Die Ausbringung von gentechnisch ver?nderten Organismen (GVO) in das Freiland – namentlich in Gestalt von gentechnisch modifiziertem Saatgut – erfolgt im Wege der (meist experimentellen) Freisetzung oder des gro?fl?chigen Anbaus. Die damit verbundenen Umweltrisiken werden mittels der Freisetzungsgenehmigung und der Genehmigung des Inverkehrbringens (IVB) kontrolliert. Nach Erteilung der IVB-Genehmigung finden zus?tzlich Kontrollen beim Ausbringen des GVO statt. Das gilt nach den allgemeinen Regeln des Wirtschaftsverwaltungsrechts insoweit, wie die Einhaltung der Genehmigung zu überwachen ist. Hinzu kommt jedoch, dass die Genehmigung des Inverkehrbringens, die für alle Standorte in der EU gilt, m?glicherweise nicht alle Risiken der konkreten Ausbringung erfassen kann und deshalb nachgeschaltete sog. nachmarktliche Ma?nahmen notwendig werden. Dieses Problem entsteht in ?hnlicher Weise bei den sog. vereinfachten oder differenzierten Verfahren der Freisetzungsgenehmigung, wenn die Genehmigung erteilt wird, aber die Ausbringungsstandorte noch offengelassen werden. Auf allen vier genannten Stufen – bei der Freisetzungsgenehmigung, der IVB-Genehmigung, den nachmarktlichen Ma?nahmen und den vereinfachten/differenzierten Verfahren – stellt sich die Frage, inwieweit dafür gesorgt wird, dass die Schutzgüter des Naturschutzrechts vor Sch?den bewahrt werden. Weitergehend ist denkbar, dass manche Fl?chen von GVO ganz freigehalten werden. Das Schutzziel best?nde dabei nicht in der Bewahrung der Umwelt vor Sch?den, sondern in der Koexistenz naturnaher ?kosysteme mit menschlich st?rker beeinflussten ?kosystemen. Für die Koexistenz gentechnikfreier konventioneller und organischer Landwirtschaft ist dies anerkannt. Für die Koexistenz gentechnikfreier Naturgebiete ist der Gedanke erst noch zu entwickeln. Hieraus ergeben sich für diesen Beitrag die folgenden Fragen: (1) Inwieweit sind Naturschutzbelange zu beachten a) bei der Freisetzungsgenehmigung b) bei der Genehmigung des IVB von GVO c) bei der Kontrolle des Ausbringens nach IVB-Genehmigung d) bei der Kontrolle des Ausbringens nach einer im vereinfachten oder differenzierten Verfahren erteilten Freisetzungsgenehmigung? (2) Inwieweit ist Gentechnikfreiheit mancher Gebiete als eine besondere Art von Naturschutz zul?ssig? Die vier ersten Fragen richten sind auf Regime der Vermeidung von Umweltsch?den (dazu unten B), die letzte Frage auf ein Regime der Koexistenz naturnaher ?kosysteme mit gentechnikverwendender Landwirtschaft (dazu unten C).   With Asia's economy still booming in the second half of the 1990's “Asian values” were announced by some politicians (Lee Kuan Yew, Mahatir, Ishihara, Mahbubani etc.) and contrasted with “Western values”. Soon a controversial debate within Asia ensued (Kim, Fidel Ramos ea..), into which also the western democracies joined. The “West” however reacted rather defensively to the new assertiveness of some Asian statesmen, inspite of the fact that the authors of this debate put into question the western dominance in global value setting which has been in existence since the French revolution. But has this debate withstood the test of time, the challenges posed by the recession in Asia and by the ever increasing globalization? Hardly. The crisis has destroyed the notion that “Asian values” had been the main cause and guarantor of Asia's exorbitant growth rates. While in the West Christianity forms the essential basics of culture, in Asia there is a multitude of coexisting - and frequently confronting world religions. There is no other continent which in cultural and political terms is so contradictory and potentially conflict ridden like Asia. “Asianism” as a concept was surely also intended as an instrument to integrate multiethnic Asian societies with weak internal cohesion. At the same time it served to neutralize the human rights issue. In the meantime the debate has become quieter and more dispassionate. In the developed West the notion gained acceptance to abandon “Eurocentrism”. At the same time there is recognition that “Asian values” are not exclusive. Also in Europe the family plays a special role. A debate on values is needed for societal integration – also in the “West” which should become more aware of the need to reassert the origins of its own spiritual foundations. Following September 11th the west is well advised to continue the dialogue on values with Asia. This article challenges some previous assessments of agricultural extension relying on simple measures of costs per farmer trained. Taking the case of Egypt, five pilot projects that aim to transform the existing agricultural extension system to a participatory system are analysed as regards their cost‐effectiveness and prospective cost–benefits. It is shown that the intensity and likely impact of participatory approaches among the different projects vary. Hence, it is insufficient to judge extension programmes by their cost‐effectiveness alone. In the case of cotton, for example, the costs per farmer trained are considerably lower than in horticultural crops but there are large differences in prospective benefits which would make investment in participatory extension in the latter more promising. The article calls for a more careful analysis of the costs of extension programmes in agricultural development and identifies four major cost categories, namely base costs, start‐up costs, recurrent and farmers' costs. The article also submits that in the context of the debate on privatization of agricultural extension there is a role to be played for the public sector in agriculture. The success of participatory approaches to extension will depend on the quality of services provided in connection with farmer training programmes. Copyright © 2002 John Wiley & Sons, Ltd.  相似文献
