Current state law creates the risk that, if sex education is not provided to a child in public school, no similar instruction will be given to the child. Legislatively enacted opt‐out provisions give parents broad control over their child's education by granting them the option to have their child excused from any sex education requirements within a public school's curriculum. Through public school sex education, professionals provide youth information aimed at protecting them from the dangers of pregnancy and sexually transmitted diseases (STDs). A stricter statutory opt‐out provision should be enacted by state legislatures that only allows parents to excuse their child from sex education after a parent attends a 90‐minute STD prevention course and receives the instructional material used in the school's sex education curriculum. Parents should be provided up‐to‐date information and a structural framework designed by the school to encourage them to discuss with their child the many sexual issues addressed within a school's sex education curriculum. 相似文献

Through what mechanism do interest groups shape public opinion on concrete policies? In this article, three hypotheses are proposed that distinguish between the effect of the arguments conveyed by interest groups and the effect of interest groups as source cues. Two survey experiments on the proposed Transatlantic Trade and Investment Partnership (TIPP) and the 2015 Paris Agreement on climate change allow the testing of these hypotheses. The resulting evidence from several countries shows that, with respect to interest groups’ attempts at shaping public opinion, arguments matter more than their sources. This is so even when accounting for people's trust in the interest groups that serve as source cues and for people's level of information about a policy. The finding that interest groups affect public opinion via arguments rather than as source cues has implications for the literature on elite influence on public opinion and the normative evaluation of interest group activities. 相似文献

Abstract The purpose of this article is to conduct a multi-method evaluation to investigate the effectiveness of a youth development program for military dependent youth entitled, Youth Action Program. The dimensions of an ecological program are used to examine the program post-de-facto. The comparison with elements of ecological programming provided reasons as to this program's perceived impact and its weaknesses. A multi-dimensional evaluation is employed that examines the processes and outcomes in their natural settings. Youth and parents overwhelmingly believed that this program had made a positive difference in their lives. Youth demonstrated an improvement, although not significant, in their self-concept; however, participating youths' levels of social isolation and withdrawal from social contact remained at a high level. The results and need for future research are presented related to evaluating youth development programs and the ecological model. 相似文献
