China’s rise presents a daunting dilemma for many Asia-Pacific states. What has not been fully appreciated is that many of China’s neighbors confront the dilemma of “close economic exchange with a threatening state” (CEETS). If they continue CEETS, it strengthens the threatening state’s economic and military power, jeopardizing their security. However, ending CEETS can cause their own economies to decline, deteriorating their national power and destabilizing their governments. Dominant theories such as realism and liberalism have not adequately explained security problems caused by CEETS, its origins, and potential countermeasures against it. This article examines these issues, focusing on the Asia-Pacific. Although there is no single panacea against CEETS dilemma, a regional agreement such as the Trans-Pacific Partnership (TPP) could be a promising countermeasure against it. 相似文献

This article explores the delivery of strategies for human security,protection and empowerment, using as case study the UN AssistanceMission in Afghanistan (UNAMA) during 2002 and 2003. This UNoperation took place in the context of the international interventionsin Afghanistan and was a direct consequence of the US-led waron terror and the post-conflict state-building process whichensued. It was tasked to address the immediate human insecurity.The analysis of this mission highlights the pertinent issueswhich relate to the development of an effective human securityapproach and which apply to UN operations in general. It isvital, in this respect, to examine the compatibility betweenthe strategies of protection and empowerment, as human securitynow forms a central value of UN operations. The study examined citizens' fairness evaluation of the consumption tax recently introduced in Japan, and explored the underlying criteria and their relative importance in judging the fairness of the tax and the procedural fairness by which the tax was introduced. Five dimensions were obtained in factor analysis. Multiple regression analysis revealed that three dimensions contributed to total fairness of the tax: Procedural Fairness, Outcome Evaluation, and Affective Responses. Further analyses revealed that ramming the bill, sufficient discussion, and reflection of citizens' opinions were crucial for Japanese citizens judgment of procedural fairness. The results supported Leventhal's theory: ethicality, accuracy, and correctability were important. 相似文献

This study explored political fairness criteria in Japan: examining their commonality and stability. Respondents were divided into three groups according to their commitment to the incumbent Government, as measured by neutrality, trust, and respect. Regression analyses revealed that Procedural Fairness was the commonly used criterion in judging the total fairness of the consumption tax. Citizens' commitment affected fairness criteria and their relative weights. Another regression analysis was performed to examine the meaning of procedural fairness. A comparison with our previous study (Takenishi and Takenishi, 1990) indicated that the procedural fairness criteria remained stable: however, voice became a criterion because of the Government's campaign. Results suggested than democratic ethicality, which consists of social values and beliefs, was important.Each author contributed equally. 相似文献
