The impact of local campaigning on voter choice has been studied within the theme of mobilisation. Grassroots effort can attract votes efficiently, but campaign contact is (potentially) endogenous, so results showing positive effects could be flawed. Experimental solutions to this problem are possible, but could also have low external validity. Drawing on the electoral geography literature, this article suggests that endogeneity concerns can be addressed through so‐called ‘friends and neighbours voting’. One source of endogeneity is that that candidates may tend to canvass those living close to their own homes, and those canvassed would be expected in any case to be prone to support local candidates. The problem of endogeneity is reframed and treated as an omitted variable bias. Using unique Irish data on the geographic location of the homes of candidates, as well as data on the location of the voters, the analysis confirms that canvassing has a positive impact on candidate choice independent of the effect of geographic distance. More importantly, these two variables interact. The results point to the relevance of the geographic dimension of electoral politics in driving the endogeneity bias in local campaigning studies.  相似文献

The material in this article is extracted from an empirical study of industrial and agricultural businesses' responses to regulation of health and safety in the workplace. The study critically assesses the philosophy of self-regulation which underpins the regulatory framework in England and within the context of the expectations of employers built into that philosophy, attempts to distinguish between different models of employers in relation to their levels of motivation toward health and safety issues; their knowledge and comprehension of the law; their general approach to compliance with regulations; and their response to inspectors' enforcement activities. The article concludes that self-regulation is only capable of operating under very narrow conditions. It is at its most successful within the largest and most hazardous companies, despite the fact that the inspectorates devote the greatest concentration of enforcement and advisory resources to these sites. Companies which do not have a natural interest in safety require considerable advice, encouragement and coercion. In some situations deterrent penalties may be required in order to achieve a sustained improvement in standards. The research suggests that greater attention should be paid to the variety of employers and their compliance strategies, and to the potential for better targeting of regulatory efforts.  相似文献

Claims that a particular policy has been a ‘success’ are commonplace in political life. However, a few of these claims are justified in any systematic way. This article seeks to remedy this omission by offering a heuristic which practitioners and academics can utilize to approach the question of whether a policy is, or was, successful. It builds initially on two sets of literature: Boyne's work on public sector improvement; and the work of Bovens et al. on success, failure and policy evaluation. We discuss the epistemological issues involved in whether it is possible to produce an objective measure of ‘success’. Subsequently, we present a framework for assessing success, focusing on three dimensions: process success; programmatic success; and political success. We then move on to raise a series of what we term complexity issues in relation to success for whom; variations across time, space and culture; and methodological issues.  相似文献

Public Administration not only publishes original articles but it also seeks to provide material which will be useful to teachers and students alike. In order to strengthen this facet of the journal, the editors are introducing an occasional series of articles which will review the current state of the literature in the various sub-fields within the subject of Public Administration. This contribution by David Marsh reviews the 'state of the art' on privatization in Britain. The objective is to draw together the extensive literature in a systematic fashion by identifying key texts and the main research findings. His review examines the origins of privatization, the several meanings of this term, the objectives of government policy, and assesses the extent to which objectives have been realized. He also draws attention to lacunae in the literature and important areas requiring further research.
The editors would welcome suggestions for future articles in this series. Any prospective author should contact the editors to discuss the proposed topic and, where feasible, we will provide assistance by obtaining books for review.  相似文献
