The paper’s aim is to show to EU policy makers, academics, journalists and the general public what the available information tells us about crime levels, trends in crime and public opinion about crime among Member States. The paper centres on an analysis of current trends on crime levels and trends based on the data available both from victimisation surveys and police statistics. The victimisation survey source is the published data collected in the International Crime Victimisation Survey. A separate analysis based on the Eurobarometer was also carried out. Data on police statistics present two separate sources i.e. the Council of Europe Sourcebook and the crime data published annually by the UK Home Office. These two sources both add considerable value to the raw police statistics by their choice of data, their commentary and their technical explanations and definitions. The paper compares data on three crime types (robbery, domestic burglary and theft of a motor vehicle) across the 15 Member States of the European Union (as in 2003). These three types were selected in line with the priorities of the EU Commission and as types of crime that are a major concern for EU-citizens. The paper has been modified from a report produced by the European Crime prevention network for the EU Directorate of Justice and Home Affairs with the permission of the EU. 在我国每年发生的道路交通事故中,非机动车驾驶人往往成为最严重的伤害对象。根据非机动车驾驶人多为颅脑损伤的特征以及电动自行车、残疾人专用车自身的危险性,结合国外的经验,对非机动车驾驶人交通伤害的预防,可采取如下对策:推行佩戴安全头盔政策、制定自行车道设计规范及管理要求、优化大型车辆行驶路线、加强对自行车驾驶人的交通安全教育。  相似文献

目的运用计算机仿真技术模拟汽车碰撞过程,为法医学鉴定及交通事故处理提供参考依据。方法通过对汽车碰撞中乘员损伤成因分析及车辆痕迹检验,建立有效的人体、车辆仿真模型,利用动量冲量法与多刚体动力学结合仿真求解乘员运动模式,客观再现乘员交通伤特点。结果计算机仿真汽车碰撞过程中,人体模型上碰撞部位的分布符合法医学检验所得结果。结论计算机仿真求解乘员交通伤的方法在法医学鉴定和事故责任认定中具有参考价值。  相似文献

Car key burglary has recently become the focus of empirical investigation as offenders, no longer able to steal vehicles without first obtaining their keys, resort to "burgling" target properties. Research surrounding the modus operandi of these offenses is beginning to emerge; however, little attention has been paid to investigating the characteristics of car key burglary offenders. Challenging the assumption that car key burglary offenses are perpetrated by regular burglars, this study aims to differentiate between offenders. Logistic regression analysis of 110 car key and 110 regular burglary offenders revealed that car key burglars are more likely to have previous vehicle theft convictions and are also more likely to be detected on information supplied to the police than regular burglars. Regular burglars are more likely to have previous shoplifting convictions. It was concluded that car key burglars are a distinct sample of offenders and the implications of these findings are discussed.  相似文献

Electrocution deaths are mostly accidental. However, reconstruction of events in unusual electrocution death is challenging. This article reports an accidental death due to electrocution in a highly unusual circumstance, in which a truck driver reversing his vehicle was electrocuted when his truck inadvertently touched an overhead high-voltage wire. The electric injury marks were present over the sole of the right foot. The scene investigation revealed that the high-voltage wire was loose and was below the level of the prescribed height. The truck was passing over an elevated area made up of dirt and stone. The interior of the cabin of the truck revealed a few non-insulated metallic areas over the floor of the truck, between the accelerator and the brake, which were attributed as the sources of entry of electricity into the body. The electric injury marks were different than those usually seen in high-voltage electrocution as there was an intermediate object (truck) involved, and the contact period between the truck and the electric wire was minimal. This fatality was attributed to the non-proper insulation of the interior of the truck, the negligent driving of the truck driver over the elevated surface, and the loose high-voltage wire without proper maintenance.  相似文献

不同的归责原则体现不同的责任分配思想和责任承担基础,因此其责任主体的认定标准也不相同。《道路交通安全法》第76条没有采纳单一的归责原则,而是区分不同的责任范围和交通事故类型分别适用不同的归责原则。"运行支配和运行利益"是危险责任原则下保有者或者运行供用者的判断标准,因此将其作为我国机动车交通事故责任主体的判断标准必然与《道路交通安全法》第76条第(一)项所确立的过错责任相冲突。我国未来制定的民法典应当在厘清归责原则与责任主体之间关系的基础上,正确定位机动车交通事故责任的归责原则,并规定与之相适应的责任主体。  相似文献

Often, criminal acts involving a vehicle are caught on digital video surveillance systems. While potentially useful for an investigation, the recording conditions are typically less than optimal for the extraction of key information for the identification of the perpetrator, such as a license plate. Providing the make, model and year of a questioned vehicle is a common request for examiners, to narrow the field of potential suspect vehicles. This study seeks to compare the performance of a nonpeer-reviewed make, model, and year determination between two separate groups, specifically, trained forensic image examiners and nontrained individuals. Results show that even with varied image capture conditions and quality, the trained forensic image examiners more correctly and completely identified the test group of questioned vehicles make, model, and year.  相似文献
