often been problematic following the downfall of authoritarian regimes. In challenging authoritarian rule in Malaysia, though, these forces have increased cooperation and jointly committed at the 2008 elections to local government reform. This was especially important for middle-class non-governmental organization (NGO) activists seeking a transformation in the political culture of parties. Moreover, state government victories by reformist Pakatan Rakyat (PR) coalitions included Selangor and Penang where these NGOs are concentrated. Yet while local government reform followed, NGOs and parties placed differing emphases on elections, transcending ethnic-based representation, and checks and balances on local government power. Lacking substantial social and organizational bases, NGOs were outflanked by more powerful interests inside and outside PR parties, including those aligned with ethnic-based ideologies of representation and economic development models opposed by NGOs. NGO activists also advanced various democratic and technocratic rationales for local representation, indicating a complex ideological mix underlying their reform push. The study highlights interrelated structural and ideational factors likely to more generally constrain the capacity of middle-class NGOs to play a vanguard role in democratically transforming Malaysian political culture.  相似文献

This article focuses on the interaction between parliamentary committees and external actors. How is the interaction organised, and how does it influence which interests are voiced? The authors show that institutional variation in procedures for calling witnesses and variation in committee agendas influence both the composition of actors and the concentration of evidence. By composition of actors, they refer to the set of different actor types involved. By evidence concentration, they refer to the extent to which evidence is provided by a relatively small share of active actors. The study is based on a new data set of all contacts between parliamentary committees and external actors in one year across three countries: the United Kingdom, Denmark and the Netherlands. Interestingly, the findings show that procedures of invitation rather than open calls increase the diversity of actor composition and decrease the concentration of actor evidence. This, however, comes at a cost, since the overall volume of contacts is reduced.  相似文献
