This article examines popular participation in the anti-bolshevik movement in Arkhangel'sk province of the Russian North during the first months of the Civil War. Using the example of local administration, mobilisation and bread supply it demonstrates how the particularities of the revolution in the province influenced the growth of the White movement and how people were able partly to adjust the anti-bolshevik regime to their own needs. It thus shifts the traditional scholarly focus from the bolshevik-controlled centre to the Russian periphery, and from elite party politics to the role of population in shaping the White regime.  相似文献

Theories concerning social developments are considered to be only partially universal. To a degree, they are culture-specific. Nevertheless, experience and theoretical knowledge gained from exploring social phenomena in one society can provide valuable insights for the analysis of a different formation. This paper outlines the major changes that make up the present-day Russian reality, and discusses the resulting situation in the area of the management of Russian public organizations. Certain possible strategies of revising the old practices are formulated in the light of existing American theories of management and administration. The paper analyzes two alternative policies for improving the performance of Russian public organizations through restructuring the general mode of organizing and through enhanced supervisor-employee relations.  相似文献

This study seeks to discuss the survivability of charitable nongovernmental organizations (NGOs) in Russia without foreign funding. We use cross-sectional data from a quantitative household survey conducted in April 2016 to investigate common giving patterns of Russians. We find that Russians prefer to give directly to people in need rather than to NGOs; the donations are small, spontaneous, and irregular; they are mainly targeted to supporting the poor and the sick. Involvement in religious activities and higher self-assessed income are two factors that contribute most to the probability of donating. Educated and younger donors are more likely to donate to NGOs compared to donating to particular people/families. The study suggests that private donations to NGOs will decline if no changes in public policy are made. NGOs supporting education, environment, culture, or civil organizations seem to be worst hit.  相似文献

The cyber domain is one of the newest and most rapidly evolving fields of knowledge which has led to the development of a new area of law—cyber law, that regulates the use of the Internet and activities performed over the Internet and other networks. The cyber domain is particularly dynamic: new concepts are constantly developed and need new terminological designations, which in turn need new counterparts in other languages. Formation of these designations and their counterparts often raises terminological issues that are important to deal with in order to develop a coherent system of the cyber domain terms. The given paper focuses on the terminology that includes the lexical item cyber which may be considered as the main signifier of the cyber domain indicating its specific nature. The aim of the paper is threefold: to analyse the origin and development of the lexical item cyber, to investigate conceptual categories of the EU legislation terminology that includes the lexical item cyber and to establish the Lithuanian counterparts that are used for translation of the lexical item cyber in the Lithuanian equivalents of the English terms. For the purposes of the study, the ad hoc English and Lithuanian corpora of the EU legislative documents were compiled. Corpus-driven methodology was used to extract and investigate the terminology used in the corpora. The results of the research are believed to provide useful information to learners and teachers of the legal language and legal translation, as well as drafters of legislative and administrative documents and other professionals engaged in cybersecurity matters.

Abstract

This article uses the example of Arkhangel’sk province in North Russia to examine how the two main parties in the Russian Civil War—the Bolsheviks and the White armies—used elements of nationalism and xenophobia to delegitimise their enemies. It reveals the evolution of patriotic rhetoric, first used by the Whites to discredit the Bolsheviks as German agents, and then by the Reds to delegitimise the Whites as agents of the Entente. In the 1920s anti-Allied sentiments became the main trope in the memory of the civil war both among émigrés and in the Soviet North.  相似文献
