Used in the education of counselors, nurses, occupational therapists and social workers, “use of self” is a way of understanding how practitioners bring about human change. In this article, the author discusses how use of self can be applied to youth work and is related to “developmentally responsive practice” thereby providing a deep theoretical construct for understanding youth work as relational. The author concludes by presenting the barriers to the use of self paradigm in the current climate of assessment and accountability, designed to measure static inputs and outputs rather than dynamic systems or ecologies and presents a challenge to the field for designing methodologies that are equally dynamic, responsive and relational. 相似文献

Agroecology has played a key role in helping Cuba survive the crisis caused by the collapse of the socialist bloc in Europe and the tightening of the US trade embargo. Cuban peasants have been able to boost food production without scarce and expensive imported agricultural chemicals by first substituting more ecological inputs for the no longer available imports, and then by making a transition to more agroecologically integrated and diverse farming systems. This was possible not so much because appropriate alternatives were made available, but rather because of the Campesino-a-Campesino (CAC) social process methodology that the National Association of Small Farmers (ANAP) used to build a grassroots agroecology movement. This paper was produced in a ‘self-study’ process spearheaded by ANAP and La Via Campesina, the international agrarian movement of which ANAP is a member. In it we document and analyze the history of the Campesino-to-Campesino Agroecology Movement (MACAC), and the significantly increased contribution of peasants to national food production in Cuba that was brought about, at least in part, due to this movement. Our key findings are (i) the spread of agroecology was rapid and successful largely due to the social process methodology and social movement dynamics, (ii) farming practices evolved over time and contributed to significantly increased relative and absolute production by the peasant sector, and (iii) those practices resulted in additional benefits including resilience to climate change. 相似文献

Past research indicates that anticipating adverse outcomes, such as early death (fatalism), is associated positively with adolescents’ likelihood of engaging in risky behaviors. Health researchers and criminologists have argued that fatalism influences present risk taking in part by informing individuals’ motivation for delaying gratification for the promise of future benefits. While past findings highlight the association between the anticipation of early death and a number of developmental outcomes, no known research has assessed the impact of location in a context characterized by high perceptions of fatality. Using data from Add Health and a sample of 9,584 adolescents (51 % female and 71 % white) nested in 113 schools, our study builds upon prior research by examining the association between friends’, school mates’, and individual perceptions of early fatality and adolescent risk behaviors. We test whether friends’ anticipation of being killed prior to age 21 or location in a school where a high proportion of the student body subscribes to attitudes of high fatality, is associated with risky behaviors. Results indicate that friends’ fatalism is positively associated with engaging in violent delinquency, non-violent delinquency, and drug use after controlling for individual covariates and prior individual risk-taking. Although friends’ delinquency accounts for much of the effect of friends’ fatalism on violence, none of the potential intervening variables fully explain the effect of friends’ fatalism on youth involvement in non-violent delinquency and drug use. Our results underscore the importance of friendship contextual effects in shaping adolescent risk-taking behavior and the very serious consequences perceptions of fatality have for adolescents’ involvement in delinquency and drug use. 相似文献

The construction of public problems has a lasting influence on implementation in a given policy subsystem. National and sociopolitical contexts influence issue definition differently across nations. However, the degree to which nation-specific issue definition takes place has been insufficiently explored. In recent years, the growing incidence of autism has led to a quest for causal factors. One hypothesis posits that the use of mercury in vaccines may be a culprit. This paper examines the definition of the mercury and autism issue in Australia, Canada, the United Kingdom, and the United States. Insights into the comparative elements of issue definition are suggested by the case. These insights are of particular importance to administrators, as agencies are deeply involved as objects and actors in the process of issue definition and are often responsible for implementing new and redefined policies. 相似文献

