TESTING THE TRANSITIVITY OF REPORTED RISK PERCEPTIONS: EVIDENCE OF COHERENT ARBITRARINESS

An often implicit assumption of perceptual deterrence tests is that the elicited values pertaining to arrest risk reflect stable underlying beliefs. But researchers in other disciplines have found that reported expectations are highly susceptible to exogenous factors (e.g., anchors and question ordering), indicating that such values are somewhat arbitrary responses to probabilistic questions. At the same time, reported expectations are coherent within persons, such that respondents rank order them rationally. For deterrence, then, absolute values reported on arrest risks are likely not stable but individuals still rank order specific crimes in meaningful ways. We examine the interpretability of reported arrest risk for three possibilities: 1) Reported risks are stable probabilistic values; 2) reported risks are arbitrary and uninformative for deterrence research; or 3) reported risks display “coherent arbitrariness” with unstable values between individuals but stable rank ordering of crimes within individuals. Through the use of three random experiments of college students, our results indicate that elicited risk perceptions are arbitrary in that they are influenced by the presentation of anchors and question ordering. Nevertheless, the rank ordering of crimes within and across conditions is unaffected by the presentation of anchors, suggesting that reported risks are locally coherent within persons.

A ‘Week that Changed the World’: Britain and Nixon's China Visit of 21–28 February 1972

British diplomats considered President Nixon's China visit of February 1972 a major political success. But while they admired the Realpolitik of Henry Kissinger, the President's National Security Adviser, they were irritated by his reticence regarding the initiative, and by the way in which this impeded their own efforts to raise the status of Britain's diplomatic mission in Peking. Initial American objections to any change in Britain's stance on the admission of the People's Republic to the UN weakened their negotiating position, and led to a protracted tussle with Peking over the status of Taiwan. Marginalized by Kissinger's conduct, the British drew some satisfaction from the fact that the State Department seemed equally by-passed     

Arkansas Legislative Reforms Provide Framework for Change While Supporting Parens Patriae Philosophy of Juvenile Court

Changes in Arkansas's juvenile laws resulting from the school shootings in Jonesboro impacted two separate issues of the juvenile court process. The first law changed aspects of transfer provisions for processing juveniles as adults. Secondly, the law created new provisions allowing blended sentencing for juveniles who commit certain enumerated offenses. Both provisions are examined in this article. The authors examine the impact those changes had on the types and numbers of cases handled by the court and argue that the framework provided by Arkansas's Extended Juvenile Jurisdiction law illustrates a legislative response to juvenile violence that supports the concept of parens patriae and promotes the original purpose for which juvenile courts were created while balancing concerns for public safety.
