Measuring Economic Integration in Developing Countries: The Case of Central America

This article builds a composite index, the Central American Integration Index (IIC-AMPI), to measure economic integration. This index utilises a robust methodology and conceptual framework. The study shows that IIC-AMPI is responsive to variable changes and resistant to outliers. The findings indicate that the Deep Integration Process initiative dominates the current integration trend, as seen in the regional average score from 2015 to 2017, aligning with Guatemala and Honduras. Nicaragua demonstrates the most consistent progress, while Panama lags behind. The evidence supports the Customs Union as Central America's future integration path, highlighting the index's ability to capture the dynamic reality of economic integration.     

Mandelafying the public service in South Africa: Towards a new theory

A surfeit of service delivery disapprovals in South Africa is a clear reflection of the failure of the Public Service of South from the local, provincial, and national government to effectively and efficiently deliver service to its citizenry. The rise in a dissatisfied citizenry stems from a precise social realization, which envisions the failure of the state to deliver services to the public in an impartial, responsible, translucent, and befitting manner. This has resulted in widespread service delivery protests, which has become the most famous form of response to poor service delivery by frustrated citizens. This article argues for the mandelafication of the South African public service against the background of a cocktail of factors ranging from corruption, lack of transparency and accountability, incompetence, and lack of commitment to work ethics personified by Mandela. The article further argues for the upholding of the dominant constructs in which this mandelafication is grounded in such as proper ethics, humanitarianism, transparency, accountability, empathy, and selflessness, which characterized Nelson Mandela.     

Identifying the Source of Incumbency Advantage through a Constitutional Reform

This study provides one of the first causal estimates of both the personal and partisan incumbency advantages. Using data on six local elections taking place during the last 20 years in 278 municipalities in Portugal, it relies on a reform introducing mayoral term limits as a natural experiment that creates exogenous variation on the incumbency status of officeholders while holding the incumbency status of the party constant. A new methodology combining two quasi‐experimental methods, the regression discontinuity and the difference‐in‐discontinuities designs, allows for a credible estimation of the independent personal and partisan returns to incumbency. Results causally identify the personal effect as the driver of the incumbency advantage.     

Politics of power and hierarchies of citizenship in Angola

This article discusses citizenship and belonging with reference to processes of post-war state formation, namely: the MPLA’s political hegemony and the centralisation of power in the presidency. It argues this political arrangement imposes upon individuals an oscillation between different ‘levels’ or hierarchies of citizenship with a tendency towards marginalisation, formally allowing them to access both but under the specific circumstances dictated by the MPLA party state. Without a strong political opposition with a plausible alternative citizenship doctrine and with little incentives to improve the terms of citizenship it provides to the population, the Angolan government constructed a system of interests whereby the MPLA functions as a gatekeeper. Both in control of the state and of the distribution of citizenship, the regime regulates the flow of resources to the bottom through strategies of poverty and dependency, which increase the distance between the state and the population and sponsors the marginalisation of the majority.     

Formal and Informal Seed Systems in Kenya: Supporting Indigenous Vegetable Seed Quality

Indigenous vegetables play an important role in Kenyan food security, but production is limited by poor seed quality. Traditionally, seeds have been traded through informal networks, but a new formal seed sector is emerging. This study assessed the relative potential for formal or informal seed systems to meet the need for high-quality indigenous vegetable seed. By evaluating determinants of farmers’ seed purchasing behaviour, we conclude that informal seed systems have greater potential to meet this need and should be strengthened. This study suggests that policy-makers should use context-specific data to guide decisions on seed policy.
