广东城市公用事业发展实证分析

改革开放以来,广东城市公用事业各项规模指标都有了很大程度的提高。多数行业都经历了前十年的飞速发展和后十年的低速发展。但与其他省市相比,各项城市公用事业发展具有不平衡性。城市供水、园林环卫和市政设施发展较好,城市燃气和公共交通则相对落后。从区域结构来看,广东的城市公用事业发展也不均衡。     

文化动力：一种解释城市发展与转型的新思维

城市发展动力问题一直备受社会和学界关注。新型城镇化背景下,以人为本的思路要求城市发展模式从规模粗放型向质量集约型转变、从增量扩能向做优存量调整。因为单纯依赖土地、劳动力、资金和管理效率等要素的“传统模式”,很难维持城市的可持续发展。在新背景下,大城市如何进一步发展,提升内涵与质量？文化动力模式作为一种新的发展路径,是对该问题的学术回应。文化动力中的“文化”,并不是指那种模糊的、抽象的、无所不包的文化,而是指那些与本地居民生活息息相关的生活文化设施、多样性组织、各种文化实践等构成的城市场景,以及场景中隐藏的自我表达、超凡魅力和时尚等价值观与生活方式。这些因素能对创意阶层产生吸引作用,并影响该群体的城市流动和新兴公司选址等。从这个角度来说,文化动力模式作为一种全新思维,重塑着城市发展与转型的后工业路径。     

Residential Segregation,Housing Submarkets,and Spatial Analysis: St. Louis and Cincinnati as a Case Study

This article considers how spatial analysis of housing submarkets can advance research into residential segregation. While an emphasis on housing submarkets has been proposed as a new construct for modeling housing prices, its use in analyzing residential segregation has been limited. Recent advances in spatial analysis and geographic information systems present new opportunities for researchers to exploit the potential of housing submarkets as constructs that offer a more precise way to examine residential segregation. The article synthesizes literature related to residential segregation and housing submarkets and demonstrates how to delineate housing submarkets using publicly available data. It examines the spatial distribution of housing submarkets and how the socially disadvantaged are represented across housing submarkets in St. Louis, Missouri, and Cincinnati, Ohio, to conclude that St. Louis's housing market is more polarized and racially segregated than Cincinnati's. Spatial analysis of housing submarkets, in conjunction with archival analysis, provides a promising avenue for identifying residential segregation as a multidimensional phenomenon, and a means to explore local processes of urban inequality.     

Remunicipalization in German cities: contesting neo-liberalism and reimagining urban governance?

After two decades of widespread privatization, German municipalities have started to re-purchase privatized companies. At the same time, social movements are campaigning for remunicipalization, promoting it as a means of achieving greater urban democracy, though these objectives are often divergent from those of municipalities concerned with reasserting local state autonomy. With reference to Berlin, the paper discusses how remunicipalization campaigns might contribute to post-neo-liberal urban governance. It presents a preliminary frame for developing progressive remunicipalization movements centred on three elements of contestation: rejection of neo-liberalism; connection to other and broader struggles; and commoning as an alternative form of urban governance.

阻碍城市交通可持续发展的因素中，由出行决策引起的障碍，不容易破除。该文具体分析了城市可持续发展的公众出行决策障碍来源，通过对城市交通可持续发展机制的研究。在总结中国城市交通发展建设经验的基础上，借鉴其他国家的相关经验，提出了一套包括机制建设、政策法规、交通基础设施建设和技术在内的城市交通系统可持续发展出行决策障碍的综合解决策略。     

解决我国城镇居民贫困化问题的对策

上个世纪 90年代以来 ,一部分城镇居民贫困化问题日益突出 ,他们的生活每况愈下 ,非常窘迫。这个贫困群体形成的原因主要是失业下岗人员显著增加、社会保障制度滞后和不健全以及工薪阶层的支出压力。建立和完善社会保障制度 ,缩小收入差距 ;抓好再就业工程 ,尽可能地实现充分就业 ;完善个人所得税制 ,发挥税收调节收入差距的作用 ;加快发展生产力是解决城镇居民贫困化问题的对策选择。     

新世纪社会思潮对我国青年影响的特点

进入21世纪以来,改革的不断深入带来了人们生活方式、思维方式的巨大变化,新的社会思潮对人们特别是青年产生重要的影响,表现出新的特点:从形式看更显露时尚性;从内容上看更关注主体性;从层次上看更趋于一致性;从性质上看更具有隐蔽性的新特点。

Local Government Support for Women in the Informal Economy in Durban, South Africa

This paper examines the response of the city government of Durban to the growth of the informal economy. It argues that, unlike the national government of South Africa, Durban's government has been creative in designing policies that favor informal economy workers, particularly women. These progressive policies are the result of an innovative local government and, to some extent, an emerging self-employed women worker's union that has been able to exert influence on informal economy policies.