Abstract: Efforts to design merit‐based appointment systems for the boards of government agencies, boards and commissions (abcs) have gained greater priority over the past decade in order to enhance public confidence in the integrity of the political process, improve the governance of organizations operating at arm's length from ministers, and reduce the risks to the public interest and public purse that come with incompetent boards. The Nova Scotia reform experience in this regard is instructive because this province's appointment regime not only encompasses a legislative committee veto over ministerial appointments, a power unique to this province in the Canadian and comparative Westminster systems, but also uniquely sets the merit standard as relative‐merit, that is, the appointment of the most qualified of all applicants, and not merely a qualified candidate. This article reviews this provincial experience and concludes that a merit‐based appointment system that pursues relative merit can be created but only by restricting the authority of ministers to a veto over the appointment of candidates nominated by the abcs themselves. Sommaire: Ces dix demières années, les efforts déployés pour concevoir des systemes de nomination au mérite pour les conseils d'administration d'organismes, des régies et des commissions du gouvernement ont obtenu une priorité beaucoup plus grande, et cela, afin de rehausser la confiance du public envers I'intégrite du processus politique, d'ameliorer la gouvernance d'organismes fonctionnant sans contrôle ministériel direct et de réduire les risques que représentent les conseils incompétents pour le bien et les deniers publics. L'expérience de la réforme entreprise en NouvelleÉcosse est à cet égard instructive pour les partisans de la réforme. Le régime de nomination de cette province comporte non seulement un droit de veto de la part d'un comité législatif sur les nominations ministéielles, pouvoir unique à cette province dans le systéme canadien et le systéme comparatif de Westminster, mais il établit également la norme de mérite comme un mérite relatif, c'est‐à‐dire la nomination de la personne la mieux qualifiée parmi tous les candidats et non simplement la nomination d'une personne qualifiée. The public administration literature has demonstrated the valuable impact of employees' engagement on public service. However, studies conventionally deal with engagement as a unidimensional construct, with few explanations for its evolution. To promote knowledge in this arena, the authors propose public sector engagement (PSE) as a multidimensional construct, comprising social responsibility, work engagement, and organizational citizenship behaviors at the individual level. The authors develop and examine a set of hypotheses proposing that PSE may be augmented by enhancing civil servants' emotional intelligence (EI) as well as their supervisors' EI. Using a two‐study multimethod approach (i.e., an experiment and a survey), the authors identify employees' and managers' high EI as a critical resource in enhancing PSE. The article concludes by theoretically framing the findings using the job demands‐resources model and illuminating the practical value to public service of better selection and training of high‐EI employees and managers. 相似文献

It has long been argued that shared services represent an efficacious means of securing efficiencies for municipalities. Indeed, pressures from fiscal austerity, taxation limitations, and the specter of forced amalgamations have resulted in an increasing uptake of shared service arrangements. However, the extant evidence is rather inconclusive and is largely restricted to analyzing the nett efficiency outcomes for the specific service shared. We broaden this evidential base by examining the association between shared service production and the efficiency of entire municipalities. Our analysis, employing a 5‐year panel of data, suggests that shared services are associated with a statistically significant reduction in overall municipal efficiency. We conclude by explicating on the public policy implications arising from our prima facie surprising results. 相似文献

Theorists posit two fundamental tensions in negotiation. One is strategic: the tug-and-pull between creating value and claiming one's share of it. The other is interpersonal: the tension between asserting one's own interests and, at the same time, empathizing with the feelings and needs of other parties. 1 This research report analyzes how negotiators experience these tensions in practice. Specifically, their self-perceptions about their relative competence in several key areas allow us to see how strength along one dimension (like getting the maximum) is correlated with other important skills. Some of the authors' findings confirm familiar models. For example, people implicitly feel that being successful at asserting their own interests imposes a cost with respect to understanding others. There were some surprises, however: most notably, people who rated themselves as strong value claimers also saw themselves as good value creators. The authors explore some of the implications of their findings for both practice and teaching, and foreshadow a follow-up report they plan. They also note how other researchers can access their data for their own studies. 相似文献
