党的十六届四中全会提出加强执政能力建设,核心内容是关于“能力建设”的思想,这是党的执政理念的重大提升,也是国家发展战略的进一步完善。“能力建设”思想有其特定的历史方位,它是对马克思世界历史理论的进一步发挥。文章旨在从马克思世界历史理论的视角,进一步揭示世界历史理论与“能力建设”的关系,阐明能力建设思想的科学内涵,从而提炼出“能力建设”思想所体现的方法论意义。 相似文献

Wary of quick statist dismissal of their proposals, cosmopolitans have been careful not to associate themselves with a world state. I argue that this caution is mistaken: cosmopolitans should see the vision of a world state as strategically valuable in exposing weaknesses in statist accounts, particularly of the Rawlsian variety. This strategic value follows if the only cogent arguments against a world state belong to non-ideal theory which assumes non-compliance, rather than to ideal theory with its core assumption of full compliance. If our only convincing reasons to reject a world state are non-ideal, then any liberal theory revolving around separate states must itself be considered a non-ideal theory. As a non-ideal theory, a statist law of peoples cannot be presented as an end-state, but is rather a transitional stage. Yet once seen as a transitional theory, the statist “realistic utopia” can no longer dodge the cosmopolitan charge that it is neither sufficiently realistic nor sufficiently utopian. 相似文献

Two studies explored Dion and Dion’s (Journal of Personality and Social Psychology, 52, 775–780, 1987) suggestion that the belief in a just world may contribute to the “beauty is good” stereotype. In Study 1, we found that
participants rated the death of a woman as more tragic and unfair when she was physically attractive than less attractive.
Participants were also more punitive towards agents of harm when the victim was physically attractive. In Study 2, we varied
the extent to which a woman suffered from a house fire and asked participants to later recognize the woman’s picture among
several choices varying in physical attractiveness. Participants who learned that the woman suffered a great deal remembered
her to be less physically attractive than when her suffering was minimal. The results are discussed in terms of how the justice
motive contributes to the evaluative and moral importance attached to physical attractiveness.

Is it complex environments or complex systems that undermines police reform in developing countries?

This article is a reflection upon the challenges facing police reform in developing countries. In doing so it explores the usefulness of complexity theory both to understand the evidence of relative failure and to reconsider the explanations offered for that failure in terms of unique individual factors or the complex nature of the environment. The article suggests that the nature of police organisations as complex social systems may be a principal reason for failure. The article outlines some of the key features of complex systems and illustrates these from actual police reform. The article then turns to whether complexity theory can be of any practical use in police reform programmes. It concludes that greater success may be forthcoming if the insights of complexity theory are taken on board by reformers. 相似文献
