Behavior inconsistent with self-interest has beenobserved in many contexts. We argue thatmodels designed to cope with theseanomalies are inadequate to deal with avariety of social values. Our extension ofthe Fehr & Schmidt `inequity aversion'model is applied to results from dictatorexperiments in which the money to bedivided is generated by the efforts ofpaired individuals in either one or tworooms. This production leads to sharingbehavior qualitatively different from thatfound in other dictator experiments. Kidnap for ransom raises significant governance challenges. In the absence of formal regulation and enforcement, insurers have created an effective private governance regime to facilitate smooth commercial resolutions. Controlling ransoms is paramount: “supernormal” profits for kidnappers create kidnapping booms and undermine the market for insurance. Ransom control requires cooperation, but there are high transactions costs in enforcing a collusive agreement. The Coasean prediction is that a single firm will form to internalize the externalities arising from lax insurance and mismanaged ransom negotiations—or a government must order the market. There is indeed a single source of kidnap insurance: Lloyd's of London. Yet, within the Lloyd's market several insurers compete for business. Lloyd's is a club providing private governance: Its members issue standard contracts, follow the same regime for kidnap resolution, and exchange information to stabilize ransoms. Lloyd's, therefore, combines aspects of Coase's “single firm” and “government” solution to the externalities problem. 相似文献

This article presents an analysis of two post-Soviet states, Kazakhstan and Azerbaijan, which can be identified as post-Soviet rentier states. Both countries are characterised economically by enormous national resources of gas and oil and low economic diversification as well as politically by strong autocratic presidentialism with neopatrimonial structures. These two factors, combined with further post-Soviet legacies such as a low level of political interest in the respective societies and a basically hierarchical orientation of the population, lead to a specific post-Soviet variety of rentierism. From a political science perspective, this article reveals the impact of resource policies on these comparably new political systems and concludes with a summary of core features of these post-Soviet rentier states. 相似文献

Increasingly development theorists and practitioners view NGOs as catalysts of sustainable development. NGOs have been regarded as champions of democratisation and promoters of new ways of engaging in politics, with considerable influence on the development of civil society and new partnerships in environmental and social advocacy. This article analyses the ways in which Costa Rican environmental NGOs (ENGOs) engage in politics, by focusing on their perceptions of their roles in environmental governance and in representation of civil society. The results of this study suggest that the ENGOs' ways of engaging in politics differ little from traditional forms of governance, while their conceptions of engaging in politics without being political are novel. While most ENGOs had no clear conception of the stakeholders whom they were supposed to be representing, the notion of representativeness is complex and should be revisited. 相似文献

The feasibility of 2D-intensity and 3D-topography images from a non-invasive Chromatic White Light (CWL) sensor for the age determination of latent fingerprints is investigated. The proposed method might provide the means to solve the so far unresolved issue of determining a fingerprints age in forensics. Conducting numerous experiments for an indoor crime scene using selected surfaces, different influences on the aging of fingerprints are investigated and the resulting aging variability is determined in terms of inter-person, intra-person, inter-finger and intra-finger variation. Main influence factors are shown to be the sweat composition, temperature, humidity, wind, UV-radiation, surface type, contamination of the finger with water-containing substances, resolution and measured area size, whereas contact time, contact pressure and smearing of the print seem to be of minor importance. Such influences lead to a certain experimental variability in inter-person and intra-person variation, which is higher than the inter-finger and intra-finger variation. Comparing the aging behavior of 17 different features using 1490 time series with a total of 41,520 fingerprint images, the great potential of the CWL technique in combination with the binary pixel feature from prior work is shown. Performing three different experiments for the classification of fingerprints into the two time classes [0, 5h] and [5, 24h], a maximum classification performance of 79.29% (kappa=0.46) is achieved for a general case, which is further improved for special cases. The statistical significance of the two best-performing features (both binary pixel versions based on 2D-intensity images) is manually shown and a feature fusion is performed, highlighting the strong dependency of the features on each other. It is concluded that such method might be combined with additional capturing devices, such as microscopes or spectroscopes, to a very promising age estimation scheme. 相似文献
