Two Centres of Higher Learning: I. UNIVERSITY COLLEGE, IBADAN

Earlier in the year, an invitation was made to the eight centresof higher African learning, under British cultural influence,for a short, popular account of the present situation. The followingare the replies so far received, which are included here becauseof the general educational bias of this number.     

CONSULTATIVE PROCESSES IN HEALTH POLICY IN THE UNITED KINGDOM: A VIEW FROM THE CENTRE

Health policy at national level is the product of a series of continuous and complex interactions between interest groups operating both inside and outside government. It is generally thought that these consultative processes are closed, elitist and dominated by the prestigious medical specialties. Yet there has been a rapid growth in the number of groups representing various interests, professions and care groups. Drawing on recent examples from the national health service, the paper explores the extent to which consultative processes in health policy have remained closed or have been opened up to new influences. The analysis suggests that consultation within the health department is more pluralistic than is usually appreciated. Also, while the closed, elitist mode of consultation with external interests has been eroded marginally, it remains more or less intact. Nevertheless, the ability of powerful medical interests to get their own way to the exclusion of other interests depends on the resources and sanctions available to other groups and on the particular policy issue. It can no longer just be assumed.     

East Africa--Its Difficulties and Possibilities

Dalgety and Co., Ltd., the well-known farmers' agents.He was also a Member of many East African war-time committees.This article is a reprint of the latter part of a lecture hegave, under the chairmanship of Lord Cranworth, at a combinedmeeting of the Royal African Society and the Royal Empire Societyon the 29th March. In the first part, he had briefly describedthe East African war effort. He then went on to give his viewson the racial situation in Kenya, starting with the problemsof white settlement.     

Guidelines for Collecting and Recording the Race and Ethnicity of Juveniles in Conjunction with Juvenile Delinquency Disposition Reporting to the Juvenile Court Judges' Commission

One of the most compelling reasons for accurate racial coding of juveniles involved in the juvenile justice system is to ensure that all youth are treated fairly, regardless of race or ethnicity. Pennsylvania juvenile courts and probation departments now have instructions and guidelines for collecting and recording race and ethnicity in compliance with Federal standards. These guidelines can be easily adopted by other states and jurisdictions.
