The PDS in the new German party system

The success of the Party of Democratic Socialism (PDS) cannot be explained solely with a rising tide of GDR nostalgia and/or with the efficiency of PDS members as service providers and advocates at the grass‐roots level. We stress the importance of the PDS as the main political representative of a specific socio‐economic and cultural milie in the former GDR. Furthermore, the article traces the evolution of the PDS from a populist voice of protest of the losers of unification to the beginnings of a new political party. As such it defines its identity more as a radical left‐wing party with strong social libertarian characteristics than a traditional socialist party. The party programme and the electorate of the PDS display remarkable similarities to the fundamentalist wing of the West German Greens in the 1980s, although differences as to the origins of the left‐libertarian ideas remain important. While the PDS seems to have strengthened the significance of the new politics agenda in post‐unification Germany, it is still too early to conclude whether this agenda is firmly rooted in the party or whether it is simply a vehicle to electoral success.     

Party Systems and Social Policy: A Historical Comparison of Italy and Germany

The article shows how the development of social policy in Italy and Germany was influenced by their respective party systems. Its focus is on the differences between systems of unemployment protection in the two countries after World War II. Due to many similarities between the two states, in particular the dominant presence of Christian democratic parties in both national governments at the time, this divergence cannot be adequately explained by standard theories. The article shows that it is crucial to take the widely different party systems into account: seven parties and ideological polarisation in Italy as opposed to three parties and moderate ideological differences in Germany. These generated different political dynamics and, consequently, different policy output.     

The Articles of Confederation as the Background to the Federal Republic

The Articles of Confederation, usually neglected by those studyingthe American founding, formed an important part of the backgroundto the 1787 Constitution. The Articles functioned as the firstnational constitution of the United States and, as such, reflectedAmerican political theory as it emerged during the Revolution.Equally important, a textual analysis reveals the extent towhich the 1787 Constitution was a logical extension of the Articlesof Confederation. Most of the Articles were incorporated inthe U.S. Constitution, and several key changes found in thelater document were present in embryo in the Articles of Confederation.     

A kinetic model describing the pharmacokinetics of ethyl glucuronide in humans

The glucuronide conjugation is a minor pathway of ethanol metabolism. The determination of ethyl glucuronide (EG) in serum and urine has gained importance in forensic and other legal decisions. To prospectively calculate the serum concentration of this non-oxidative ethanol metabolite, the computer program developed includes a parameter fitting routine. Multiple ethanol doses can be handled.The mathematical modeling was based on the following assumptions and simplifications, respectively. A single enzyme system is responsible for ethanol conjugation at one distinct site; the distribution of EG into the systemic circulation is delayed; the elimination of EG follows first-order kinetics.The concentration of EG was calculated using three kinetic parameters: a rate constant for the first-order formation of EG from serum ethanol, a transfer constant for an obstructed transfer of EG from the formation site (FS) into the central compartment (CC) and an exponential elimination constant.The program was applied to the data collected from 21 drinking experiments. The fitting algorithm optimized the three kinetic parameters, until the sum of concentration error squares of the data points was minimized. The means+/-standard deviation of the rate constant for the first-order formation of EG from serum ethanol was 0.0011+/-0.0006 h(-1), the transfer constant for an obstructed transfer of EG from the FS into the CC was 0.43+/-0.1996 h(-1) and the exponential elimination constant was 3.0+/-1.45 h(-1).Using the range of these parameters, it is now possible to calculate minimum and maximum serum concentrations of EG based on ethanol doses and drinking times. The comparison of calculated and measured concentrations can prove the plausibility of an alleged ethanol consumption. This can be crucial when the serum ethanol concentration (SEC) itself is not meaningful.     

Party Potential and the Pattern of Party Competition in the 2003 Swiss Federal Elections

This article explores both the party potential of the five major parties in Switzerland at the 2003 elections and how well the parties actually did in relation to how well they could have done. A party's electoral potential depends on both the probability of the electorate voting for the party and on the probability of individual voters participating in an election. The analysis shows that the SVP and the CVP were successful in mobilising their potential voters in the 2003 elections, while the FDP did almost as badly as they could have done. However, compared to the potential of the FDP or the SP, the overall potential of the SVP is limited. For the SVP, issue specific factors account for the mobilising success. This is especially the case for its stands against the EU and asylum seekers. The CVP profited from the Ruth Metzler effect, who was a key figure in the 2003 CVP campaign.     

Using cement-containing powder glue (tile cement) to dispose of a cadaver

A 40 year-old woman was killed by fist and chop blows and buried in a forest area far away from the scene of the homicide. Before covering the body with soil the perpetrator poured 25 kg of tile cement powder over it. When the victim was retrieved 6 weeks later, the cement had hardened covering the body like a plate and encasing it like a sheath. The surface of the tile cement facing towards the body was found to contain two kinds of traces: detailed cast-like reproduction of the textile structures of the victim's clothing and wallpaper-like epidermal adhesions. By means of sequencing the mitochondrial DNA the adherent horny scales could be related to the victim.
