The impact of governance on education inequality: Evidence from Bangladesh

Bangladesh has made remarkable progress in increasing education access in the last 20 years. However, substantial inequalities in educational attainment remain even though equity in education is a central government objective. The article argues that weaknesses in education sector governance are crucial to understanding these persistent inequalities. At the level of the budget, anti‐poor biases in allocation decisions are shown to be the result of the budget's role in political management and the lack of effective accountability mechanisms. The spearhead of government attempts to address education inequality at the primary level has been the conditional cash transfer programme for poor children. The article shows that the programme has failed to target the poor and suggests that this has been due to the weaknesses and contradictions in the governance of the programme. Strengthening the links between policy and implementation through improvements in the governance of the sector are crucial if inequality is to be addressed and national education goals achieved. An Examination of Officer Stress: Should Police Departments Implement Mandatory Counseling?

This study suggests that police departments who promote counseling benefit from officer stress reduction. Officers from sixteen municipal police departments (n = 1,114) across the state of Alabama possessed moderate stress, but were influenced significantly by organizational demographics (including counseling opportunities). A majority of officers believed that stress signs were not predictive of police suitability but remained reluctant to share fears and anxieties with fellow colleagues, suggesting that officers feared the stigma associated with the need for stress counseling. Officers working in supportive counseling climates had significantly less stress, a reduced need for counseling, and a greater willingness to use counseling. Officers who engaged in counseling (at least occasionally) also reported more stress, indicating an awareness of their need for counseling. The authors concluded that police departments should consider requiring mandatory and periodic counseling for all officers, a procedural tactic that camouflages counseling need while concurrently treating the source of officer stress.     

Rethinking global governance: a China model in the making?

This paper examines Chinese perspectives on global governance, an area in which China has increased substantially the depth and breadth of its participation. The paper attempts to draw a mainstream perspective to inform our understanding of some key aspects of China's foreign policy. It demonstrates that while China's statist preference appeals to some Third World countries, such a preference leads the country to clash with the West over how to tackle global issues collectively, particularly over humanitarian intervention. While the Chinese perspective is in the process of evolving and far from reaching maturity, it is questionable whether the global community led by the West would find the Westphalian practice that China embraces admirable.

水资源管制立法内涵解读

Water resources have the functions as domestic water, resource water and environmental water, on the basis of which the legislative framework of water resource regulations shall be studied. Firstly, domestic water shall be deemed as property right and the legislation shall protect the realization of the fundamental human rights for use of domestic water. Secondly, with respect to resource water, an independent water resource regulatory agency shall be established; and meanwhile, the legislation shall promote the construction of water right market based on property rights and improve the utility of water resources. Thirdly, since environmental water is one of the public goods, the legislation shall create a path of privatization in implementing mechanism for realizing the use of environmental water and the franchising system provides a practical solution to privatization of environmental water.
