Implementing Equal Justice for Parents in Washington: A Dual Approach

In many states, legal representation for parents of dependent children is inadequate and can be a source of delays in securing permanency for children and unnecessarily protracted court proceedings. Often, such parents also face barriers to accessing services and independent evaluators. These issues are being addressed in the state of Washington through two approaches. The first is a successful enhanced legal representation program that has substantially improved case outcomes. The second is a statewide committee using innovative means to examine systemic responses to the challenges of the Adoption and Safe Families Act.     

Tony Blair's 'Media' Speech: The Commentators

Tony Blair's speech challenged the media over its standards in his valedictory lecture. Many of his charges about the absence of balance, attacks on motive and a pack mentality stand up, even if some are exaggerated and also applied well before his arrival in 10 Downing Street. Mr Blair's solutions did ot match his critique. What is required is a more self‐questioning media, being held to account on the internet and on specialist blogging sites. Vigorous criticism, requiring justification, is a more credible rout than tighter regulation. Tony Blair's speech on the changing pressures on the media is both interesting and convincing in its diagnosis (although generally reported in ways that did not reveal this). It is less convincing in suggestions for change: the fact that on‐line media will fall under Of‐com, and so under its minimal ‘content regulation’ will have little impact. Effective change could begin with other types of (self or other regulation). Some steps towards change might include minimal requirements for journalists and editors to accept elementary forms of accountability, such as disclosing conflicts of interest and payments made for ‘stories’. The scale of media coverage may be crucial in determining the allocation of aid, yet the attention the media pays to particular causes is arbitrary. Many serious disasters are not reported and as a consequence do not receive adequate aid, so that the victims of the crisis will lose out. Chronic long term problems, like famine, are ignored in favour of ‘sudden emergencies’. Reporting seeks sensation and simple stories which influences the way that aid agencies respond to the media. The complex background to a faraway disaster is often overlooked and not properly reported. Tony Blair's speech describing some of the news media as ‘feral beasts’ contained one paragraph which contained an insight into his views on new media. It was known that the outgoing Prime Minister was uncomfortable with some aspects of new technology but his remarks reveal a wider disappointment with how new media has failed to deliver changes which he had hoped for in political communications.This paper records Mr Blair's problems with new media and argues that by focusing on how the new technologies might provide a better way for politicians to by‐pass the traditional media he has missed the point of their wider benefits.     

THE EFFECT OF DROPPING OUT OF HIGH SCHOOL ON SUBSEQUENT CRIMINAL BEHAVIOR*

Sociological theories of delinquency offer rather divergent predictions concerning the effect of dropping out of high school on subsequent delinquent and criminal behavior. For example, strain theory suggests that dropping out decreases such behavior, especially for lower class youth, while social control theory suggests that dropping out should increase the chances of criminal activity. Moreover, empirical studies provide support for each of these views with the most influential study (Elliott and Voss, 1974) presenting evidence consistent with a strain perspective. The present investigation identifies methodological shortcomings in previous studies and reexamines the link between dropout status and subsequent criminal activity. Results indicate that dropping out of high school is positively associated with later crime, an outcome that is consistent with a control perspective.     

WINNING THE BATTLES AND THE WARS. An evaluation of comprehensive,community-based delinquency prevention programming

This three-year program evaluation investigated the primary prevention aspects of Youth Assistance (YA), a community-based program of the Oakland County Probate Court providing casework and prevention services. The activities studied included parent education sessions, supervised teen recreation, summer camp scholarships, skill building activities, and a one-to-one mentorship program. The goals of the study were to determine how effectively the program succeeded in mobilizing community volunteers, and to examine whether the incidence of neglect and delinquency had been reduced as a result of children and parents participating in one or more of these primary prevention activities. Ethnographical as well as quasi-experimental approaches were used. The following results are highlighted: YA primary prevention services do serve “at risk” populations in the community; overall, participation in the YA activities had positive effects on the participants, such as improved communication skills, increased respect for authority, and more use of positive discipline techniques; 92% of the primary prevention program participants had no subsequent contact with YA or the Court; the program is cost-effective. The study also confirmed that volunteers are an essential part of the success of a community-based prevention program. The study resulted in a number of specific recommendations which will be implemented over the next few years in order to continuously improve the program.     

Reinterpreting Law's Silence: Examining the Interconnections between Legal Doctrine and the Rise of Immaterial Labour

Recent years have seen a rise in immaterial labour in the United Kingdom and other developed economies. Sociological explanatory accounts of these developments focus primarily on economic drivers. Little, if any, inquiry has been made into the potential role of law. This article seeks to identify the aspects of law that may be constitutive of employer and worker perceptions of the acceptability (or otherwise) of employer demands for immaterial labour. Two key contributions are made. The first is a setting-out of a methodological approach to exploring the constitutive effect of law that emphasizes the internal operation of legal doctrine as critical to understanding its sociological implications. The second is the development of substantive knowledge on the potential role of law vis-à-vis the rise of immaterial labour.     

EXPLAINING THE RELATIONSHIP BETWEEN EMPLOYMENT AND JUVENILE DELINQUENCY*

Most criminological theories predict an inverse relationship between employment and crime, but teenagers' involvement in paid work during the school year is correlated positively with delinquency and substance use. Whether the work–delinquency association is causal or spurious has been debated for a long time. This study estimates the effect of paid work on juvenile delinquency using longitudinal data from the national Monitoring the Future project. We address issues of spuriousness by using a two-level hierarchical model to estimate the relationships of within-individual changes in juvenile delinquency and substance use to those in paid work and other explanatory variables. We also disentangle the effects of actual employment from the preferences for employment to provide insight about the likely role of time-varying selection factors tied to employment, delinquency, school engagement, and leisure activities. Whereas causal effects of employment would produce differences based on whether and how many hours respondents worked, we found significantly higher rates of crime and substance use among nonemployed youth who preferred intensive versus moderate work. Our findings suggest the relationship between high-intensity work and delinquency results from preexisting factors that lead youth to desire varying levels of employment.
