Contracting out of health services increasingly involves a new role for governments as purchasers of services. To date, emphasis has been on contractual outcomes and the contracting process, which may benefit from improvements in developing countries, has been understudied. This article uses evidence from wide scale NGO contracting in Pakistan and examines the performance of government purchasers in managing the contracting process; draws comparisons with NGO managed contracting; and identifies purchaser skills needed for contracting NGOs. We found that the contracting process is complex and government purchasers struggled to manage the contracting process despite the provision of well‐designed contracts and guidelines. Weaknesses were seen in three areas: (i) poor capacity for managing tendering; (ii) weak public sector governance resulting in slow processes, low interest and rent seeking pressures; and (iii) mistrust between government and the NGO sector. In comparison parallel contracting ventures managed by large NGOs generally resulted in faster implementation, closer contractual relationships, drew wider participation of NGOs and often provided technical support. Our findings do not dilute the importance of government in contracting but front the case for an independent purchasing agency, for example an experienced NGO, to manage public sector contracts for community based services with the government role instead being one of larger oversight. It has been observed that countries that implemented new public management (NPM) reforms are currently witnessing growing complaints about a decline in the policy capacity of their public services. Australia is a part of this trend with public sector leaders increasingly voicing concern about policy capacity decline within the Australian Public Service (APS). This article sets out to examine whether there is an empirical basis for this discourse and to assess allegations that NPM reforms have contributed to any related shifts. It draws on rail policy and the Department of Transport as its case study. It finds that the reforms transformed role of the department in a way that enhanced strategic policy capacity. However, the reforms also introduced a number of structural impediments that make it difficult for the new role to be effectively executed .  相似文献

This article discusses the various challenges that public organizations face resulting from collaboration with different types of actors. Building on studies from the public and private sector, the characteristics of collaboration between citizens and public organizations are discussed and measures to address these characteristics are proposed. Based on these findings, different dimensions of an organizational citizen-centered collaborative capacity are identified. The result of this study is a conceptualization of such a collaborative capacity, which includes the dimensions of structuring, motivating, applying, and assessing. It is further argued that the ability to motivate external participants is especially important for citizen-centered collaborative capacity.  相似文献

This article argues that the European Union’s capacity to use an operational instrument for the purpose of an articulated objective constitutes an important, but conceptually neglected and empirically underexplored, element of its actorness. In order to fill this gap, the article introduces the concept of strategic capacity and develops an analytical framework for systematic empirical assessments thereof. Drawing on 22 qualitative expert interviews, the framework is applied to the EU’s maritime operation against human smugglers in the Central Mediterranean (EUNAVFOR MED Operation Sophia). The article finds that the EU so far has displayed a fairly low degree of strategic capacity in its fight against human smugglers. The article argues that this fairly low degree of strategic capacity is not to be ascribed to an institutional apparatus that is unfit for strategic action, but a decision on the part of political decision-makers to give weight to symbolic, as opposed to strategic, action. As a result, the operation has contributed little to the formal objective of disrupting and dismantling human smuggling networks in the Central Mediterranean. In some areas, it has even had an adverse effect on this objective.  相似文献

高校教师能力建设应是高校组织主动回应社会需求,追求教师个体发展与组织发展双赢的科学管理过程。新时期我国经济体制与教育体制的转型升级对高校教师能力建设提出了新的要求。不同类型的高校应根据新要求,结合自身办学定位与特色,确定适合本校发展需要的教师能力建设目标与内容,进行系统的配套制度建设。教师发展中心作为高校教师能力建设的专门化组织,必须以研究交流为核心职责,打造专兼结合的研究服务团队,针对本校人才培养的突出问题进行项目开发与咨询服务,以克服学术性、独立性、专业性与感召力不足的问题,实现教师个体发展与组织发展的双赢。  相似文献
