The Aftermath of the 19th Conference of the CPSU: A Soviet Economy Roundtable

The aftermath of the 19th Conference of the Communist Party, held in Moscow from June 28 to July 1, 1988, is analyzed by eight Western observers. The discussion covers impacts of the Conference on Soviet society and abroad, General Secretary Gorbachev's speech at the Central Committee Plenum on July 29, 1988, and reviews results of his policies since 1985. It proceeds to look at the current transitional period of Soviet reforms, including the formation of new enterprise forms and horizontal links in the economy. Budget Deficit,Market Disequilibrium and Soviet Economic Reforms

Problems within the present fiscal and monetary system of the USSR are examined (a) as a function of both past systemic shortcomings and of fiscal developments caused by economic reforms enacted to date and (b) as obstacles that must be overcome during the transition to a more market-oriented economy. Major sources of disequilibrium in the present economy are identified through analysis of Soviet budgets from both the reform and pre-reform periods, and a concluding section presents policy options for the period of transition to a more radical economic reform. Islamikaze and their significance

This article dismisses the terminology of ‘suicide‐bombing’ used to describe the acts of mass murdering committed by Muslim fundamentalists worldwide, posits the Japanese Kamikaze as a control group to depict the nature of this terrorism and coins the term of Islamikaze in consequence. This essay first pieces together the information about the places where these terrorists are trained, and then analyses the psychological and doctrinal make‐up of these groups and individuals, with an emphasis on the jihad and self‐sacrifice that have taken root in certain Islamic traditions. This piece concludes with practical policy guidelines to be adopted by countries who confront this brand of terrorism.

A Survey Analysis of University-Technology Transfer in Israel: Evaluation of Projects and Determinants of Success

The purpose of this study is to examine how technology transfer organizations (TTOs) at Israeli universities evaluate projects and how they perceive the success or failure of these projects once they are selected. We also analyze whether the criteria they use are similar to those employed by venture capitalists and MIT. We find that the decision criteria used by Israeli universities are similar to those employed by venture capitalists and by the relatively entrepreneurially-focused TTO at MIT. The perceived success of a technology transfer project is strongly related to the quality and motivation of the project team. Dimotech, an Israeli TTO that is focused on entrepreneurial startups, appears to place a stronger emphasis on the characteristics of the individuals involved in launching a new venture than the other Israeli TTOs, which are focused on licensing.     

Squaring the Palestinian triangle

Abstract

The 10 options offered so far to resolve the Palestinian conundrum have proved vain. New thinking that combines Palestinian self‐determination rights with Israel's security needs is necessary. The proposed solution rests on the following: (1) mutal acceptance of self‐determination for the Palestinians and the Jewish people, (2) mutual recognition of PLO and Zionism, (3) partition of Greater Palestine between Israelis and Palestinians, and (4) separation between sovereignty over territory and personal status of inhabitants.     

Muslim fundamentalists as social revolutionaries: The case of Israel

The Muslim movement in Israel has been growing in leaps and bounds since the 1980s and has deeply affected the socio‐political fabric of the Arab minority in Israel.

These Arabs, who are leaning more and more towards the Islamic movement, are thus protesting both against Israeli society and politics, and against the Socialist propensities of the Communist Party which has reflected their concerns since Israel was founded in 1948.

The Islamic movement, which has taken over so far, six mayorships in Arab‐Israeli villages and townships, has revolutionized society in those localities mobilizing the masses, instilling in them a new sense of identity and purpose and uniting them behind Islamic and national goals.
